PUBLIC. WORKS COMMITTEE REPORT
Kennedy Road and Freedom Place Intersection
Improvements - Presentation
(PW 2026-49)
City Engineer Sanderson presented on the Kennedy Road and Freedom Place Intersection Improvements,
which are included in the packet materials. He discussed the five design alternatives with the Council. He
outlined how many trees would need to be removed for each design, whether a temporary easement or a
permanent ROW is required, the cost for each, and whether each would comply with the Bureau of Local
Roads and Streets requirements, a criterion established by IDOT. He also reviewed the arborist's
evaluation of the trees being discussed for removal.
Alderman Plocher stated he favored option 91 because the others were too expensive. Alderman Koch
expressed the same opinion. Alderman Soling asked about the trees behind the ones to be removed and
whether they need to be removed as well. City Engineer Sanderson stated that the row of trees is outside
the IDOT 24' clear zone and would not need to be removed. Aldennan Soling asked Chief Jensen about
car accidents in the area, and he shared that there have been some, including deaths further down the road.
Alderman Funkhouser asked about the guardrail option and why it is out of compliance with safety
standards. Engineer Sanderson stated it is IDOT's definition and that it adds an item to the area, making it
a hazard itself. He stated guardrails are usually used as a last resort. Alderman Soling asked whether they

removed the trees and still put up a guardrail in front of the next row of trees. There was a discussion that
some conditions outside the standard exist within the City. Alderman Funkhouser shared that he struggles
with the removal of the 13 trees, as the grading and removal will likely kill off another large group of
trees. City Administrator Olson stated that staff needs guidance from the Council on which option the
Council prefers. The Council discussed further, and no one was in favor of option #2, #4, or 45.
Mayor Purcell entertained a motion to return this agenda item to the Public Works Committee for further
discussion of Options #1, #3, or do nothing, and to have the Committee return its recommendation to City
Council. So moved by Alderman Koch; seconded by Alderman Marek.
Motion unanimously approved by a viva voce vote.
