MEETING MINUTES OF MARCH 21, 2000
The meeting was called to order at 7:00 PM

PC 99 -09 Foxfield II- Barry Niles: Preliminary Plan
The public hearing has taken place with no comments. Mr. Niles has an agreement
with Mr. Marker, the developer of Heartland, the Wackerlin piece just to the north
for easement. The Park Board's only comment was asking if they could get a trail
across the easement to extend Marker's trail. Chairman Sticka stated a trail would
not enhance these lots and it is too late to try to make a trail through here. This is
peoples yards. This should have been addressed and resolved prior to Heartland's
approval. Anderson asked Nanninga if Schoppe had reviewed this this. Nanninga
stated he had. Sticka stated this is ready to take to COW.
PC 2000 -02 Trinity Church/United Methodist - Re- zoning- Tom Grant, Attorney for
the Petitioner
Mr. Grant explained this was a parcel of about 8 acres that the Trinity
Church/United Methodist own. It is already in the City, but they want to rezone to
build a church and possibly a school. Anderson asked for questions, comments.
There were none. Ready to go to COW.
Yorkville & Sugar Grove Boundary Agreement
City Administrator explained he they had met with Sean Michaels and John Morris
of Sugar Grove and everything is pretty simple since neither town is close to the
proposed boundary. Other than working out some technical language on the Base
Line Road divide. Both towns expect that the first town to be able to annex at Base
Line Road would annex including both north and south side of the roadway, and
when the other town reached Base Line Road the near side of the road would be
de- annexed and annexed into the appropriate town. Setbacks for both sides of the

road will be the same. Nanninga will meet with John Morris again regarding the
technical things. The issues on this boundary agreement are not as complicated as
they were with Plano. It is expected to be ready to pass this by the end of April or
early in May. Sugar Grove's meeting is 5/16/2000 and the City of Yorkville City
Council meets in May on 5111 & 25/2000. When the draft is finished it will come to
EDC, and then go to the second COW in April for review to see if joint meting with
Sugar Grove is needed. A boundary agreement is also being worked on for
Oswego.
Additional Business
The City of Yorkville is getting a kiosk through the Aurora Area Tourism Council.
It is a 3 sided display that will hold maps. In the beginning they were going to give
it to us, but since this was grant money that paid for them, they cannot give them
away and the cost is very little. Will we will maintain. Kane County still will own
them. Possible locations are at the Gazebo Park or the area at route #47 and
Hydraulic on the north east corner which is a high traffic area. There is a bench
there and there are walkers due to the river and riverfront park. There need to be a
light nearby as this needs alumination. -We could put in paver bricks around it. We
will need to get clearance from JULIE. We need to know when it is coming and get
staff to install. We will need to get a permit and check the sign ordinance. Mayor
Prochaska stated we need to find out if the Chamber has anything to put in the
kiosk.

4 "x 8" brochure holder $72.00
3 1/2" x 8" brochure holder $81.00
Committee agreed the City should get 2 large brochure holders. This item should be
put on the agenda for City Council under EDC.
Mayor Prochaska stated that he recommends that Valerie Burd continue to represent
The City of Yorkville to the Aurora Area Tourism Council. We must apply by June
30th.
Chairman Sticka asked for an further additional business. There was none.
