Presentations:
Space Planning Consultants Presentations
Studio GC
GC Studio reps said thoughtful service and personal design are important to their agency and they want to build
relationships with library personnel. Space needs assessment have 3 key areas : community needs/requirements,
space utilization, building function/condition. They are a data driven company and look at metrics that represent
when people are visiting at the library, which area they are visiting and the equipment being used. They look at
circulation and if it's turning over and why, if not. To determine the needs, they will look at surveys, feedback
from staff and community interest. They do cost estimating and consider budget constraints. If things are
rearranged, they will consider how it will affect staff and their jobs.
After touring the library, GC reps determined 3 priorities: (1) improve connection with main library, (2)
reallocation of staff space (board room underutilized—possibly re-purpose), look at seating and desk
replacements, (3) look at children's department and possibly add a play element/reposition children's department
desk.
Grant opportunities are possible and GC reps said they provide client support to explore the grants. They also
noted their firm is part of the Yorkville School referendum.
Q&A for Studio GC
Mr. Forristall: Are cost estimates done in-house? Yes, they have contractor partners in the area and also do
total project budgets. They try to be very detailed in costs.
Ms. Garcia: Can you provide a list of contractors you work with? Yes, GC asks for as many bids as possible.
3
Ms. Augustine: Do you build in contingencies? Yes, they do construction and design contingencies. They
allow the library to select the bid.
Mr. Hedman: How do you balance current trends and keep things flexible for future changes? Furniture-based
solutions are important and not as costly as building renovations. Must plan ahead for how a room will be
used.
Ms. Garcia: Do you have an example how you implemented change where there are both budget and space
constraints? Morris Library was used as an example—they did not replace furniture or carpet, but
rearranged furniture and some departments.
Engberg Anderson
Mr. Huberty said needs are defined by info from the community and staff. It is important to look forward and
think of the next generation. They emphasized a few key points. They try to serve the community and
acknowledge that people come to the library to learn by engaging, such as with programs. Libraries don't
necessarily need more space, but just need to use it differently and funding may be needed. Two important
concepts are flexibility for current/future use and people should feel comfortable coming into the building. He
said there is ample space here, but some corners are dark. Some parts are underutilized as patrons move away
from magazines and phonographic records.
The next steps are defined by need, not by want and the library has responsibilities to the community and what it
costs. Staff must have the space to develop programs. Goals and a series of options should be developed from
the Strategic Plan and considered in terms of funding. Furniture will be big part of the plan and can be 1/3 to
2/3 of the project cost. He said they would provide detailed costs.
Mr. Kelly said they would look at rearranging sight lines, etc. and determine the library's goals. The type of
finishes will also be determined with durability and flexibility in mind. Furniture is the best resource in terms of
flexibility and partitions are also an option. One staff person should be able to rearrange a room to transform it
for the next use. He noted that everything is on castors and the chairs only weigh 7 pounds.
Q&A for Engberg Anderson:
Ms. Garcia: If there is construction, do you provide a list of your contractors? We would work with you to
understand various delivery methods. They work with a general contractor or construction manager, not
someone in the trades.
Can you share an example of innovative design for a library with budget and space constraint? Gave an
example where the solution was to move bathrooms.
Ms. Pesola: If we were to look for grants, do you have assistance with that? Yes, they have been involved with
many grants and will help.
Ms. Pesola: Do you consult with our department/teams/staff? Yes, that is a huge priority.
Mr. Hedman: How do you balance designing a library with the trends today and accounting for trends that might
change in the future? We didn't anticipate as many people working from home etc. Balance with flexibility.
The constant is that libraries are for people. They pay attention to lighting, acoustics for best environment
and possibly rearrange furniture.

Friends of the Library Report:
Ms. Bell reported the following. The Friends had a meeting this morning and the Treasurer reported the
revenues and expenses. There is an issue with the IRS which believes the Friends have 2 EIN's (Employer
Identification Number). Judy Somerlot has worked to resolve this since the issue has emerged before and the
Friends sent a certified letter to the IRS. When the Friends were established 15 years ago, an EIN was received,
however, it was not known by others and a second one was applied for later. The Friends will participate in the
July 4th parade and distribute glowing wristbands. There will be a dine with Panera fund raiser on July 13 and
participants must present a flier to validate the donation. The Friends will receive 30% of the profits. FOL
received an email from Eagle Scout candidate Sean Humpage that the food pantry is finished and he will work
with library staff for an installation time. The 2-way radios discussed last month were donated to Fox Valley
Park District. FOL members voted to purchase 5 commercial grade tables to replace broken ones so there are
enough for used book sales. The first donation (gift card) for the basket raffle next year has been received.

July Director’s Report 2026
Programs:
For a complete listing of all monthly programs, please visit the next few pages of the packet
for a detailed description of Adult & Children’s programs.
Megan held a Panini World Cup Sticker Trading Pop-up at the library. All ages were welcome
and attended. Participants could bring their FIFA World Cup trading stickers to trade with
other collectors.
Library Operations:
Trico was onsite to charge our IT room HVAC unit with refrigerant. They will be inspecting if
there is a leak somewhere in the lines.
The water fountain in the meeting room (original to the building) is leaking and the
plumbing is not repairable. We have received a quote for replacing the unit with like
equipment by the 1st floor public restrooms. With our upcoming space study, we have
decided not to replace at this time.
Alarm Detection Systems (ADS) was here to complete their service of a defective sensor in
the Tech. Services area of the library.
24
Staff:
We posted a job opening for a part time library clerk on our website, the city’s website, our
social media sites, and on RAILS website. Within 9 days we had received 41 applications.
Our website employment page had 1,000 hits and our social media sites had 18.2K views.
All applicants were reviewed and narrowed down to 15 to move forward in the process. I
had a phone interview with the 15 candidates and narrowed that list down to 5 to bring in to
interview with our full management staff.
Other:
YPL will be attending the Riverfront Farmers Market monthly for the summer. Stop by and
see us!
I have received a memo from our attorneys that their hourly rate for legal services will
increase effective July 1, 2026 from $225 per hour to $245 per hour.

The IPLAR (Illinois Public Library Annual Report) has been signed by our President and
Secretary and submitted to the Illinois State Library. They have confirmed that our report
has been approved. The data we submitted is being compiled with other libraries across
the state to share with the Director of the State Library, the Secretary of State/State
Librarian, and the Institute of Museum and Library Services (IMLS). The Library Program
Specialist responded “Congratulations on the noticeable increase in your programming
numbers, as indicated in Section 15! I have no doubt that your library staff are working hard
to serve your patrons.”
Our IPLAR & Annual report has been sent to the Mayor and City Council. The mayor will
present those reports at the July 14 City Council meeting.
We have recently received a large donation in memory of one of our Men’s Book Club
members and frequent patron of the library. I have been in discussion with his family and
we have purchased a fixture for our courtyard that will have a plaque placed in his memory
along with several books to be added to our collection in his memory.
The Yorkville Police Department has reached out to reserve our meeting room for another
Battle of the Badge Blood Drive on Feb. 3, 2027.
We have renewed our annual membership subscription to HR Source for this year. We no
longer qualify for the RAILS discounted rate. This discount is for libraries under $1M OE.
I am looking into a different solution for a people counter. One that will capture an accurate
count and show data by hour to help with staffing schedule.

Subject: YPL Annual Reports
On behalf of the Yorkville Public Library, I am pleased to present the FY26 Illinois Public Library Annual
Report (IPLAR) and the FY26 Annual Report for the Yorkville Public Library to you. These reports
highlight the library’s continued commitment to delivering high-quality services, responsible
stewardship of public funds, and meaningful contributions to the community.
Service to the Community
The library continues to be one of the most actively utilized community resources, offering access to
materials, technology, and services for residents of all ages. Strong usage throughout the year
underscores the library’s role as a key hub for education, connection, and lifelong learning.
Programs and Outreach
A wide range of programs were offered to meet diverse community interests and needs, including early
literacy initiatives, youth engagement opportunities, and adult learning programs. Partnerships with
local organizations, schools, and businesses have further expanded the library’s reach and impact.
Fiscal Responsibility
The library remains committed to careful financial management. Through strategic budgeting and
ongoing evaluation of expenditures, the library continues to provide high-value services while
maintaining fiscal stability and accountability to taxpayers.
Looking Ahead
The library will continue to evaluate service demands, enhance programming and collections, and assess
long-term facility and staffing needs. The focus remains on sustaining high-quality services while
adapting to the evolving needs of a growing community.
Thank you for your continued support of the library. The partnership with the City is valued and remains
critical to serving residents effectively and responsibly.

Safeguarding of Library Funds
This section requests information to verify that libraries meet the statutory required minimum level of insurance for library funds [75 ILCS 5/4-9 and 75
ILCS 16/30-45(e)]. According to these statutes, “the library shall provide the Illinois State Library a copy of the library’s certificate of insurance at the time
the library’s annual report is filed.”
For municipalities of less than 500,000 population, 75 ILCS 5/4-9 requires that the bond be "...not less than 10% of the total funds received by the library in
the last fiscal year...," or the insurance policy or other insurance instrument's coverage "...shall be in an amount at least equal to 50% of the average
amount of the library's operating fund from the prior 3 fiscal years."
For public library districts, 75 ILCS 16/30-45(e) requires that the bond be "...based upon a minimum of 10% of the total funds received by the district in the

PERSONNEL (13.1 - 13.46)
Include all positions funded in the library's budget whether those positions are filled or not. Report position figures as of the last day of the fiscal year.
Include only paid employees. Do NOT include volunteers.
Report personnel in the appropriate categories based on the type of library work being performed rather than on an employee's educational qualifications.
The FTE (full-time equivalent/employee) calculator utilizes the IMLS/PLSC national standard for a full-time work week as 40 hours per week. Illinois
libraries should report each staff member's hours per week based on the number of hours worked. If your library considers 35-39+ hours per week as a full-
time work week, then report using those figures. DO NOT inflate the hours your library considers as a full-time work week in order to force the resulting
50
calculation to equal 1 FTE. For national comparison purposes, your library must report the total hours per week based on your local standard. For example,
for an Illinois library that considers 37.5 hours per week as a full-time work week, the FTE calculation reported nationally will be .9375 or .94 rather than
1.00.

SYNCHRONOUS PROGRAMS
A synchronous program is any planned event which introduces the group attending to any of the broad range of library services or activities or which
directly provides information to participants.
Programs may cover use of the library, library services, or library tours. Programs may also provide cultural, recreational, or educational information, often
designed to meet a specific social need. Examples of these types of programs include film showings, lectures, story hours, literacy, English as a second
language, citizenship classes, and book discussions.
Count all programs, whether held on- or off-site that are sponsored or co-sponsored by the library. Exclude programs sponsored by other groups that use
library facilities.
Note: For more information, please refer to the Counting Opinions login screen for links to helpful worksheets and guides.
SELF-DIRECTED ACTIVITIES
A self-directed (asynchronous or passive) activity is any planned event for which the patron can participate on their own (instead of at a designated time
with a group). Registration is not required. A staff member may monitor the activity but may or may not directly interact with the participants. Examples of
these types of events include drop-in craft sessions, take and make kits, library scavenger hunts (when not done as part of a group), etc. For guidance on

PATRON SERVICES (19.1-19.2)
This section gathers information on services the library provides to its patrons. Please fill in the information requested.
Reference Transactions
Reference Transactions are information consultations in which library staff recommend, interpret, evaluate, and/or use information resources to help others
to meet information needs.
NOTES:
(1) A reference transaction includes information and referral service, scheduled and unscheduled individual instruction and assistance in using information
sources (including websites and computer-assisted instruction).
(2) Count Readers Advisory questions as reference transactions.
(3) Information sources include (a) printed and nonprinted material; (b) machine-readable databases (including computer-assisted instruction); (c) the
library’s own catalogs and other holdings records; (d) other libraries and institutions through communication or referral; and (e) persons both inside and
outside the library.
(4) When a staff member uses information gained from previous use of information sources to answer a question, the transaction is reported as a reference
transaction even if the source is not consulted again.
(5) If a contact includes both reference and directional services, it should be reported as one reference transaction.
(6) Duration should not be an element in determining whether a transaction is a reference transaction.
(7) Do not include transactions that include only a directional service, such as instruction for locating staff, library users, or physical features within the
library. Examples of directional transactions include, “Where is Susan Smith? Can you help me make a photocopy?”
If an annual count of reference transactions is unavailable, count reference transactions during a typical week or weeks, and multiply the count to represent
an annual estimate
A “typical week” is a time that is neither unusually busy nor unusually slow. Avoid holiday times, vacation periods for key staff, or days when unusual
events are taking place in the community or in the library. Choose a week in which the library is open its regular hours.

different from programs, which are put on for a group, and reference transactions, which are limited to information consultations (see definition above).

“I wanted to take a moment to thank
and praise the two women who ran the
children’s special programming during
spring break. Ms. Jennette and Ms.
Dodie brought humor, creativity,
kindness and fun to all the events. My
grandchildren attended almost all of
them. They are 9, 6, and 3 and yet they
were able to all participate fully and
were never bored. I was so impressed
by the time, attention and detail they
put into the programs. My grandkids
felt like real spies in training! Ms.
Jennette is a special person and lights
up the children’s section with her heart
and child-like wonder.
Thank you all for the high
standards you have set
for Yorkville!”

a letter from
our director
On behalf of the staff and Board of Trustees, I am proud to share this year’s annual
report and reflect on the continued growth and impact of the Yorkville Public Library.
Our library exists because of—and for—this community. Each day, we are reminded of
the important role libraries play in supporting learning, fostering connection, and
providing access to information and resources for all. Public libraries serve as welcoming
spaces that promote lifelong learning, resource sharing, and community engagement,
values that remain at the heart of everything we do.
Over the past year, we have remained committed to meeting the evolving needs of our
residents. Whether through programs for children and families, technology assistance,
access to digital and physical collections, or partnerships with local organizations, our
focus has been to ensure that every member of our community feels supported, valued,
and welcome.
We have also continued to look ahead. Through ongoing outreach, feedback, and
planning, we are working to strengthen our services and spaces so that they reflect the
needs of a growing and diverse community. Community engagement is essential to
ensuring that libraries remain relevant, responsive, and trusted resources for all.
This past year would not have been possible without the dedication of our hardworking
staff, the support of our Board of Trustees, and the generosity of community partners,
volunteers, and our Friends of the Library members. Most importantly, we thank our
patrons for their continued support and for making the library such an important part of
their lives.
As we look to the future, we remain committed to providing equitable access to
knowledge, creating meaningful opportunities for connection, and building a library that
continues to enrich our entire community.
Thank you all for being part of our story.
With gratitude,
Shelley Augustine
