SPECIAL PUBLIC SAFETY MEETING
Thursday, April 2, 2026 6:00pm

651 Prairie Pointe Drive, Yorkville, IL
In Attendance:
Chairman Chris Funkhouser
Alderman Craig Soling
Alderman Rusty Hyett
Absent: Alderman Dan Transier
Other City Officials in Attendance:
Police Chief Jim Jensen
Others in Attendance: None
The meeting was called to order at 6:04pm by Chairman Chris Funkhouser.
Citizen Comments: None
Minutes for Correction/Approval: July 3, 2025
The minutes were approved as presented.
New Business:
1. PS 2026-06 Yorkville Police Department 2025 Annual Report Review
Police Chief Jim Jensen presented the annual report of Yorkville Police Department. He
highlighted several points from the report and he said the department goal was to be problem
solvers. He said the officers were very proactive and addressed problem areas. He noted stats
for arrests, stops, accidents, etc. as a result of their proactivity. He also informed the committee
about increased calls for service, staffing, number of complaints, significant activity for
Investigations and he highlighted a couple of their major cases. Also, citations are now entered
into the computer in the squad cars, FOIA requests have greatly increased and Community
Service officers handled 977 calls. Vehicle operating costs and maintenance costs were reported
for the current 21 vehicles. Routine maintenance will eventually be done by a mechanic at the
new Public Works facility. He said the crime reporting is still a bit skewed as a result of
switching from UCR to Nybers reporting system. Over 3,600 hours were spent on directed
patrols.
Chief Jensen said they are working on a plan for truck enforcement when data center construction
begins. This is in response to citizen concerns. The committee discussed truck overweight
enforcement in general and the complexities of prosecuting it. It was noted that proper road
signage for trucks should be ascertained.
He said crisis calls decreased from last year. A total of 6,800 hours of training were completed
and all training standards have been met or exceeded. Drones are also used by the police
department and 21 missions have been flown in addition to use at special events.
2. PS 2026-07 Adjudication Reports for January and February 2026
Chief Jensen said 30-40 tickets were issued for “no parking” when there was more than 2-inches
of snow. He said HOA's were notified prior to winter and numerous warnings were posted and
subsequently ignored. In other adjudication cases, tickets were written for dogs at large, solicitor
complaints and parking violations by a commercial truck were observed and cited. Alcohol
compliance checks were done with no violators at the latest check.
3. PS 2026-08 Take Home Squad Policy - Discussion
Chief Jensen gave some background for this discussion and said, in the past a policy allowed
squads to be taken home until the policy was abused. The city enacted an ordinance that squads
could be taken no further than 10 miles. Currently, one of the Deputy Chiefs who lives farther
from Yorkville is “on call” for a week each month. Chief Jensen requested that for Command
staff, the distance be expanded and the Deputy Chief be allowed to take the squad home on weeks
he is “on-call”. This would facilitate a quicker response to an emergency or special situation. In
researching this matter, Kendall County and Oswego command staff are allowed to take squads
home with no mileage restrictions. The committee was OK with this request and Chief Jensen
will inform the other Aldermen and move it forward to the City Council.
Old Business: None
Additional Business:
Alderman Funkhouser discussed changes coming for KenCom. He attended a Board meeting
where expansion was discussed, however, not enough information was available or funding
mechanism in place. The information was based on the wants and needs. A new building or
expansion is proposed and Tyler New World were 2 aspects discussed. KenCom has money
saved to help fund, but additional funds are needed. There is land available adjacent to the jail,
but they must receive authorization to use it and the land must also be connected to the fiber
system. Mr. Funkhouser will give an update at the April 14th City Council meeting.
Chief Jensen noted that BKFD might build a new station and vacate their current station which
could be used for KenCom. Recently, an analysis was done of the building and it must have a
very high level of infrastructure, said Mr. Funkhouser. A very aggressive build is being discussed
with construction desired for early 2028.
In another matter, Chairman Funkhouser discussed an emergency operations plan and suggested a
quick review at a future date.
There was no further business and the meeting was adjourned at 7:24pm.
Respectfully submitted by
Marlys Young, Minute Taker

Community Information
Facebook Post (04/09/26): A Closer Look at YPD
Did you know YPD has our very own certified crash reconstructionist?
YPD exists to serve the Yorkville community and as our town has grown over the years, so has
your police department.
While many agencies share similar roles, we’ve continued to build and expand specialized positions
to better meet the needs of our community. We’re proud of that growth, and we hope you are too.
Over the next several weeks, we’ll be highlighting these roles and the officers who serve in them.
From behind-the-scenes work to specialized training, each position plays an important part in
keeping Yorkville safe.
We’re proud of the team we’ve built and more importantly, we’re committed to providing our
community with the very best.
We’re excited to kick off our first feature: Officer Kyle Borowski
Officer Borowski serves in our Patrol Division and has recently earned certification as a traffic
crash reconstructionist. To achieve this, Kyle completed over 400 hours of training with
Northwestern University across five intensive, math-based courses and successfully passed a two-
day certification exam.
In this role, Officer Borowski will assist our city and surrounding communities by using advanced
technology and detailed analysis to reconstruct serious traffic crashes with a high level of precision.
This work brings greater accuracy, accountability, and ultimately, safety to our community.
We’re proud of your accomplishment, Kyle, and honestly....glad it was you sitting through math
class again....
Stay tuned, Yorkville, for next week’s highlight.

Facebook Post (04/14/26): A Closer Look at YPD – Volume II
Did you know YPD has our very own certified Commercial Vehicle Enforcement Officer?
As we mentioned last week, as our community grows, so does your police department. Over the
next several weeks, we’ll be highlighting some of the lesser -known roles within YPD and the
officers who serve in them. From behind-the-scenes work to specialized training, each position
plays an important part in keeping Yorkville safe.
This week, we’re highlighting Officer Kyle Davis.
Officer Davis serves as YPD’s certified Commercial Vehicle Enforcement Officer. He received his
certification last April and plays an important role in supporting our community by focusi ng on
commercial vehicle weight restrictions, safety compliance, proper equipment, and overall roadway
safety involving commercial traffic.
Our goal is to provide a safe and accountable framework for commercial vehicles traveling
throughout our city.
Coming from a family rooted in the trucking industry, Officer Davis understands firsthand the
important role commercial vehicles play in supporting our community. As Officer Davis puts it,
I’m proud of my dad and his profession. My goal is to keep professionali sm in the industry.
With our growing community, this is an area we expect to continue expanding in the coming years.
We are grateful for Officer Davis’s expertise, perspective, dedication (and willingness to carry
portable scales around...)in helping lead YPD in this important area of enforcement.
Facebook Post (04/14/26): During Telecommunicator Week, we proudly recognize and celebrate
the incredible team at KenCom whose professionalism, dedication, and calm under pressure make
a difference every single day. Their commitment to serving Yorkville and all of Kendall County
exemplifies the very best of public safety, and we are truly grateful for the vital role they play in
supporting both our officers and our community.

Facebook Post (04/24/26): A Closer Look at YPD – Volume III
Did you know our YPD Investigations team also specializes in digital forensics?
As our community grows, so does your police department. Over the next several weeks, we’ll be
highlighting some of the lesser-known roles within YPD and the officers who serve in them. From
behind-the-scenes work to specialized training, each position plays an important part in keeping
Yorkville safe.
This week, we’re highlighting Detective Matt Ketchmark.
Detective Ketchmark serves in the YPD Investigations Unit, where he conducts traditional
investigations while also specializing in digital forensics. Using our in-house Cellebrite software,
he is able to recover and analyze digital evidence that might otherwise go undiscovered.
In today’s world, nearly every investigation has a digital component. Detective Ketchmark’s
training allows us to follow those digital trails and uncover critical evidence. He also applies this
expertise to conduct Internet Crimes Against Children (ICAC) investigations—proactive work that
helps protect our community from online predators.
Matt tells us often, “Whatever the United City of Yorkville needs.”
We believe you, Detective Ketchmark. We see your dedication every day, and we are grateful for
the way you serve our community.
(We’re just a little concerned you might need a few more computer monit ors.)
Facebook Post (04/29/26): Last night, we had the privilege of honoring three exceptional officers:
Officer Sara Gerlach, Officer Roman Soebbing, and Officer Luke Swanson.
Officer Gerlach received the Departmental Merit Award for her dedication to training the next
generation of YPD officers through our Field Training Program and as an in-house instructor. Sara
is the definition of a leader, setting the standard through both her knowledge and example. You're
alright in our book Sara!
Officer Soebbing also received the Departmental Merit Award for his outstanding efforts in
connecting with our community through the Special Olympics programs we support throughout the
year. Roman leads the charge in raising funds and building lasting relationships with our Special
Olympics athletes. He is truly one of those refreshing people who brings positivity wherever he
goes. Roman, we are grateful for your consistency in lifting others up.
Officer Swanson was honored for the compassion he showed during a crisis intervention earlier this
year. His sincere care and professionalism helped keep a juvenile safe and in one interaction literally
changed how she views law enforcement. Luke, we know this compassion is simply who you are—
not just a duty, but an overflow of how you see people.
Maybe the best part of the night was the group of YPD employees, friends, and family who showed
up to support our three officers. Sara, Roman, Luke—if you ever wondered about your impact on
YPD and the Yorkville community, just take a look at the support in this picture.
We are grateful to have all three of these officers serving our community.

Facebook Post (04/27/26): Public Safety Alert: Phone Scam / Caller ID Spoofing
The Yorkville Police Department would like to make residents aware of a recent phone scam
incident involving caller ID spoofing.
Over the weekend, a community member reported receiving a phone call that appeared to come
from a Yorkville Police Department phone number, with the caller ID displaying the name “M.
Ketchmark.” The caller reportedly had a strong foreign accent and referenced the resident’s bank
information. The resident appropriately ended the call, and the number attempted to call back
multiple times.
Please be advised that scammers can manipulate caller ID information to make it appear as though
a call is coming from a trusted source, including law enforcement or fi nancial institutions.
Important reminders:
• The Yorkville Police Department will never call and ask for banking information, money, gift
cards, or payment over the phone.
• Do not provide personal, financial, or account information to unsolicited callers.
• If you receive a suspicious call, hang up immediately.
• If you are unsure whether a call is legitimate, contact YPD using our verified phone number 630 -

We encourage residents to remain vigilant and share this information with family members, friends,

TRAFFIC COMPLAINT / ENFORCEMENT INFORMATION
As of April 2026, the Yorkville Police Department had received traffic concerns for various locations in town. These
concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were
tracked for potential issues. In some cases, to verify that the concerns needed to be further addressed, (5) five years of
crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs.
These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations.
In addition, the department also relied upon its partnership with EEI.

Facebook Post (05/06/26): Yesterday, we had the opportunity to spend time with our friends from
the IVVC - Indian Valley Vocational Center - Law Enforcement program. Students were able
to apply the skills they’ve been learning all year and put them to the test in our VirTra simulator.
They worked through scenarios involving behavioral threat analysis, autism awareness, duty to
intervene, traffic stops, and active threat situations.
To our students — you did a great job. It was impressive to see you apply what you’ve learned, and
we truly enjoyed the time together.
Have a great summer!

Facebook Post (05/22/26): No better way to close out the 2025-2026 school year by getting driven
to school by School Resource Officer Jake Schwartz! This was a great way for Rose, and SRO
Schwartz, to wrap up a great school year! We hope everyone has a terrific summer!
Facebook Post (05/29/26): Not every call involves flashing lights and handcuffs… sometimes it’s
a steaming hood on Rt. 47.....
We recently received this message and wanted to share:
“Good morning Chief Jensen,
This morning I was driving on Rt 47 during rush hour when my car started overheating. I pulled
over, put my hazards on and opened my hood. Officer Sam Stroup pulled up within a minute to
make sure I was safe and see what was going on. Officer Stroup was so helpful, I didn't know of
any local towing companies and he suggested one. I was unable to reach them and Officer Stroup
asked dispatch to call them.
Officer Stroup stayed with me while I waited for my husband and the towing company. He was a
great person to talk to while I waited and made my stress level much calmer.
Please give a shout out to Officer Stroup, he deserves it and I truly appreciate him stopping and
assisting!”
Moments like this are a good reminder—policing isn’t just about enforcement. It’s about helping
people, easing stressful situations, and just being there when it counts.
Nice work, Sgt. Stroup. We appreciate you taking care of our community. The beard has grown
over the years, Commander McMahon loves it..... but how you treat our community hasn't.

TRAFFIC COMPLAINT / ENFORCEMENT INFORMATION
As of May 2026, the Yorkville Police Department had received traffic concerns for various locations in town. These
concerns were established through both citizen concerns and areas of concern for the department.
