EDC Minutes 2000 05-16-00 UNITED CITY OF YORKVILLE ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES MAY 16, 2000 Convened: 7:00 PM Members present: Richard Sticka, Mayor Prochaska, Tom Sowinski, Dave Dockstader Guest list attached to permanent record. PC 99 -09 FOXFIELD II - FINAL PLAT & PLAN Chairman Sticka stated there were no more issues of discussion on this development. Mayor Prochaska stated that the only thing remaining is to work out the details of the agreement, and to have both a copy of the Final Plat for Heartland, by Richard Marker and the Final Plat & Plan for Foxfield II from Barry Niles to be sure they both show the same sewer line. It has been agreed that this be a cul de sac and not a T ending for Teri lane. PC 99 -11 COURTHOUSE SQUARE - Tabled to June EDC PC 2000 -09 GREAT PLAINS - ENRON ELECTRIC FACILITY - PRELIMINARY & FINAL Mr. Fred Metro with Enron headquartered in Houston, TX. gave an over view of Enron and stated that Enron is the largest natural gas wholesaler in the country, and had started as a pipe line company. They have power plants all over the world and that the governments deregulation has allowed them to expand into new areas. Mark Gershon attorney for Enron on this project stated they are seeking approval for their development in Kendall County and also annexing to the City of Yorkville and rezoning and development of a peak power generating facility. Mr. Gershon explained that they had been delayed about 1 year due to working with ComEd on capacity questions regarding the amount of extra power they would be purchasing in the future. They will start with probably 5 generators and expand over time to a maximum of 10. The plant is centered in an industrial area flanked by Menards Warehouse, Aurora Blacktop Asphalt Plant and the ComEd Sub - station. They will meet the requirements of our landscape ordinance adding buffers as well. There will be about 300 construction jobs, and once completed there will be no traffic problems. They will employ approximately 4 to 8 people. The detention pond is large enough for all 10 generators, and generators do not give off any gases, or extensive heat. Just steam. This plant will have minimal impact on the community and pay annual real estate taxes of $561,900. with $70,000. to the City of Yorkville once annexed. They look forward to annexing, but are not quite ready and will continue through Kendall County and are seeking a favorable recommendation from Yorkville for developing in Kendall County. 1 Chairman Sticka stated he would like to see their plant in Manhattan and asked when it would be on line. Mr. Metro stated it would be ready about June 1 st. Once construction is done and testing is completed. Enron has developed 4 power plants in 1999, and Manhattan is just one of four they have coming on line in June. Chairman Sticka asked if they maintain ownership after construction. Mr. Metro stated yes. Industrial consumers now have a choice of who they buy their electric from, and they build primarily to sell to ComEd, but competition will allow others as well. Chairman Sticka stated there is a plant being built in Aurora with lots of controversy going on, and wondered if they will compete for sales. Mr. Metro stated that competition sets the price in the market place, and ComEd has the responsibility under the law to buy enough to serve their customers. Enron doesn't invest their shareholders money without expecting to make a profit. Mr. Allen asked if there is anything to prevent this from operating at other times of the year. Mr. Metro stated that perhaps with a line down in a Winder storm or something of that nature, but ComEd has lots of lines coming into this area from Indiana, and other than an extra cold Winter, they expect to run in Summer and the rest of the year do pre - scheduled maintenance, but the plant will always be manned by security. Alderman Sowinski asked if the are any pollutants in the exhaust. Mr. Metro stated that it is only hot air from gas and gives off the same as a gas stove would. They provide the EPA with statistics on the equipment, and Illinois has the toughest noise laws. Normal conversation is about 60 decibels, and this is comparable to the noise of a neighbors air conditioning unit when you walk outdoors. A combined cycle plant runs 365 days a year and creates a need for cooling tower. The pond is just for detention, and is designed to be a wet pond. The property is fenced with an additional fence around the interior. Karen Way stated that they are heavily regulated by the IEPA Mr. Metro stated that they have met with neighbors and residents everywhere they build and have done this in Yorkville as well. Each generator sits on its own foundation with its own enclosure, and each is self contained. They will have 3 buildings on site. In Manhattan they have consolidated into 1 building. Mr. Allen asked about solid waste, and water. 2 Mr. Metro stated a small amount of oil, and that they would drill wells, but would not interfere with farmers need for water. Equipment will come in by nearest rail and then flat bed truck very slowly. Chairman Sticka stated this should Lyo to COW. PC 2000 -01 PRAIRIE GARDEN - FINAL PLAT & PLAN Chairman Sticka stated this was approved by the Plan Commission subject to staff recommendations. Parfection has stated he is comfortable with it, and there is an open lot to Greenbriar that has no expiration date for a road extension. Mr. Niles stated that his use was similar to Marker's and referred to Markers agreement. Chairman Sticka stated that the Park Board object to trails that don't lead anywhere. Mayor Prochaska stated that unless another plan is submitted this would be all cash for Parlc land cash. If this is all seniors then no School Transition fees are applicable, but Land Cash does. Sump pumps are now in the Subdivision Ordinance, and there is also a grading ordinance. Plan on sump pumps or you must do test wells if you don't want to tie into the storm sewer. Mr. Niles will pay the number of units in a building times an add on for Park Land cash. This is typical of what has been done in most cases. Mr. Niles stated he has a problem with 45 ft. of green space due to having a 27 ft set -back. The landscape ordinance contradicts the subdivision ordinance. Wywrot had suggested 10 ft set -back. Mayor Prochaska stated this should be 10 ft. and 20 ft. to parking. Nanninga will work with Schoppe to resolve. Mr. Niles would like to be re- imbursed if IDOT requires a turn lane. This is build due to commercial and feels he should be rebated if they require a turn lane. Mayor Prochaska stated that on some infrastructure the City has allowed a rebate of sales tax. Estimates are that this will be only 5% of traffic. Mayor Prochaska stated the City will compensate the developer if this were for B -3, but this road is to serve the residential. City Council will review the traffic study and come up with a proposed percentage. Alderman Dosckstater asked if the golf ball hitting people has been resolved. Mr. Niles stated he doesn't see this a problem. 3 I Alderman Dockstader stated if it becomes a problem, it would be Parkfection's problem to correct. Mayor Prochaska stated that lights are another problem, but something leaving the property and entering someone else, is another thing. I Niles stated that Schoppe stated he should plant 90 trees. This is 1 tree per unit plus what is shown in the landscape plan. Mayor Prochaska stated the City Council would check on the requirements for trees in R -3. I Mr. Niles stated he also would like to substitute a 2 1/2" tree for the 3" tree required. Within 3 years they are equal in size. PC 2000 -06 KIRK ANNEXATION & REZONING All agreed this was to ao on to COW PC 2000 -07 HAMMAN ANNEXATION & REZONING Mayor Prochaska stated this is will give us a good plat and will be approximately 50% commercial. Plan Commission voted yes unanimously. There will be an Annexation Agreement and a PUD with defined areas. Hamman property will provide the Menards roadway. Mayor Prochaska stated we will accept easements and when built the roadways become the City of Yorkville's. This should ao to COW. PC 2000 -09 STEVEN HALBESMA - ANNEXATION & REZONING Chairman Sticka stated we have an agreement from Kramer on this, and. should take it to COW LAND RESOURCE MANAGEMENT REVISIONS Kendall County is asking us to adopt the Land Resources Management cost of $2000. Their overall land use for the County. This was first adopted in 1994 to plan more specific area uses. Nanninga will pursue this and see what the benefit is to the City.
