Friends of the Library. At the recent fundraiser at Panera, $337 was donated to the library. The used book sale

Unfinished Business:
Space Planning Consultants Discussion/Approval
Director Augustine compiled a list of notes for negotiating with architectural firms and reached out to the library
attorney regarding the process. The top firm must be selected by the board, then negotiations begin with them
for a contract. If negotiations fail, then the second chosen firm will be contacted. Ms. Augustine has asked
Board members Forristall and Milschewski to assist with a plan for negotiations. Director Augustine has
selected some items to consider and also included language for a simple scope of work using information the
library already possesses. Deliverables will also be discussed.
Ms. Augustine then asked the Board to make their selection of their top 2 firms. After brief discussion and citing
the reasons for their preferences, a motion was made by Ms. Garcia, seconded by Mr. Hedman, selecting
Williams Architects as their first choice. Roll call: Hedman-yes, Pesola-yes, Milschewski-yes, Forristall-yes,
Garcia-yes, Mix-yes. Carried 6-0.
The Board then discussed fees for the first scope of work and selected Plan B fees of $12,000 to $14,000 with a
second choice of Plan C with fees of $14,000 to $16,000 (from Plans included in the agenda packet) as a
guideline. A motion will be made when the proposal is secured.
New Business:
IT Services Proposals Discussion/Approval
Ms. Garcia asked Trustee Hedman to lead this discussion. Mr. Hedman referred to the item in the Director's
report regarding a notification from CISA which is part of the Homeland Security and responsible for cyber
responses. CISA receives information about cyber threats or compromises and in turn, notifies the affected
business. Ms. Augustine said a notification had been received from CISA, she notified Mr. Hedman and they
verified that it was valid. CISA said some library equipment had a vulnerability, was unpatched and was
4
attempted to be compromised by an outside source. Mr. Hedman assessed the situation and took some
preliminary steps to prohibit any further nefarious action and ultimately recommended that an outside group be
brought in to assess the issue. He said fortunately the system was not breached or accessed and it was patched.
He said cyber security has become much more sophisticated and perhaps the library has outgrown its current
support company.
Due to this incident, he said two proposals for IT support have been obtained by Ms. Augustine. The first
proposal is from Outsource IT Solutions Group who also came on site. Mr. Hedman spoke with the tech that
came to the library. The second proposal is from Interdev who the city currently uses and has had a positive
response. Mr. Hedman said the pricing is different because Interdev works with larger municipalities and their
pricing may not scale down well for an individual library. He said Outsource contracts directly with individual
libraries. He likes the unlimited support from Outsource while Interdev is capped at 16 hours per month which
do not roll over. He also noted that project work costs are excluded in both these scopes. Both senior techs from
Outsource live in Yorkville and one would likely serve the library. Both proposals are one-year agreements.
Mr. Forristall thanked Mr. Hedman for his attention to this situation and the work with Outsource. Other Board
members strongly concurred. Ms. Augustine noted that the responding tech said the library was very fortunate to
have Mr. Hedman on the Board. Mr. Hedman said he will continue to monitor things from a Board perspective
for whichever firm is selected.
Mr. Hedman noted there are funds in the budget for IT service. Mr. Forristall asked how much we currently
spend. The current tech bills his work at $60 per hour and the approximate cost per month is $750.
Ms. Garcia made a motion to contract with Outsource IT Solutions Group for library IT services with the
proposal presented. Ms. Milschewski seconded. Roll call: Hedman-yes, Pesola-yes, Milschewski-yes,
Forristall-yes, Garcia-yes, Mix-yes. Carried 6-0.
Disaster Plan Update
Ms. Augustine said this plan is updated annually and she removed and added some items including information
on tornado warnings compliance. No vote was needed since this is procedural.
Discussion/Approval Early Closing for Homecoming Parade
Last year, the library closed at 4pm and barricades were put up at that time. Ms. Garcia moved and Ms.
Milschewski seconded to approve early closing of the library at 4pm on September 17 for the Homecoming
Parade. Roll call: Pesola-yes, Milschewski-yes, Forristall-yes, Garcia-yes, Mix-yes, Hedman-yes. Carried 6-0.
Other: None
Executive Session: None
New Business cont. None
Adjournment:
There was no further business and Ms. Garcia moved to adjourn the meeting. There was a unanimous voice vote
approval and the meeting adjourned at 7:37pm.

Programs:
For a complete listing of all monthly programs, please visit the next few pages of the packet
for a detailed description of Adult & Children’s programs.
Library Operations:
Received an email that the Aruba switches that were to be replaced with our E-rate for this
year went end of sale on March 31, 2026 and are no longer available. I approved that we
order newer models. We are still awaiting notification from USAC that this change and a
billing change from BEAR to SPI have been approved.
At the August board meeting Outsource IT Solutions Group was selected to become our
new MSP (Managed Service Provider). Since then, we have moved the process forward and
started the onboarding process. Communicated to staff on how to open a help desk ticket.
Staff:
Our 2 new part time staff members have cleared their background checks and now been
placed on the staff schedule. They will be working in Circulation and Children’s
Departments.
We signed up our staff to attend 2 virtual session during the PUG Day Virtual Training. This
is going on at the same time we will be conducting our all day staff in-service training day at
the library. One of the moring sessions will be The Advocacy Goldmine: Stories Hiding in
Your Library Every Day, and the afternoon session will be AI and the Library World.
We have a PT staff member and Dir. of Adult Services who are planning to host a craft
supply exchange program on Sat., Oct 3 in the meeting room. They will be collecting
supplies between Sept 8-30.
25
Other:
We purchased 2 new shelving units for more space in our Young Adult and Circulation
Department. The company had to return the next week to reposition the shelving unit and
attach it to the wall as if was blocking our FOB reader for access to our staff area.
Reached out to our attorney on the process of negotiating a professional service contract.
Received the proposal from Williams Architects to perform a Space Needs Assessment
and had one of our board trustees go over the proposal with me. We later had a meeting
with the architect and were able to negotiate an agreeable fee to present to the full board at
the Sept. meeting for approval.
I will be attending a meeting later this month at Fossil Ridge PLD with a Records Archivist
with the Illinois State Archives to learn more about the records retention process,
application, current requirements, and disposing of records.
Our Friends of the Library annual Used Book Sale was held over Labor Day weekend, and
we had over 1,200 people come through our doors for the sale on Saturday. There will be a
full report next month.

Re: Yorkville Public Library
Letter of Proposal for Space Needs Assessment Services
Williams Architects Project No. 2026-TBD
Dear Shelley:
Carrie and I greatly enjoyed our recent visit with you and your Board to discuss your needs and vision for the future of the
Library. Following that conversation, Williams Architects (WA) is pleased to present this Letter of Proposal for Space Needs
Assessment services for the Yorkville Public Library. Your Library is a busy, well-loved community hub serving one of the
fastest-growing communities in Illinois, and our team would be honored to help you shape its next chapter. The following
reflects our understanding of the project and the services required to meet your expectations.
PROJECT BACKGROUND / UNDERSTANDING
The Yorkville Public Library wishes to conduct a Needs Assessment and Master Planning effort to identify the current and
future building and space needs of the Yorkville Public Library District’s rapidly growing service area. Building on those
findings, WA will develop preliminary concept directions and options for reorganization, redesign, and/or a potential addition
to the building, together with associated cost estimates. The outcome of this process is a clear, actionable roadmap: a
recommended scope of work, with associated costs, that allows the Library to move directly into basic architectural services
for the selected improvements, whether as a single project or as a phased series of projects aligned with available funding.
39
Yorkville Public Library / Proposal for Space Needs Assessment Services / 3 September 2026 / Page 2
SCOPE OF SERVICES
Our Space Needs Assessment process is organized into two distinct phases. Phase 1 defines the Library’s space and building
needs and gives the Library the information needed to evaluate the feasibility of, and any potential limitations on,
remodeling the existing building. Phase 2 builds upon those recommendations to develop concept alternatives and
associated costs, gather community feedback, refine the concepts accordingly, and present a preferred, phased solution
for an improved Library facility.
Phase 1 – Space Needs Assessment includes the following services:
-Interior Condition Assessment:
o WA staff shall evaluate the condition and remaining service life of existing interior finishes, furniture, and
shelving to identify items that may require repair or replacement as part of an interior remodeling effort.
We suggest this step as a point of information that may contribute to recommendations regarding future
space usage.
-Operational Review / Staff Discussion
o WA staff shall meet with the Director and department heads to discuss current challenges related to the
existing space and tour the building to identify current areas of functional inefficiencies and opportunities
for improved space utilization. We will merge this specific information with our knowledge and expertise of
library best practices to assess functionality of the existing Library.
-Demographic/Market Analysis & Current/Projected
o WA shall review existing demographics and demographic trends to identify potential gaps in service and
potential future services, collections, and spaces that may better serve the present and future needs of the
community.
-Collection, Circulation, and Program Analysis
o Utilizing at least four years of circulation and program data provided by the Library, WA shall identify
patterns of increased or decreased circulation and programming that may suggest need for additional space
or potential for recapture of existing space for other functions.
-Comparative Analysis
o WA shall review service offerings, building size, hours, and features of similar “peer group” libraries against
the subject library for “benchmarking” purposes.
-Evaluate Existing Space Utilization
o Using forms/spreadsheets developed by WA, Library staff shall assist in identifying utilization and usage
patterns of meeting rooms, study rooms, and seating areas within the existing building. This process is
helpful in determining what spaces in the building may be currently underutilized.
-Stakeholder Engagement
o Using information found in the Library’s completed Community Survey and learning report conducted with
its Strategic Planning Discussions, WA shall facilitate two focus group discussions with internal and external
stakeholders about the Library, its current strengths, and what could be improved in terms of physical
space. (Note: depending on participation, this process could also occur during Phase 2 of this effort)
o Potential groups interviewed may include:
▪Library Board of Trustees
▪City Staff
▪City Elected Officials
▪Specific Library user groups (seniors, teens, parents, etc.)
▪Park and Recreation Department and School District
-Needs Assessment and Recommendations
o Building upon all the data compiled to this point, WA prepares written recommendations and descriptions
of new and/or renovated components and spaces and associated required areas to satisfy both current and
anticipated future space needs over a twenty-year period. Current and emerging trends in library service
and spaces are discussed and analyzed relative to these recommendations.
Phase 1 services culminate in a presentation/update to the Library Board summarizing all of these findings to ensure that
there is consensus prior to moving into concept plans.
40
Yorkville Public Library / Proposal for Space Needs Assessment Services / 3 September 2026 / Page 3
Phase 2 – Concept Planning includes the following services:
-Concept Planning:
o Building upon all the data developed in Phase 1, WA shall identify conceptual alternatives for reconfiguration
and renovation of the building to address items identified in the Space Needs Assessment. Plans are
developed at a diagrammatic level indicating areas of reconfiguration and remodeling. WA will identify
applicable zoning/building regulations that may affect any potential additions to the facility at this time.
Finally, we identify opportunities to incorporate sustainable design principles into the concepts where
applicable and appropriate. Preliminary cost ranges are developed at this time to assist the Library in
understanding capital costs and discussing potential prioritization/phasing of improvements should
recommended improvements exceed available/likely funding.
-Community Engagement:
o As part of our process, we engage the community to learn about their needs and wants surrounding an
improved Library facility. We believe these conversations are most productive once initial concepts are
developed, so that community expectations and feedba ck can be aligned with the Library’s budget
objectives. In our experience, asking open-ended “what do you want?” questions too early in the process
creates expectations that are disconnected from the Library’s fiscal reality; grounding the conversation in
concrete concepts keeps feedback constructive and builds community confidence in, and support for, the
resulting plan. Accordingly, our recommended community engagement process includes the following
steps:
▪Facilitating and presenting two “town hall” style in-person engagement events on different days at
different times to ensure participation by as wide a cross-section of the community as possible.
Following a brief introduction, we facilitate individual and small group discussions around the
concepts, gathering feedback and input in real time using Mentimeter interactive engagement
software and written comment cards.
▪We simultaneously prepare this same information in an online format that offers participants the
opportunity to review concept plans and provide feedback.
▪All engagement findings are presented to the Board following the engagement sessions for further
review, discussion, and refinement to the concepts as needed.
-Refinement/Development of Preferred Concept(s), Costs, Grant Opportunities, and Phasing:
o Based on staff, Board, and Community Engagement input as applicable, WA shall refine concepts to one or
two preferred concepts with associated cost estimates. Three-dimensional plan graphics with furniture and
shelving will be created to illustrate concepts. Costs will include expected replacement/refurbishment costs
of major building systems and components based on typical expected service life for the type of systems
and components installed. As part of this exercise, we shall also identify potential grants that may be
available to the Library to offset the costs of the proposed improvements.
o If the recommended improvements do not align with the Library’s present financial capability, we will
develop a phasing plan for the recommended improvements that will allow the recommendations to be
prioritized and phased in over time as funding becomes available.
-Final Presentation and Report:
o WA shall deliver an in-person presentation to the Library Board of findings, concepts, costs, phasing, and
potential next steps/project schedule.
▪The deliverables will include the following graphics:
•Floor plans (including furniture and shelving) for the preferred concept.
•A three-dimensional concept view of the floor plan (including furniture and shelving) for
the preferred concept.
•Up to three (3) three-dimensional interior renderings of proposed new or remodeled
spaces.
o WA shall prepare a draft written report presenting all findings for initial review by Library staff and Board.
o Following review of the draft report by Library staff and Board, WA shall prepare a final written report for
public release presenting all findings, concepts, costs, phasing, and potential next steps/project schedule.

ILLINOIS PUBLIC LIBRARY STANDARDS: GOVERNANCE & ADMINISTRATION
Illinois public libraries are governed by locally elected or appointed boards, which operate under the Illinois Local Library Act (75 ILCS
5) or the Illinois Public Library District Act (75 ILCS 16). The library board sets policies, oversees budgets and hires a director to
manage day to day operations. Libraries may be municipal, district, or part of other government entities, and they receive funding
through local property taxes, state grants and other sources. The Illinois State Library, under the Secretary of State, provides
oversight with guidance and funding support. Additionally, regional library systems assist with resource sharing and professional
development.
The library director serves as the chief administrator responsible for managing daily operations, maintaining building and grounds,
implementing board policies, and ensuring the library meets community needs. They oversee staff, budgeting, strategic planning and
compliance with state and local regulations. The director works closely with the board by providing reports and recommendations
and advocates for funding and community partnerships. Additionally, they facilitate programming, collection development, and
technology initiatives to enhance public services.
