Staff in attendance electronically: Community Development Director Barksdale -Noble Members of the public were able to attend this meeting in person as well as being able to access the meeting remotely via Zoom which allowed for video, audio, and telephonic participation. Bill Payments for Approval $ 1,628,114.23 (vendors -- FY26) $ 106,983.47 (vendors — FY27) $ 482,579.13 (payroll period ending 04/24/26) $ 2,217,675.83 (total) Mayor Purcell entertained a motion to approve the consent agenda. Mayor Purcell thanked the officers for their service. Resolution 2026-44 Approving an Intergovernmental Agreement Between Yorkville Community Unit School District 115 and the United City of Yorkville 2026-2030 (CC 2026-31) Mayor Purcell entertained a motion to approve a Resolution Approving an Intergovernmental Agreement Between Yorkville Community Unit School District 115 and the United City of Yorkville 2026-2030 and authorize the Mayor and City Clerk to Execute. So moved by Alderman Soling; seconded by Alderman Transier. Chief Jensen stated that the updates to the intergovernmental agreement are in accordance with state statute and have been reviewed by the attorneys for both the City and the school district. Motion approved by a roll call vote. Ayes-7 Nays-0 Plocher-aye, Funkhouser-aye, Corneils-aye, Transier-aye, Soling -aye, Marek-aye, Koch -aye Resolution 2026-45 Authorizing the Purchase of Lawn Mowers in an Amount Not to Exceed $83,677 (CC 2026-32) Mayor Purcell entertained a motion to approve a Resolution Authorizing the Purchase of Lawn Mowers in an Amount Not to Exceed $93,677 and authorize the Mayor and City Clerk to Execute. So moved by Alderman Koch; seconded by Alderman Marek. Parks and Recreation Director Evans stated that the mowers will be delivered within a few weeks of placing the order. Alderman Soling asked if any of the current lawnmowers will be decommissioned. Director Evans responded that these will be additional lawnmowers. Motion approved by a roll call vote. ECONOMIC DEVELOPMENT COMMITTEE REPORT Resolution 2026-46 to Induce the Redevelopment of Certain Properties within the Yorkville Downtown Tax Increment Redevelopment Project Area (123 E. Hydraulic Street) (EDC 2026-25) Alderman Koch entertained a motion to approve a Resolution to Induce the Redevelopment of Certain Properties within the Yorkville Downtown Tax Increment Redevelopment Project Area (123 E. Hydraulic Street) and authorize the Mayor and City Clerk to execute; seconded by Alderman Soling. City Administrator Olson explained that the Williams Group is seeking to redevelop the property at 123 E. Hydraulic Street, formerly occupied by an auto glass manufacturer. The Williams Group is preparing redevelopment plans similar to those for other downtown projects they had completed. Administrator Olson stated that the resolution does not commit the City to providing TIF incentives. Instead, it prescrves the developer's ability to seek reimbursement for potentially TIF-eligible expenses incurred, such as acquisition, legal, engineering, and design costs, should the City approve a future TIF agreement. ADMINISTRATION COMMITTEE REPORT No report. PARK BOARD Margaritas En Mayo Parks and Recreation Director Evans thanked everyone who attended Margaritas En Mayo and the turnout was great. Announcements and Upcoming Events Parks and Recreation Director Evans expressed appreciation to the school district for the student artwork displayed on downtown light posts as part of the Yorkville Elevated program. He also shared that the first Cruise Night of the year will take place on Friday, May 15"' at Fox Republic Brewing. Director Evans announced that the School's Out: Beach Party will take place on the last day of school, Friday, May 22"'. Additionally, the Yorkville American Legion Memorial Day Celebration will be held on May 25"' at 11:30 a.m. in Town Square. Finally, Director Evans shared that work will soon begin to remove deteriorating bricks at Riverfront Park, and the project is expected to continue over several months. Much of the brick has begun to deteriorate, creating tripping hazards and water drainage issues. He stated the work will be completed in phases throughout the summer and fall, and portions of the park will be temporarily closed during construction. PLANNING AND ZONING COMMISSION No report. CITY COUNCIL REPORT No report. CITY CLERK'S REPORT No report. COMMUNITY & LIAISON REPORT Alderman Funkhouser shared that KenCom met earlier in the morning on May 12" to discuss its building fund issue. The first item is that KenCom does not have the authority to issue its own bond. However, it may obtain loans backed by the surcharge fund. Also, KenCom cannot own land. In order to construct a new facility, the land would need to be owned by either the County or a municipality and governed by a lease agreement. Alderman Funkhouser stated that for a building project to proceed, either the County or municipality would also need to issue bonds, along with agreements detailing how repayment would be managed through KenCom. There are additional issues that will need to be addressed in the months ahead. STAFF REPORT No report. MAYOR'S REPORT_ cont'd Public Works and Parks Department Facility Update (CC 2025-08) Public Works Director Dhuse announced that landscaping and painting on the exterior of the new facility will take place on the upcoming weekend. The completion of the new facility is still on target for August 2026. The Minutes of the Regular Meetinr, of the City Council — May 12, 2026 — Paae 4 of 4 Lake Michigan Water Project Update (CC 2025-09) City Administrator Olson shared that the bid package timeline has shifted slightly, with the final package now expected to open in early July and more details likely available by mid -July. He explained that one bid package was opened within the last few weeks and came in slightly above the engineer's estimate, but still aligned with the improved bid pricing trends recently observed. City Administrator Olson also stated that the City is awaiting the WIFIA loan closing date. The paperwork has been completed, and the City is now awaiting federal approval to proceed with closing, which could occur anytime between the next week and the next month. ADDITIONAL BUSINESS None.
