The meeting was called to order at 6:01pm by Chairman Ken Koch.

Minutes for Correction/Approval: February 3, 2026
The minutes were approved as presented.
New Business:
1. EDC 2026-13 Building Permit Report for January 2026
Mr. Ratos reported 50 permits issued in January. Of those, 12 were single family detached, 5
single family attached and 7 commercial. He said Fox Haven will be ready to build when the
roads are paved and 1 or 2 buildings will be done at a time.
2. EDC 2026-14 Building Inspection Report for January 2026
There were 349 inspections in January, most of which were done in-house with a few plumbing
inspections outsourced.
3. EDC 2026-15 Property Maintenance Report for January 2026
There were 18 cases heard, all for the Moda townhomes in Bristol Bay. They were found liable
and fined $500 per citation and more were issued the following day. Some windows and patio
doors have been replaced. Mr. Ratos has been in communication with the owner and
superintendent and asked them to secure the area. Dumping has occurred there as well as thefts.
4. EDC 2026-16 Economic Development Report for February 2026
Ms. Gregory referred the committee to her report.

5. EDC 2026-17 Ordinance Authorizing a Jurisdictional Boundary Line Agreement Between
the United City of Yorkville and the Village of Oswego
Ms. Noble said in 2021 an update had been issued to the existing boundary agreement between
Yorkville and Oswego which was set to expire in 2021. A pause was taken since Oswego was
finalizing the annexation of Hideaway Lakes. Since then, Oswego has had a Public Hearing with
updated language and the agreement was approved in January 2026. Ms. Noble listed some of
the revisions/updates. Yorkville staff then made some changes as well. It is proposed to move
forward with a Public Hearing on March 10th. Upon approval, Oswego will revise their document
to match with Yorkville. The committee approved and this will move forward to City Council.
6. EDC 2026-18 Ordinance Amending Title 1, Chapter 14 of the Yorkville City Code
(Administrative Adjudication – Department Composition – Hearing Officer)
The State has given new authorities in regards to building code issues, said Mr. Olson. Currently,
the city must cite an offender and then wait 30 days until it goes to Hearing. If the situation has
not been remedied, the city asks to have a fine levied which can be waived if the situation is
rectified in a certain time. If it is not resolved, the city appears before the Adjudicator again and
if not rectified for the 2nd time, in some cases, the city can go to circuit court and ask for
permission to go onto the property to repair/fix. The State now allows for 1 less Hearing and
elimination of the circuit court requirement to reduce the amount of time before the city can go
onto the property. This moves to the March 10 City Council with committee approval.

Additional Business:
Alderman Marek noted an issue with continued construction occurring on Sundays in Whispering
Meadows. He spoke with workers there and informed them of complaints from the neighbors.
Some workers are there for 1 to 3 hours and some were throwing drywall out of the window,
disturbing the neighbors. He asked if signs could be erected. Mr. Olson replied there is no actual
language in the code to prohibit Sunday construction, so staff is now preparing materials to
govern this. In the past at the time of permitting, builders were told there should be no work on
Sundays for non-owner occupied, new construction houses. Other repair projects would be
allowed.
Mr. Ratos added that he has spoken with the Lennar representative several times informing him
there should be no Sunday work. The rep claimed the workers were told not to work on Sunday
and it is Lennar policy. Mr. Ratos eventually spoke with a top official from Lennar who gave Mr.
Ratos authority to ask the workers to leave due to corporate policy.
Ms. Noble said the amendment will be tied to the noise ordinance section of the city code.
There was no further business and the meeting adjourned at 6:21pm.
