Plan Commission Minutes 2006 04-26-06 Page 1 of 4 APPROVED 6/14/06 UNITED CITY OF YORKVILLE PLAN COMMISSION YORKVILLE CITY HALL COUNCIL CHAMBERS WEDNESDAY, APRIL 26, 2006 Chairman Tom Lindblom called the meeting to order at 7 p.m. ROLL CALL Members present: Charles Kraupner, Clarence Holdiman, Anne Lucietto, Michael Crouch and Tom Lindblom. Jack Jones arrived after roll call was taken. Member absent: Sandra Adams A quorum was established. CITY STAFF AND GUESTS Mayor Art Prochaska; City Attorney John Wyeth; Community Development Director Travis Miller; City Planner Mike Schoppe; Interim City Administrator John Crois; Lynn Dubajic, YEDC; consulting engineer Bill Dunn, Engineering Enterprises, Inc.; Tony Scott, Kendall County Record; Rick Filler; Jim McPhail; Phil Stuepfert, SEC Planning; Patti Bernhard; Andy Fitz, Montalbano Homes. MINUTES Minutes from the March 22 Plan Commission meeting were approved. Holdiman made a motion to approve the minutes. Kraupner seconded the motion. The motion was unanimously approved by voice vote. COMMENTS Lindblom announced that this would be Mike Schoppe's last Plan Commission meeting. Although he will continue to work with the city as needed, he will no longer be attending the Plan Commission meetings. Lindblom said it's been a pleasure working with Schoppe and he wishes him well. PUBLIC HEARINGS Crouch made a motion to open the public hearings. Jones seconded the motion. The motion was unanimously approved by voice vote. 1. PC 2005 -59 Tanglewood Real Estate Development Corp. Petitioners petition to annex and rezone. Lucietto made a motion to continue the public hearing until the second Wednesday in June. Holdiman seconded the motion. The motion was unanimously approved by voice vote. Page 2 of 4 Crouch made a motion to close the public hearings. Jones seconded the motion. The motion was unanimously approved by voice vote. PRESENTATION 1. Kendall Marketplace Concept Plan Rick Filler and Jim McPhail, from Harlem Irving Co., and MidAmerica, respectfully, presented a concept plan for Kendall Marketplace. Kendall Marketplace is a proposed commercial and residential development on 193 acres at Route 34 from Cannonball Trail to Beecher Road. Filler said the developers are taking the opportunity to create a different shopping experience in Yorkville. Rather than a big power strip or mall, the planned area would feature several larger anchors such as a Target and a Home Depot. However, the area also would have a downtown type of area for local retail businesses or restaurants. The plan also features a residential component with single - family homes and townhomes and a police station. Phil Stuepfert, from SEC Planning, said the land is very important and the developers want this marketplace to be a, step above the average retail center. In designing the concept, Stuepfert said he tried to pull together features from the city. There are three components in the plan: a downtown center area, peripheral landscapes and the main entries. In the downtown center of the plan, Stuepfert said they want people to be able to walk around the meandering creek. The intent is for the area to have a- strong pedestrian/urban streetscape. On the peripheral streetscape, the planners are looking at 30 -foot buffers along Cannonball and Route 34. The streetscape would include a board fence along with naturalized grasses. Schillinger said he thought the buffer on Cannonball is supposed to be 50 feet. Stuepfert said they'd look into that as well as the right of way. Schillinger also asked if the developers had considered environmentally friendly parking areas or other conservation practices. It was said they are looking at native grasses and other plantings. Lucietto said she sees great potential in the plan. The plan is for more than 800,000 square feet of retail. Filler said this is a big project and said the developers are trying to thread everything together. Currently, a development like this doesn't exist so there's no place for city officials to visit to see how the concept might work, Filler said. I Page 3 of 4 Crouch said obviously the city is anxiously awaiting the preliminary plan. He said as long as the developers are sensitive to its neighbors, he excited about it. He said it's the biggest thing to hit Yorkville in a long time. Filler said the developers also would see the project through and stay with it. He said his company builds a home and manages the property. NEW BUSINESS 1. PC 2006 -06 Grand Reserve Unit 16 — Preliminary /Final Plat Patti Bernhard, representing the petitioners, said the parcel covers 106 acres and would house 159 units. There also is a 5.2 -acre park in the project. City Planner Mike Schoppe said the plans were reviewed and city staff recommends approval subject to staff comments. Lucietto made a motion to recommend approval of PC 2006 -06 Grande Reserve Unit 16 Preliminary /Final Plat subject to staff comments. Jones seconded the motion. The motion was unanimously approved by roll call vote. Kraupner, Holdiman, Lucietto, Davis, Schillinger, Jones, Crouch and Lindblom voted yes. 2. PC 2006 -02 Yorkshire Estates — Final Plat Andy Fitz from Montalbano Home said the plan features homes on 10,000 square foot lots, which is consistent with what was approved in the preliminary plan. This plan, he said, is almost identical to that plan. Schillinger said he has problems with the number of those 10,000 square foot lots and said they should abut larger open spaces. Meanwhile, Lindblom said he'd like to see an emergency entrance either at lot 31, 32 or 33 until another entrance is created. He also didn't like the use of the name boulevard in the subdivision when the road isn't actually a boulevard. Lucietto made a motion to recommend approval of the final plat for PC 2006 -02 subject to staff concerns, the renaming of the boulevard and an additional temporary entrance. The motion was unanimously approved in a roll call vote. Holdiman, Lucietto, Davis, Schillinger, Jones, Crouch, Kraupner and Lindblom voted yes. 3. PC 2006 -21 Villas at the Preserve — Final Plat City staff has reviewed the final plat and said there are a few engineering issues to resolve, Schoppe said. The Planning Council recommended approval of the final plat subject to staff comments. Lucietto made a motion to recommend approval of the final plat for PC 2006 -21 subject to staff concerns. Jones seconded the motion. The motion was unanimously approved by roll call vote. Lucietto, Davis, Schillinger, Jones, Crouch, Kraupner, Holdiman and Lindblom voted yes. i Page 4 of 4 ADDITIONAL BUSINESS Lindblom suggested beginning the meetings at 7 p.m., but not holding the public hearings until 7:30 p.m. especially on nights where many people are in attendance and the public hearings are expected to last a while. By holding the regular portion of the meeting first, some of the developers then wouldn't have to sit though a lengthy public hearing. Also, he said that the Plan Commission would continue to have two monthly meetings if there are more than three public hearings slated. He said the intent is to hold the public hearings at the first meeting of the month. However, if there are more than three public hearings scheduled, he'd prefer that a second meeting be added. Crouch and Jones agreed with Lindblom's suggestions and suggested that the Plan Commission try restructuring the meetings. Lucietto made a motion to adjourn the meeting at 8:28 p.m. Jones seconded the motion. The motion was unanimously approved by voice vote.
