PUBLIC WORKS COMMITTEE REPORT
Kennedy Road and Freedom Place
Intersection Improvements
(PW 2026-49)
City Administrator Olson gave the Council a brief background on this item. He shared that staff is
seeking the Council's direction on which option to pursue. He said staff discussed a new option:removing
five trees, not installing the guardrail, and using the savings to plant trees within the City. City
Administrator Olson shared that, depending on the size of the trees chosen from the nursery, staff could
plant 50 to 100 oak trees. This would leave the City with a net positive number of trees. He then shared
that this project will take place during next year's construction season.
The Minutes of the Regular Meeting of the City Council—August 11,2026—Page 3 of 4
Alderman Koch asked about a red light in that area. City Engineer Sanderson said it is projected, but not
for another ten to fifteen years.Alderman Koch asked about a four-way stop.City Engineer Sanderson
said that Kennedy Road is a collector road and that adding a four-way stop would make it more
dangerous, so he does not recommend it.
Alderman Marek asked whether additional trees would be planted at Blackberry Oaks Golf Course or
throughout the City.City Administrator Olson said that trees planted at Blackberry Oaks Golf Course
would be part of right-of-way negotiations.Alderman Marek asked if staff would plant the trees; Public
Works Director Dhuse said yes, anywhere throughout the City, but they would need the golf course's
approval, and they would need to obtain that approval as part of the negotiations if they were to plant any
there.
Alderman Funkhouser said that he supports the alternative proposal presented tonight to save money and
use those savings to plant more trees. He said this would complete the improvements and manage the
impact of trees in the City.Alderman Plocher said he preferred option one because it carries less liability.
Alderman Corneils said his top option is the one that removes the fewest trees.Alderman Soling asked
whether the new proposal meets IDOT's standards, and City Engineer Sanderson said it does not. IDOT's
standards would require the removal of all thirteen trees.
Mayor Purcell asked the Council whether anyone favored the guardrail option, and no one did. The
Council preferred removing only five trees, leaving eight, and proceeding without a guardrail. They
would like the money saved by not installing a guardrail to go toward planting additional trees in the City.
City Administrator Olson and City Engineer Sanderson both said the next steps would be to issue bids
during next year's construction season and to finalize the right-of-way negotiations.
