He cited the names of several speakers at that time, who opposed the dispensary. He said no public members supported this proposal in that meeting and 13 members of the public gave testimony against. He said several of those speakers did not want a dispensary anywhere in the city limits, regardless of the distance from a school. He cited the effects of cannabis, increased crime, theft and other potential negative factors. He said the name, “Good Behavior” sends a bad message and children will see the sign as their families drive by. He noted that Molly Krempski said the community will never prosper if it values tax dollars over kids. He suggested this proposed business might require the city to hire additional police officers. He stated that he recognized that the application tonight is worthy of being considered. He asked the committee members to remember the opposition presented for the previous petition and restated that it is not an issue or where to locate a dispensary, but to not allow one at all. Ms. Heather Allen of Bristol Bay thought that many people might not have attended the last meeting regarding the cannabis dispensary proposal. She said there is a dispensary 5 miles from Page 2 of 3 her and there have been no problems. It is legal and if the business operates according to the law, she asked why are we opposing this. It is legal and all other communities around us are benefiting financially from dispensaries and people from Yorkville are using the products. Having a dispensary has shown that crime does not increase. The company is not asking for exceptions to the rules and the city will benefit. Yorkville has always been supportive of businesses and of moving forward. She said the building design is professional, the city needs the tax dollars and those dollars are going to other communities. Minutes for Correction/Approval July 7, 2026 The minutes were approved as presented. New Business 1. EDC 2026-39 Building Permit Report for June 2026 Mr. Ratos said 156 building permits were issued with 2 of those single family detached, 16 single family attached and some commercial. He said 5 or 6 detached units are still awaiting surveys. 2. EDC 2026-40 Building Inspection Report for June 2026 In June, 675 inspections were completed and the majority were done in-house. The out-source was used about 28 times. Most of the inspections were for new construction in Grande Reserve and inspectors are there 4-5 times per day. 3. EDC 2026-41 Property Maintenance Report for June 2026 Two cases were heard in June, said Mr. Ratos and 41 other cases were considered but were closed before Hearings. He said a case on Redwood Drive had a weeds and grass issue, but became compliant before the hearing. He discussed this with the homeowner who will be moving in soon. The other case concerned a building addition with no building permit. An increased fee was paid for the permit and this matter was resolved. 4. EDC 2026-42 Economic Development Report for July 2026 Ms. Gregory referred committee members to the report in the packet. 5. EDC 2026-43 103 Strawberry Lane - Variance Ms. Thian Dim provided the background for this variance request from Mr. Dan Freidel for a reduction of the rear yard setback from 40 feet to 14 feet. This would allow for construction of an addition to his residence. This parcel is zoned R-2 in the Countryside subdivision which was annexed into the city in 1971. His lot is a reverse corner lot and is a unique shape. The property meets all the other bulk regulations in R-2. Because of the reverse corner lot, the buildable area is significantly reduced and the property does not meet the current 40 foot setback. Ms. Dim said the surrounding properties on Strawberry Lane have similar configurations and none meet today's requirements. Staff recommended approval of this request and the committee concurred. She said this would go forward to the Planning and Zoning Commission for a Public Hearing on August 12. 6. EDC 2026-44 Good Behavior – Cannabis Dispensary – Special Use Ms. Sara Mendez presented the background for this Special Use request for a cannabis dispensary within the B-3 business district. It would be located in the Stagecoach Crossing development. The property is vacant now and it would be new construction. The UDO allows only one cannabis dispensary in the city. No on-site consumption is allowed and there must be a 500 foot minimum separation from any school to the dispensary which the petitioner meets. The petitioners met with 2 nearby businesses involving kids (AID, ABC Therapy) who had no issues with the dispensary. Parking, loading, trash and the site plan were detailed. Ms. Mendez Page 3 of 3 described the floor area, signage, hours of operation and parking. They are allowed one wall sign and can also have their name included on the multi-tenant sign. She also briefly discussed the landscape plan, appearance standards, screening and traffic. Following staff recommendations for meetings with HOA's of Fox Highlands and Windett Ridge, the petitioner said Fox Highlands had no concerns and a presentation will be given to Windett Ridge. Mr. Ryan Ewing provided further information about the day-to-day operations. He said they would be hiring local residents and he described the interior of the building and security measures. He said loitering is not allowed and there is an ID process when you enter the building. He said they will allow camera access to the police when asked and that the State Police have access as well. Alderman Marek asked if there is a distinction between medical and recreational use and if they sell both. Mr. Ewing said their business would do both and he added they carry a federal pharmacy credential and are regulated by the federal government. They are selling a medical product, products are sealed and consumption is not allowed on the premises. Aldermen asked about any safety issues with nearby dispensaries and it was noted there was no real increase in crime where these are located. Mr. Ewing said that nationally there were no problems and he elaborated further on the security efforts outside and after hours and said they exceed the safety requirements. Compliance training is held annually and security tests are performed every 30 days. He discussed how stock is replenished, that ID must be established before product is accepted and there are two bolts on the vault doors. The committee briefly discussed revenue to be generated and it was noted that up to 3% excise tax can be added. Alderman Marek expressed concern for the name of the business—Good Behavior. Alderman Koch asked company representatives to meet with each Alderman to discuss the proposal, which the petitioner has done. Alderman Corneils said he had received a tour of a building which he found to be clean, no odor, and low impact. This will move to Planning and Zoning on September 9 and City Council on October 13. 7. EDC 2026-45 Solar Farm Decommissioning Bond – Text Amendment Ms. Noble said that when a permit was issued to one of the two solar farms in operation, it was found there is no bonding company that will hold a bond for 40 years which is the term of the lease. As a result, staff had to detail what form of surety they would accept which are letters of credit, performance bond or surety bond and that bonds must be in place for the duration of the project. If there is no bond, the city can start the decommissioning process and the bond would be called or the letter of credit would be cashed. The committee was OK with this. Old Business: None Additional Business: None There was no further business and the meeting adjourned at 6:55pm. Sara Mendez Community Development Name Department 1 SUMMARY: The petitioner, Miranda Munns, has filed an application with the United City of Yorkville, Kendall County, Illinois, requesting special use authorization to operate a dog grooming business at 111 W Madison Street, Unit F. The proposed dog grooming business requires a special use within the “B” Street Downtown Overlay District. The subject property is located on an approximately 0.23-acre parcel zoned B-1 Local Business District and generally located north of West Madison Street, east of South Main Street, south of West Van Emmon Street, and west of South Bridge Street (U.S Route 47). PROPERTY BACKGROUND: The subject property located at 111 W Madison Street sits on a 0.23-acre lot consisting of an approximately 6,900 square foot, two (2) story building with immediate access to five (5) on-street public parking spaces. The building was constructed in the 1890s and originally operated as the Kendall County Sheriff’s Residence and Jail until 1992. In 2010, the United City of Yorkville purchased the property from the County Board of Kendall County. In 2019, the city sold the property to KCJ Restorations, LLC and entered into a Redevelopment Agreement. The property was then sold to Birchwood Residential, LLC in 2022, who remains as the current owner. The building now stands as a preserved local historical landmark recognized by Kendall County’s Historic Preservation Commission. The building was converted into a mix-use building with four (4) residential and three (3) commercial units. Memorandum To: Economic Development Committee From: Sara Mendez, Senior Planner To: Krysti Barksdale-Noble, Community Development Director Bart Olson, City Administrator Date: August 6, 2026 Subject: PZC 2026-09 K-9 to Life Dog Grooming (Special Use) Proposed Dog Grooming Business 2 ZONING AND LAND USE: The property is zoned B-1 Local Business District. Given the property is also located in the City’s Downtown Overlay District, the property is also designated within the “B” Street District, per Figure 3.10 of the City’s Unified Development Ordinance, as displayed in the graphic below. The following table displays the current immediate surrounding properties’ zoning and land uses: Zoning Land Use North B-1 Local Business District City-Owned Public Parking Lot South PI Public Institutional District OS Open Space Kendall County Building – Main Street Campus Kendall County Building – Main Street Campus - Parking Lot East B-1 Local Business District Vacant West R-2 Single-Family Traditional Residence District New Hope Apostolic Church 3 REQUEST: The petitioner, Miranda Munns, is requesting special use authorization to operate a dog grooming business in the “B” Street District within the City’s Downtown Overlay District. The proposed dog grooming business will occupy Unit F of 111 W Madison Street, situated near the rear of the property. The space will comprise approximately 1,000 square feet and will include a secure waiting area for dogs, as well as a separate cutting and bathing station. The petitioner, who has twelve (12) plus years of dog grooming experience, will provide dog grooming and custom show dog services. The business will operate five (5) days a week, typically serve four (4) to six (6) dogs daily and operate from 8am-4pm. Initially, the business will have one (1) employee, consisting of the petitioner. ANALYSIS: The proposed dog grooming business is classified as a “Neighborhood Service” land use, which is permitted as a special use within the “B” Street District in the Downtown Overlay District, per Tabl e 10- 3-13(C)(1) Permitted Use Table in the City’s Unified Development Ordinance shown below. Section 10- 3-13.C.3.c.4 of the Unified Development Ordinance defines “Neighborhood Services” as a use occupying less than eight thousand (8,000) square feet and identifies “pet grooming” as a neighborhood use, as shown in Table 10-3-13(C)(3)(C)(4-5) below. 4 The “B” Street District is intended for lower scale commercial designed to serve adjacent neighborhoods and the greater community. The proposed dog grooming business is consistent with the intent of the “B” Street District as the business will provide a low-impact commercial service that is compatible with surrounding uses, generates limited traffic, and serves both adjacent neighborhoods and the broader Yorkville community. Structure The petitioner is not proposing any changes to the existing structure, or the parking area located in the front of the building. The property will continue to function as a mixed-use building consisting of residential and commercial units. The proposed dog grooming business will not alter the appearance of the building or how the structure interacts with neighboring properties. Parking The proposed dog grooming business will have adequate parking to accommodate its operation. In addition to the five (5) on-street public parking spaces located in the front the building, a city-owned public parking lot with seventeen (17) spaces, including one (1) ADA accessible space, is located directly behind the property to the north. Given the petitioner anticipates to service four (4) to six (6) dogs per day over an eight (8) hour time span, the available on-site parking and the adjacent public parking lot will provide adequate parking for customers. COMPREHENSIVE PLAN: The Future Land Use for this site is classified as Institutional (I). This designation is generally intended for Yorkville municipal facilities, Kendall County government offices, and facilities of other entities, including the Bristol-Kendall Fire Protection District, the Yorkville-Bristol Sanitary District, Yorkville Community Unit School District 115, and other government facilities. Religious buildings and other non- private land uses are also categorized as Institutional. Additionally, the Institutional land use classification allows public or quasi-public entities to plan for the future location and expansion of such facilities. It 5 should be noted the sale of the property from the City to KCJ Restorations, LLC occurred after the Comprehensive Plan was adopted. Although the Institutional (I) land use designation does not specifically identify private dog grooming businesses in its intended use, the proposed business will not alter the existing character of the area, The business will occupy an existing mixed-use building and will operate a low impact neighborhood service that is permitted as a special use within the “B” Street District of the Downtown Overlay District. Given the petitioner is not proposing any alterations to the existing site, staff finds that the requested special use is compatible with existing development pattern and the surrounding downtown area. STAFF COMMENTS: Staff is seeking input and comments from the Economic Development Committee. The proposed special use is tentatively scheduled for a public hearing on September 9, 2026 before the Planning and Zoning (PZC) Commission. ATTACHMENTS: 1. Bart Olson Administration Name Department Summary Consideration of a proposal for supplemental soil sampling at the Hydraulic District property in the downtown. Background This item was last discussed by the City Council in July 2025, when the City Council approved a proposal with Terracon Consultants for soil investigation, monitoring wells, and soil gas point installation and sampling related to the City’s efforts to clean up a long-existing brownfield on the Hydraulic District property. That work was completed, and the results have been analyzed by Terracon, and Terracon is recommending further samples on the property that will be necessary before the City can move to getting a remediation plan approved by the IEPA and ultimately, remediation of the property. Terracon’s findings from the sampling are generally in line with historical testing and observations on site, but the boundaries of the brownfield may have changed over time and the City’s likely remediation plans (a combination of barriers of clean soil, excavation of impacted soil, etc) will require more testing to properly locate those areas that need to be excavated. Thus, Terracon has proposed two testing options within the agreement: 1) Option 1 for $70,930 which includes less testing locations and is cheaper but will be less likely to allow the City to reduce future remediation costs OR 2) Option 2 for $86,220 which includes more testing locations is more expensive than Option 1, but is more likely to allow the City to reduce future remediation costs Recommendation City staff have reviewed both options, and we recommend Option 2 which includes 29 testing locations vs. Option 1 which includes 17 testing locations. Including more testing locations now (via Option 2) will give the City a greater chance of reducing costs during the remediation phase, as we will be able to better define the locations of the brownfield and only remediate the impacted areas. Similar to the July 2025 memo, the remaining process going forward is: Memorandum To: City Council From: Bart Olson, City Administrator CC: Date: August 27, 2026 Subject: Hydraulic District brownfield – supplemental sampling proposal 1) Soil boring and sampling, drilling and surveying of groundwater monitoring wells, slug testing and drilling of soil gas sampling points around the site (2-3 weeks) 2) Laboratory analysis of samples from #1 (1 week) 3) Engineering analysis of the laboratory samples, and if necessary, creation of site specific remediation objectives (6-8 weeks) 4) Submittal of report to IEPA (1 week) 5) IEPA review of our submittal (12-13 weeks) 192 Exchange Blvd. Glendale Heights, IL 60139 P (630) 717-4263 F (630) 357-9489 Terracon.com June 16, 2026 United City of Yorkville 651 Prairie Pointe Drive Yorkville, Illinois 60560 Attn: Mr. Bart Olson P: (630) 553-8537 E:bolson@yorkville.il.us Re: Proposal for Environmental Services Site Remediation Program Activities – Supplemental Sampling and Evaluation Former Grainco FS and City Parking Lot IL Route 47 and East Van Emmon Street Yorkville, Kendall County, Illinois Terracon Proposal No.: 1000008694 Dear Mr. Olson: Terracon Consultants, Inc. (Terracon) is pleased to submit this proposal to the United City of Yorkville (City, Client) to provide supplemental environmental services at the above-referenced site (the site) to facilitate obtaining a Comprehensive No Further Remediation (NFR) letter from the Illinois Environmental Protection Agency (IEPA) Site Remediation Program (SRP). The following sections provide background on the site and Terracon’s scope of services, compensation, and schedule. If we have misunderstood an aspect of the work, please let us know as soon as possible so we can evaluate our scope and make necessary adjustments. BACKGROUND The site is located west of Illinois Route 47 between East Hydraulic Avenue and East Van Emmon Street in Yorkville, Kendall County, Illinois. The site that is proposed for redevelopment is comprised of a parking lot owned by the City and a former service station and farm supply depot formerly owned by Grainco FS and now owned by the City. Historical usage of the Grainco FS portion of the site included a lumberyard, feed mill, equipment repair services, fertilizer supply, animal feed supply, and distribution of kerosene, oil, gasoline, and diesel fuel to local farmers through approximately 2004. The City parking lot was undeveloped land through approximately 2000, when it was first developed as a paved parking area. The site was originally enrolled in the SRP in November 2005. Civil & Environmental Consultants, Inc. (CEC) conducted various prior studies/investigations at the site, as documented in a Phase I Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 2 Environmental Site Assessment (June 2005), an Initial Phase II Site Investigation report (October 2005), and a Comprehensive Site Investigation Report (CSIR) that CEC submitted to the IEPA in October 2007. At the time of the CEC investigations, a parcel occupied by the Kendall County Farm Bureau, located between the southern portion of the City Parking Lot and the former Grainco FS property, was also included as part of the site under the SRP. The IEPA approved the CSIR in a letter dated February 27, 2008. No additional activities or reporting occurred until October 2012, when Terracon reached out to IEPA to re-open the project and submitted a Site Investigation Update Work Plan, which was approved by IEPA in a letter dated December 19, 2012. In April 2013, Terracon completed the scope proposed in the Site Investigation Update Work Plan, including a test pit excavation to investigate a suspect fill pipe for the potential presence of a UST, advancing five soil borings to update site soil conditions, and sampling of groundwater from the existing monitoring wells. Based on a review of the IEPA’s Document Explorer, the results from the 2013 site investigation activities were never submitted to the IEPA, and no further correspondence occurred besides notices to terminate SRP and intent to remain in the SRP letters. In 2025, the City retained Terracon to move the site forward towards the goal of achieving a Comprehensive NFR letter through the SRP. The City intends to re-develop the site as a mixed-use recreational/commercial area with a bandshell, plaza space, event lawn, seating area, and associated parking lots. Terracon prepared and submitted to IEPA a Comprehensive Site Investigation Work Plan (CSIWP), which was conditionally approved by the IEPA on April 22, 2025. IEPA’s approval letter stated that data generated for the site in prior years could be used as a guide for the investigation but could not be used as complementary to the current investigation. Terracon subsequently provided a proposal to the City to conduct investigation activities at the site and prepare a combined Comprehensive Site Investigation Report (CSIR), Remediation Objectives Report (ROR), and Remedial Action Plan (RAP), which was authorized by the City on August 19, 2025 (Terracon’s SRP proposal). Terracon began investigation activities in September 2025. By that time, the owners of the Kendall County Farm Bureau parcel had withdrawn the parcel from being included as part of the SRP site; therefore, sampling was not conducted on that parcel. The investigation identified impacts to soil, groundwater, and soil gas. Based on the identified impacts relative to the proposed site redevelopment plan and IEPA’s expected remediation requirements, Terracon proposes supplementary sampling and modeling activities to further evaluate the exceedances discussed below. A full delineation of impacts is necessary prior to developing the remediation objectives (ROs) for the ROR and to evaluate the most efficient/effective remediation strategies for the RAP. 1. Arsenic, lead, and/or manganese were identified in soil samples at various locations across the site, at concentrations exceeding their respective Tier 1 ROs for the residential soil ingestion exposure route. Engineered barriers are typically used to mitigate this exposure route over a large area. Engineered barriers can include asphalt- or concrete-paved surfaces. For future landscaped areas, the landscape barriers for the soil ingestion exposure route typically include the removal and proper disposal of the upper 3-foot thick layer of soil from greenspace areas and replacement with a 3-foot thick layer of certified clean soil. The 3-foot deep clean soil Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 3 engineered barriers will be approximately 5 feet in diameter around trees and 3 in diameter around bushes and shrubs. As an alternative for lawn areas, and with additional IEPA approval, the upper 18 inches of soil from these areas could be removed and properly disposed, and replaced with a 60-mil geotechnical membrane and 18 inches of clean soil. 2. Soil samples from boring B-103, located in the vicinity of the former USTs/filling station at the site (and approximately 20 feet east of boring B-108), contained benzene and chloroform concentrations exceeding their respective Tier 1 ROs for the residential outdoor inhalation exposure route. Remediation options for this exposure route generally include excavation and removal of the soils or the construction of an engineered barrier. In greenspaces, IEPA requires the engineered barrier for this exposure route to consist of a 10-foot-thick layer of clean soil overlying the contaminated soils. Based on the presence of bedrock at depths within 10 feet of surface at the site, soils in the future greenspaces in this area will generally need to be removed to bedrock. With the current data, it is unclear whether/how far soils with these exceedances extend into the proposed greenspaces to the north and east. Additional sampling is proposed to evaluate the extent of soil in these areas in an attempt to limit the volume of soil that will need to be removed/landfilled and replaced with certified clean soil in these areas. 3. Soil samples from boring B-108, located in the vicinity of the former underground storage tanks (USTs)/filling station at the site, contained total petroleum hydrocarbon (TPH) impacts exceeding the site-specific soil attenuation capacity. The IEPA generally requires excavation/removal of soils exceeding the site-specific soil attenuation capacity. Supplementary sampling is proposed to assist with delineating the area of soil that must be removed from the site and landfilled, as well as characterizing the soil for disposal acceptance purposes. Boring B-108 is located approximately 18 feet to the west of B-103, so that the sampling around borings B-108 and B-103 can be combined to some extent. 4. The concentrations of volatile organic compounds (i.e., benzene, ethylbenzene, chloroform, and/or naphthalene) and lead in soil samples across areas of the site exceeded the Tier 1, Class I ROs for the soil component of the groundwater ingestion exposure route. Preliminary Tier 2 modeling indicates that the impacts may be expected to migrate off site to the north, reaching the Fox River. We anticipate that IEPA will require additional modeling of the potential impacts to the Fox River to verify if impacts discharge into the surface water body above the surface water quality criteria. 5. The analytical results identified various metals in groundwater samples from MW-1 (lead, aluminum, iron, and manganese), MW-9 (aluminum), MW-10 (iron and manganese), and MW-11 (lead, iron, manganese, and several other metals including arsenic) at concentrations exceeding the Tier 1, Class I groundwater ROs. Because MW-11 was a temporary monitoring well that has been abandoned, a new, permanent 2-inch diameter monitoring well, MW-12, is proposed for the area of the prior temporary monitoring well MW-11; groundwater from MW-12 will be sampled to evaluate metals to be addressed as contaminants of concern for the site. Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 4 Groundwater from MW-1 and MW-10 will also be sampled to further evaluate the concentrations of contaminants previously identified in groundwater samples from these wells. 6. A new permanent monitoring well, MW-13, is proposed along the northwest boundary of the site, approximately midway between existing monitoring wells MW-8 and MW-9. A groundwater sample from this well will provide additional data on the downgradient site boundary. 7. Tier 1 soil gas ROs were exceeded in two of the three soil gas samples collected at the site. The exceedances were in soil gas samples collected from two soil gas points located near the boundary between the former fueling area on the Grainco FS parcel and the west adjacent Kendall County Farm Bureau parcel. When Tier 1 soil gas exceedances are present along a property boundary, IEPA typically requires soil gas impacts to off-site properties to be evaluated. As a result, two soil gas sampling points are proposed on the Kendall County Farm Bureau parcel; it will be necessary to obtain an access agreement from the owners of the Kendall County Farm Bureau parcel to allow soil gas sampling on that property. An outline of the proposed scope of services, budget, and schedule are provided below. SCOPE OF SERVICES Utility Clearance No later than 48 hours prior to intrusive activities, Terracon’s drilling subcontractor will contact the local one-call public utility locating service (i.e., JULIE) to arrange for public underground utility locates at the site. Please note that the public utility locator only locates public utilities. Terracon is not responsible for damages related to improperly marked utilities or to private utilities for which information is not provided. Client is responsible for providing location information on any known private utilities on site. Terracon will mark the proposed boring locations at the site and conduct a private utility locate to clear the proposed locations. Health & Safety Plan Terracon is committed to the safety of all its employees. As such, and in accordance with our Incident and Injury Free® safety goals, Terracon will utilize/update the existing site safety plan for our personnel during field services. Prior to commencement of on-site activities, Terracon will hold a brief health and safety meeting to review health and safety needs for this specific project. At this time, we anticipate performing fieldwork in a United States Environmental Protection Agency (USEPA) Level D work uniform consisting of hard hats, safety glasses, protective gloves, and steel-toed boots. It may become necessary to upgrade this level of protection, at additional cost, during sampling activities in the event that we encounter petroleum or chemical constituents in soils or groundwater that present an increased risk for personal exposure. Site Access and Special Safety Considerations Client shall secure all necessary site related approvals, permits, licenses, and consents necessary to commence and complete the Services and will execute any necessary site access Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 5 agreement. Consultant will be responsible for supervision and site safety measures for its own employees but shall not be responsible for the supervision or health and safety precautions for any third parties, including Client’s contractors, subcontractors, or other parties present at the site. In addition, Consultant retains the right to stop work without penalty at any time Consultant believes it is in the best interests of Consultant’s employees or subcontractors to do so. Client agrees it will respond quickly to all requests for information made by Consultant related to Consultant’s pre-task planning and risk assessment processes. Supplemental Sampling and Site Evaluation Following conversations with the Client, two scope of work options were developed in an effort to advance the goal of obtaining a NFR considering the proposed site redevelopment. Option 1 – Address the areas of concern with fewer, focused samples in the future greenspace areas. In general, with this option, the assumption would need to be made in the Remedial Action Plan that the future greenspace areas would either need to be excavated down to 3 feet below ground surface and replaced with certified clean fill, or an alternative barrier, such as the removal and proper disposal of the upper 18 inches of soil from all greenspace areas and replacement with a 60-mil geotechnical membrane and 18 inches of clean soil would be used, if proposed to and approved by the IEPA. Please note that some limited sampling in future greenspace areas is included in this option and could provide an indication as to whether further sampling in these areas may be beneficial in determining whether some areas meet the residential ingestion remediation objectives and therefore would not require landscaped engineered barriers. Option 2 - Provides for an additional 12 borings to provide a more thorough evaluation of the future greenspace areas in an effort to potentially reduce the need for landscaped engineered barriers. In addition, this option includes sampling farther out from the B-103 and B-108 areas in the event samples from the borings in close proximity to these areas are found to exceed the ROs/criteria and require excavation down to bedrock. This scope includes advancing 12 more borings than Option 1. Soil Sampling Option 1 includes advancing seventeen (17) borings at the site in the approximate locations shown on the attached Figures 1A and 1B.Option 2 includes advancing twenty-nine (29) borings at the approximate locations shown on the attached Figures 2A and 2B. In general, the borings will be advanced to approximately 10 feet below ground surface or boring refusal, whichever is encountered first, utilizing a direct-push Geoprobe®rig. The boring depths may vary based on obstructions and field- interpreted depth of groundwater. Two of the borings will be extended to greater depth and into the underlying bedrock using a drill rig with a hollow stem auger, in order to allow groundwater monitoring wells to be installed, as discussed further below. Soil samples will be collected continuously from all borings and will be field-screened with a PID. Soil vapors in each soil boring will be measured using a lower explosive limit (LEL) meter upon drilling. Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 6 Two discrete soil samples will be collected from each boring and preserved in the field for laboratory analysis. In addition, one composite sample will be collected for waste characterization to support a waste disposal profile and to provide additional parameters required by the investigation. The soil samples collected for laboratory analysis will be placed into laboratory-supplied glassware on ice in a cooler for analysis. The samples will be transferred to Terracon’s subcontract laboratory under chain- of-custody procedures. Analytical laboratory procedures will be performed by a National Environmental Laboratory Accreditation Program (NELAP)-accredited laboratory. The attached Table 1 (for Option 1) and Table 2 (for Option 2) summarize the sample depths and analytical parameters for the soil samples from each boring. In addition, if total metals concentrations are significantly elevated, the proposal fees include up to 12 samples analyzed for Toxicity Characteristic Leaching Procedure (TCLP) or Synthetic Characteristic Leaching Procedure (SPLP) on standard analytical turnaround are included. Sampling equipment will be cleaned before beginning the investigation and between each sampling point using a non-phosphate soap wash followed by a potable water rinse. Following completion of the sampling, the soil borings will be backfilled with cuttings (reverse order of the collection) and bentonite (as needed). The ground surface at each boring location will be finished with similar materials (i.e. soil, concrete, asphalt) to match the surrounding ground surface. Groundwater Investigation Two borings will be completed as permanent, 2-inch diameter groundwater monitoring wells, designated MW-12 and MW-13, respectively, in the approximate locations depicted on the attached Figures 1A, 1B, 2A, and 2B. The wells are anticipated to be up to 20 feet deep, drilled into bedrock, with 15-foot screens. After installation of monitoring wells MW-12 and MW-13, Terracon will develop the wells by purging a minimum of up to ten well volumes from MW-12 and MW-13 (or purging until dry). Terracon will collect groundwater samples from monitoring wells MW-1, MW-9, MW-10, MW-12, and MW-13 using low-flow groundwater sampling techniques. Samples will be placed into laboratory- supplied glassware, placed on ice in a cooler, and submitted for analysis by USEPA methods. The proposed analytical parameters are indicated on Tables 1 and 2 (for Options 1 and 2, respectively). An unfiltered groundwater sample will be collected for analysis of metals from each of the monitoring wells. The soil cuttings from the installation of the 2-inch diameter monitoring wells and purge water from the monitoring wells will be containerized in 55-gallon drums. The disposal cost for a total of six 55-gallon drums of soil and/or groundwater, assuming non-hazardous waste characterization, are included in this proposal. The relative elevation of the new monitoring wells will be measured in the field, using standard surveying equipment to the nearest 1/100th of a foot and depths to groundwater will be measured in each well in order to evaluate the groundwater flow direction. Slow groundwater recovery may necessitate more than one mobilization to the site to collect groundwater samples; an additional return trip to the site has been budgeted for groundwater purging, sampling, and surveying. In the event that groundwater recovery is not possible from a practical standpoint, options will be discussed with the Client. Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 7 Soil Gas Sampling Two soil gas points (SG-4 and SG-5) will be installed under Terracon supervision using a Geoprobe® direct-push drill rig. As shown on the attached Figures 1A, 1B, 2A, and 2B, the locations of SG-4 and SG-5 are on the Kendall County Farm Bureau property that is not within the remediation site boundary and is not owned by the Client. Terracon will prepare and execute an access agreement with the Kendall County Farm Bureau, with assistance from the City where applicable, to obtain access from the Farm Bureau property owner to allow the installation of the two soil gas points. The soil gas point construction and sampling methodology described in Terracon’s SRP Activities proposal, authorized by the City on August 19, 2025, will be followed. The soil gas samples will be analyzed for VOCs using USEPA Method TO-15 at a NELAP-certified laboratory. Laboratory Analytical Program The samples collected during the comprehensive site investigation will be submitted to the analytical laboratory under standard chain-of-custody procedures for standard turnaround time (TAT) of approximately 5 to 7 business days. The analytical parameters and methods are listed in the attached tables: Table 1 for Option 1 and Table 2 for Option 2. Site-Specific Evaluation Upon receipt of the analytical data, Terracon will compare the overall analytical data for the site to the applicable Tier 1 ROs, further develop Tier 2 site-specific ROs for the site, conduct further modeling of potential migration of contaminants in groundwater (and potentially into surface water if warranted), and develop/refine proposed remediation strategies. Terracon may reach out to IEPA to discuss aspects of the site, such as the need for surface water modeling. Terracon will discuss the proposed remedial actions with the City. If certain parameters continue to exceed site-specific ROs, Terracon may discuss whether it will be more practical to request a Focused NFR letter instead of a Comprehensive NFR letter from the IEPA. In the event that further limited site characterization is requested by the City to assist with remediation planning, Terracon will submit a supplemental proposal to complete the needed work. The findings and the agreed-upon remedial action plan will be documented/updated in the draft combined CSIR, Remediation Objectives Report (ROR), and Remedial Action Plan (RAP) for the site, currently in preparation based on the earlier findings. Subsequent to the City’s review and concurrence of the draft report, the combined report will be submitted to the IEPA along with a DRM-2 form (Request to Review Technical Reports Form), as outlined in Terracon’s SRP proposal. Based on the results from the CSIR/ROR/RAP and future site development plan, potential site cleanup activities and the Remedial Action Completion Report (RACR) effort will be established and included in a future proposal. Please note that a RACR must be completed and submitted to the IEPA demonstrating completion of the RAP before the NFR letter will be issued.Completion of the RACR is not included in this proposal. We estimate the comprehensive site investigation field activities including soil, soil gas, and groundwater sampling/surveying will be completed over a period of up to approximately 4 to 6 weeks, depending on subcontractor availability, weather conditions, and accumulation of groundwater in the monitoring wells. If the site data collected indicates that additional site characterization is required before the evaluation can be completed, a supplemental proposal will be issued to complete the needed work. The goals of the comprehensive site investigation scope of work will be to define the extent of impact vertically and horizontally. Work can be performed during normal business hours (Monday through Friday, 8:00 am to 5:00 pm). Traffic control services are not required. The drilling/sampling locations are readily accessible by Geoprobe® truck- or track- mounted equipment. Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 10 Five (Option 1) or six (Option 2) days of drilling for soil borings, installation of monitoring wells and soil gas points are included. To avoid delays in the project schedule, Client will ensure that proposed boring, monitoring well, and soil gas point locations are accessible and not blocked by vehicles, or covered by snow or other obstructions. Disposal of up to six drums of investigation-derived waste soils and/or purge water (assuming non-hazardous) is included in these costs. The analytical testing will be conducted on a standard TAT basis (5- to 7-business days) from receipt of the samples by the laboratory. Analytical testing can be expedited upon request, for additional fees. The RAP assumes standard use of dig and haul methods, installation of engineered barriers, and use of institutional controls. A separate proposal would be required for submission of Tier 3 ROs, non-standard barrier, active remediation, or building control technology engineering designs, if required. This proposal does not include remediation, remediation observation, or RACR preparation; these activities will be addressed in a supplemental proposal tailored to needs following site investigation activities and IEPA review. This proposal does not include closure of the permanent monitoring wells or the two new soil gas points; a supplemental proposal to properly abandon the monitoring wells and soil gas points will be provided once no additional groundwater or soil gas sampling appears necessary based on analytical results and IEPA’s review. IEPA fees for SRP enrollment, document review, and the NFR assessment/letter are not included in this proposal. The IEPA’s review fees and NFR letter assessment fee are charged directly to the Remediation Applicant (i.e., the Client). If any of these assumptions or conditions are not accurate or changes during the project, the stated fee is subject to change. Please contact us immediately if you are aware of any inaccuracies in these assumptions and conditions, so we may revise the proposal or fee. SCHEDULE We are prepared to commence work on the project immediately upon receipt of written authorization. The field activities will be coordinated with the Client and/or their site representatives. It is anticipated that the installation of the soil borings, monitoring wells, and soil gas points will be completed in five (Option 1) or six (Option 2) working days, depending on weather conditions and access to the Kendall County Farm Bureau property. Groundwater and soil gas sampling, and monitoring well elevation surveying is estimated to take two working days over a time period of approximately two to three weeks, depending on the presence of groundwater. The standard analytical TAT of 5- to 7- business days has been budgeted for this project. Proposal for Environmental Services Former Grainco FS and City Parking Lot Yorkville, Illinois June 16, 2026 Terracon Proposal 1000008694 11 An approximate schedule for the SRP activities included in this proposal is as follows: Action Anticipated Time Frame Supplemental investigation activities Depending on driller availability, the supplemental sampling activities will be started within approximately two weeks of receiving Client authorization.
