Ordinance No. 2011-
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS
REGARDING PROCUREMENT OF MATERIALS AND SERVICES

WHEREAS, the United City of Yorkville (the "City ") is a duly organized and validly existing
non - home -rule municipality created in accordance with Article VII, Section 7 of the Constitution of the
State of Illinois of 1970; and,
WHEREAS, the Mayor and City Council have determined that it is in the best interest of the
City to amend Title 1, Chapter 7, Section 3 of the Code of Ordinances regarding procurement of
materials and services.
NOW THEREFORE, BE IT ORDAINED by the Mayor and City Council of the United City of
Yorkville, Kendall County, Illinois, as follows:
Section 1. Title 1, Chapter 7, Section 3, Subsection (C)(1)(b)of the United City of Yorkville
Code of Ordinances is hereby deleted in its entirety and replaced with the following:
b. Solicitation for quotes shall be in writing to all businesses located within the city
boundaries providing such labor, services or work or manufacturing, selling or
distributing the materials or supplies which have registered with the city as hereinafter
provided.
Section 2. Title 1, Chapter 7, Section 3, Subsection (C)(1)(c)of the United City of Yorkville
Code of Ordinances is hereby deleted in its entirety and replaced with the following:
c. Signature of department head or their designee, written bids and council approval of
the expenditure shall be required.
Section 3. Title 1, Chapter 7, Section 3, Subsection (E)(1) of the United City of Yorkville Code
of Ordinances is hereby deleted in its entirety and replaced with the following:
1. Every contract or purchase involving an expenditure of less than five thousand dollars
($5,000.00) shall require a receipt or invoice for such expenditure from the provider or
seller and shall be signed by the department head or their designee.
Section 4. Title 1, Chapter 7, Section 3, Subsection (E)(2) of the United City of Yorkville Code
of Ordinances is hereby deleted in its entirety.

Section 2. If any Section, subsection, sentence, clause, phrase or portion of this Chapter is for
any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be
deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of
the remaining portions hereof
Section 3. This Ordinance shall be in full force and effect upon its passage, approval, and
publication as provided by law.
