New Business 1. EDC 2026-26 Building Permit Report for April 2026 Mr. Ratos said 140 permits were issued in April. Nine were for single family detached, 6 were single family attached and 10 commercial and miscellaneous. 2. EDC 2026-27 Building Inspection Report for April 2026 There were 578 inspections, most of which were done in-house. Some plumbing inspections and a couple building inspections were outsourced. Page 2 of 3 3. EDC 2026-28 Property Maintenance Report for April 2026 In April, 14 cases were heard, all for Bristol Bay. All were in compliance at the time of hearing and were dismissed, however, the area is still being monitored and new citations have been issued for weeds and grass, said Mr. Ratos. 4. EDC 2026-29 Economic Development Report for May 2026 Ms. Gregory said there were 3 ribbon cuttings this month. Alderman Marek asked about a possible cigar lounge opening a business, however, the city has not been approached yet. This type of business requires a stand-alone building and Mr. Ratos noted several other requirements. 5. EDC 2026-30 C1 Yorkville – CH1-11 (Cyrus One) – PUD Amendment and Preliminary PUD Plan Attorney Russ Whitaker, representing C1, gave a presentation. He summarized Cyrus 1 as a global company and they have a project under development in Aurora and established businesses in other suburbs. He noted that in 2024, Yorkville had approved their project consisting of 2-story buildings and centered around a sub-station. Earlier this year the company made some minor changes and now have an agreement for power with ComEd. Cyrus One has changed the orientation of the sub-station, eliminated a building and reduced the square footage. He gave a general summary of the progress so far. Mr. Whitaker explained the major changes to their project which include going from 2-story buildings to 1-story buildings, reduction in the square footage, consolidation of detention on Faxon Rd. and shifting the buildings further to the north to increase separation from residential. He also discussed the setback to Eldamain Rd., the landscape buffer, building height and building materials. He said reports have been submitted for noise, traffic, environment, property value impact and power. He also discussed the screening and noise mitigation, in addition to the phasing process. A permit will be pulled this year to begin construction of the first building. The committee members had questions and comments and Mr. Whitaker provided the following information. Eldamain will receive the bulk of the traffic and there will be a possible secondary entrance farther north, but would be right-in/right-out only. There will be egress only access off Beecher Rd. rather than the original Faxon Rd. location. A 20-year buildout is expected and during construction, the workers and employees will use a shared driveway. The trees and berm will be built during phase 1 of the project. Mr. Olson asked Cyrus One to submit a proposal for a tentative phasing plan. The number of permanent jobs will be approximately 50 persons per building and secondary jobs will be created as a result of the project. Mr. Whitaker noted that in 2024 when the plan was originally approved, the energy industrial use standard and others were not in place. However, they will comply with most of the new standards. Property tax and utility tax were discussed and Mr. Whitaker estimated about $2 million of tax revenue would be generated per building. Ms. Noble noted that the reports will be updated since they were based on the previous building size. She also referred to the chart that showed all the project changes. She summarized the changes and noted the petitioner is agreeing to all standards in use. This goes to Public Hearing next week and then to City Council at the end of June. 6. EDC 2026-31 Project Cardinal – Annexation Agreement Amendment and Memorandum of Understanding Approval Page 3 of 3 Ms. Noble said the petitioner is requesting a simple amendment to their Annexation Agreement which was approved in November 2025. They are asking to extend the closing notice deadline from 7-1-26 to 12-31-27 to allow time to obtain the titles to the properties. The Memorandum states a clarification that the Annexation Agreement changes will be reflected in the ancillary agreement as well. There is also clarification in the MOU regarding the developer obligations with respect to water usage. This item will move to the June 9th City Council meeting for a Public Hearing.
