City Council Action Updates a. PZC 2025-13 Matt Gilbert, petitioner, on behalf of Yorkville Nexus V LLC, property owner, has filed an application with the United City of Yorkville, Kendall County, Illinois, requesting rezoning classification. The request seeks to rezone three (3) parcels totaling approximately 130-acres into two (2) separate zoning districts. The two (2) western parcels (PINS: 02-18-200-004, 02-17-100-004) totaling approximately 91-acres are proposed to be rezoned from the R-4 General Multi-Family Residence District to the M-2 General Manufacturing District for a future data center or other specified land uses. While the one (1) eastern parcel (PIN: 02-17-100-010) totaling approximately 37-acres, is proposed to be rezoned from the R-4 General Multi-Family Residence District to the A-1 Agricultural District and remain an agricultural land use. Action Item Rezone a. PZC 2025-16 Vera Pleva, petitioner, on behalf of GLP Real Estate, LLC, owner, has filed an application with the United City of Yorkville, Kendall County, Illinois, requesting a variance to Section 10-3-9 of the Unified Development Ordinance, seeking to reduce the required United City of Yorkville 651 Prairie Pointe Drive Yorkville, Illinois 60560 Telephone: 630-553-4350 www.yorkville.il.us minimum front yard setback from twenty-five (25) feet to five (5) feet for a parcel located at 202 Wolf Street. The variance is being requested to allow construction of a walk-in cooler addition for the existing laboratory supply manufacturing business on the property. The real property, zoned M-1 Limited Manufacturing District, is immediately south of Wolf Street and approximately 900 feet east of Illinois Route 47 (South Bridge Street) within the Fox Industrial Park subdivision. Roll call: Werderich-yes, Crouch-yes, Linnane-yes, Vinyard-yes, Williams-yes, Forristall-yes. Carried 6-0 Citizen’s Comments None Public Hearings Chairman Vinyard said there was one Hearing tonight. He explained the procedure to be followed and the taking of testimony and then swore in those who would speak. Chairman Vinyard entertained a motion to open the Hearing. At approximately 7:03pm a motion was made and seconded by Mr. Williams and Mr. Werderich, respectively, to open the Public Hearing. Ms. Pleva gave a brief description of her company and the variance she is requesting. Roll call: Crouch-yes, Linnane-yes, Vinyard-yes, Williams-yes, Forristall-yes, Werderich-yes. Carried 6-0. PZC 2025-16 Vera Pleva (see full description above) Ms. Noble presented an overview of Ms. Pleva's petition. General Laboratory Products is a 30- year old business that manufactures glass products for various uses. They wish to reduce the front yard setback from 25 to 5 feet to allow for construction of a walk-in cooler at the front of the property to allow for expansion of their property. It will add 282 sq. ft to their existing structure. The property is zoned M-1 and the irregularly-shaped parcel is half of an acre They comply with the bulk regulations and staff supports the request. Ms. Noble read the applicable standards and the Commissioners agreed unanimously with all of the standards. Action Item Variance Mr. Williams moved and Ms. Linnane seconded the motion to approve PZC 2025-16 202 Wolf Street request for a variance. Mr. Williams read the motion as follows: In consideration of testimony presented during a Public Hearing on February 11, 2026 and approval of the findings of fact, the Planning and Zoning Commission recommends approval to the City Council for a request for bulk regulation variance to Section 10-3-9 Bulk and Dimensional Standards of the Unified Development Ordinance, reducing the required minimum front yard setback in the M-1 Limited Manufacturing District from twenty-five (25) feet to five (5) feet. Roll call: Linnane-yes, Vinyard-yes, Williams-yes, Forristall-yes, Werderich-yes, Crouch-yes. Carried 6-0. Additional Business 1. Year in Review Mr. Hanson, Ms. Dim and Ms. Mendez presented this Community Development report which is included on the city website and provides highlights of 2025. The report reflects 276 housing starts in 2025 with a breakdown by housing starts, for the top 4 subdivisions with Grande Reserve having the most. A total of 1,400 permits was issued in 2025. Other items reviewed were yearly construction values, permit revenue, permit issued for data center, opening of Costco in November, petitions for other data centers are under consideration, and a possible special Page 3 of 3 census will be done prior to 2031. The estimated city population now is 26,000. The Communuity Development Department is digitizing the department to streamline operations. The school distrtict has annexed property for the expansion of their facilities and construction of new schools. 2. City Council Action Updates a. PZC 2025-13 Matt Gilbert/Yorkville Nexus V LLC.
