HomeMy WebLinkAboutResolution 2026-034Resolution No. 2026-34 A RESOLUTION OF THE UNITED CITY OF YORKVILLE, ILLINOIS, AUTHORIZING THE PURCHASE OF SIGNAGE IN AN AMOUNT NOT TO EXCEED $79,900 WHEREAS, the United City of Yorkville (the "City") is a duly organized and validly existing non home -rule municipality created in accordance with the Constitution of the State of Illinois of 1970 and the laws of the State; and WHEREAS, a digital sign is installed at the City's Town Square park that is approximately 15 years old and is about to reach the end of its useful lifespan, and a traditional, non -digital backlit sign is located at City Hall, 651 Prairie Pointe Drive, Yorkville, Illinois; and WHEREAS, the City's Parks Departments would like to replace the sign at Town Square park with a modern digital sign that can more easily catch the attention of residents and convey information about important City services and events, and to install an additional, new digital sign at the corner of McHugh Road and Prairie Point Drive for the same purpose (collectively the "New Signage"); and WHEREAS, the City has obtained a quote (the "New Signage Quote") from Boyd Signs & Graphics, of Ottawa and Minooka, Illinois ("Boyd"), for the New Signage, for a cost of $66,500; and WHEREAS, the City used the Sourcewell competitive procurement system to obtain the New Signage Quote from Boyd, and finds Boyd's price to be reasonable; and WHEREAS, the City's Parks Department recommends refacing the existing sign at City Hall and upgrading the lighting used on this sign (the "Upgraded Signage"); and WHEREAS, the City has obtained a quote (the "Upgraded Signage Quote") from Aurora Sign Co., of Warrenville, Illinois, for the Upgraded Signage for a cost of $4,900; and WHEREAS, the Park Department staff can install the New Signage and Upgraded Signage for a cost of $8,500; and WHEREAS, City staff finds that the New Signage Quote and Upgraded Signage Quote are both reasonably priced; and WHEREAS, $75,000 is allocated in the proposed Fiscal Year 2027 budget for the purchase of signage for City Hall and Town Square park; and WHEREAS, Boyd has offered the New Signage at a significant discount if the New Signage Quote is accepted by the City within Fiscal Year 2026; and WHEREAS, the Mayor and City Council have determined that it is in the best interests of the health and safety of the City and its residents to authorize and approve the purchase of the Resolution No. 2026-34 Page 1 Upgraded Signage and the New Signage, in accordance with the provisions of the applicable quotes. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the United City of Yorkville, Kendall County, Illinois: Section 1. The foregoing recitals are hereby incorporated in this Resolution as the findings of the Corporate Authorities. Section 2. The Corporate Authorities hereby authorize and direct the City Administrator to proceed with the purchase of signage equipment and hardware, as described in the New Signage Quote, from Boyd Signs & Graphics Inc., and in the Upgraded Signage Quote, from Aurora Sign Co., and the City's Parks Department is authorized to install the new signage, all for a total cost not to exceed $79,900. Section 3. This Resolution shall be in full force and effect upon its passage and approval as provided by law. Option for LED Retrofit: $1,450.00 Site Survey $375.00 Deposit Rate: 50% Subtotal: $3,450.00 Deposit: $1,725.00 Total: $3,450,00 TERMS: A deposit of 50% of the total project is required with order. The balance is due within 10 days of completion invoice. PROCESSING FEE: All Credit Card payments will require a 3,5% transaction fee. Total w/ LED $4,900 OPTION: A 2%DiSCOUNT WILL APPLY TO PAYMENT IN FULL AT CONTRACT SIGNING, Permit costs will be billed separately. PERMITS: Permit fees, engineering fees required by cities, and procurement fees will be additional. Sign construction will commence upon receipt of permit. Delivery dates are estimated from receipt of permit. TAXES: The total Cost of this contract is subiect to the tax rate in the jurisdiction of the sign installation location, TO BE BILLED ON FINAL INVOICE. EXCAVATION AND LANDSCAPING: In the instance where trenching andlor excavating for a sign base is involved, Aurora Sign Company assumes no responsibility for the final reseeding, planting and/or black dirt replacement involve in this operation. Aurora Sign Company will return the area to a workable condition to allow the customer to do the final landscaping involved. The above contract pricing is calculated with engineered footings for soil types common to your area. Upon excavation of abnormal soil conditions, (i.e.loose compaction, fresh backfill, abnormal backfill, building debris, hidden concrete) additional cost may be incurred. These additional costs will be passed along to the customer at a rate of cost plus 15% for handling. WARRANTY: The above signage is guaranteed against defects in workmanship for a period of 24 months after the completion date. A Maintenance Contract is available to continue regular service folhowing the warranty period. DRAWINGS: The drawings that are submitted with this proposal are the property of Aurora Sign Company and are to be used only in connection with work performed by them. Reproduction in whole or in part for any other purpose is expressly forbidden without written consent from Aurora Sign Company. Design and layout charges of up to $3000.00 may be assessed for misuse or reproduction of these plans.
