Minutes for Correction/Approval:

The minutes were approved as corrected.
New Business:
1. ADM 2011 – 11 Budget Report for March 2011
City Administrator Olson stated that the month of March reflected positive
sales tax revenue, generated in December. In addition, income tax is ahead of
schedule and looks to continue to be in line with projections. Administrator
Olson noted two concerns regarding state income tax. The first being, a
potential reduction in municipal distribution from the state. There have been
discussions of either partial or complete reductions to municipalities.
Secondly, the timing of the new tax increase, its implementation and the
calendar year will affect distribution of income tax revenue to municipalities.
2. ADM 2011 – 12 Treasurer’s Report for March 2011
Treasurer Powell reviewed March income and expenses.
3. ADM 2011 – 13 Cash Statements for January and February 2011

Treasurer Powell noted that Finance Director Frederickson has implemented a
new report that provides a better picture of cash flow.
4. ADM 2011 – 14 Amended Governing Ordinance
The proposed Ordinance would allow the Administration Committee to select
the City Council liaison to the Cultural Commission.
5. ADM 2011 – 15 Resolution Approving an Identity Protection Policy
The proposed policy would protect social security numbers from unauthorized
disclosure, as required by Public Act 096-0874 of the State of Illinois. State
and Local government agencies must draft and approve an Identity Protection
Policy that requires all employees having access to social security numbers be
trained to protect their confidentiality. Social Security numbers must also be
easily redacted from documents requested by individuals. Additionally, any
agency collecting and using the social security numbers must provide a
statement of purpose.
Alderman Gilson requested clarification regarding Class B misdemeanors as
well as the circumstances behind which people could possibly be prosecuted.
Administrator Olson stated that prosecution would be at the behest of the
State’s Attorney and dependent upon the circumstances.
6. ADM 2011 – 16 Bike Trail Donation Collection

At the April 14 Park Board meeting, a proposal was presented that would
raise private money for bike trails, specifically, to participate in the Route 47
trail funding opportunity. City staff would be able to collect the money for
the specific purpose track it either through a balance sheet or a budgetary line-
item.
Alderman Teeling stated that upon reflection, she would prefer that a non-
profit organization be developed separate from the City in order eliminate the
need for staff time, allow opportunities for refunds if the project goals were
not met, and create the possibility of tax deductions. Administrator Olson
noted that a non-profit organization would be able to negotiate with the City
and possibly, create a forum for discussion regarding use of funds. Alderman
Gilson expressed his concerns, as well as those of some of his constituents,
that not only should the City not be spending funds on bike trails, but neither
should the state.
