EDC Minutes 2000 01-18-00 UNITED CITY OF YORKVILLE ECONOMIC DEVELOPMENT MEETING Committee Minutes of January 18, 2000 PC 99 -15 Bell, Mulvey, Huston Annexation & Rezoning Request Request for Annexation & Rezoning of two parcels, both parcels from Kendall County R -3 Single Family. Parcel 1 requesting change to B -3 Business, and parcel 2 requesting R -3 Multi - family. They have talked to Dean Edmeier and he agreed to allow them a tie in to his roadway to allow then 2 access points. George Bell had drawn up a plan when they had an agreement with Dean Edmeier on this property planning to make it part of Fox Highlands, but for this request they have no concept plan as they ultimately want to sell The property. The petitioners feel that with consideration of long term development & growth this zoning will be appropriate. This property adjoins 1 acre parcels and Fox Highlands has some 1 acre parcels as well, so this would be an extension of the same. The only interest has been from someone who wants senior housing. They have also been approached by Illinois Truck Maintenance who has an agreement for a 50 ft. buffer along their property wanting less than the existing 50 ft. They would work this out with the neighbors. They would like to have more use of this 50 feet. They have no objection to the project. The City has concerns about what would be developed here if the zoning of R -3 were granted, and perhaps some standards would be written into the annexation agreement. perhaps this could be the same as what Fox Highlands has, roof pitch, brick. PC 99 -14 Fields of Farm Colony - Unit 2 /In Kendall County with 11/2 miles. Joe's comments state this is the same as the plan approved in 1996, and is not in line with what the City considers a country development, while they want to continue with the same standards. The City would like to see a sidewalk. The developer feels this should be trails where lots are minim of 1 acre. EDC Committee will continue to comment for the record that County development should meet City standards. This will go to next COW. Sanitary Sewer Extension Proposal The Blackberry Creek Interceptor will go down the creek to YBSD with a 27" line for 2nd sewer, following the easement and City ROW. The Hatcher Building is looking for access to Route #34 and IDOT may allow this if it is right at Game Farm Road. Menards like the Boulevard and will continue this style in extending Countryside Parkway to the east. WE need to figure out how this financing will work out. If Menards has some big business we would like to do sewer when roadway is put in. Depth is good at 35 feet. and will not need a lift station, but will bid it both ways. The estimate is about $900,000., probably 1,000,000. In June we will pick up $200,000. of F.E. Wheaton money. This estimate is on existing revenue only, and none of this is based on new business revenue from the are it will service. There is a lot to be considered, continuing to expand to the east. If we want to do this then we need to do this sewer expansion. WE have an opportunity to have a real nice business corridor. Menards is not final yet. This is not for COW yet, just looking ahead. At a later date we can take to COW. We have to be ready to move on this. There is no point in doing the annexation letters unless we plan to do the sewer expansion, then we can tell them we can service them with water and sewer. Mayor Prochaska stated we may want to set a date in the future for a presentation for the people who are to be sent the annexation letters. These letters are directed to those who will have either business zoning or agriculture rather than home development. They will not have to tie into YB SD until they apply to their 1 st building permit, or submit plat for development. We are looking for this market north on route #47, and along Galena to the east where we can have a site for water well and tower site. This should go to COW Adj ourned at 9:10 pm
