(Terracon) is pleased to submit this proposal to the United City of Yorkville (City, Client) to provide supplemental environmental services at the above -referenced site (the site) to facilitate obtaining a Comprehensive No Further Remediation (NFR) letter from the Illinois Environmental Protection Agency (IEPA) Site Remediation Program (SRP). The following sections provide background on the site and Terracon's scope of services, compensation, and schedule. If we have misunderstood an aspect of the work, please let us know as soon as possible so we can evaluate our scope and make necessary adjustments. 1.0 BACKGROUND The site is located west of Illinois Route 47 between East Hydraulic Avenue and East Van Emmon Street in Yorkville, Kendall County, Illinois. The site that is proposed for redevelopment is comprised of a parking lot owned by the City and a former service station and farm supply depot formerly owned by Grainco FS and now owned by the City. Historical usage of the Grainco FS portion of the site included a lumberyard, feed mill, equipment repair services, fertilizer supply, animal feed supply, and distribution of kerosene, oil, gasoline, and diesel fuel to local farmers through approximately 2004. The City parking lot was undeveloped land through approximately 2000, when it was first developed as a paved parking area. The site was originally enrolled in the SRP in November 2005. Civil & Environmental Consultants, Inc. (CEC) conducted various prior stud ieslinvestigations at the site, as documented in a Phase 1 Proposal for Environmental Services erraeon Former Grainco FS and City Parking lot m Yorkville, Illinois June 16, 2026 rs Terracon Proposal 1000008694 Environmental Site Assessment (June 2005), an Initial Phase 11 Site Investigation report (October 2005), and a Comprehensive Site Investigation Report (CSIR) that CEC submitted to the IEPA in October 2007. At the time of the CEC investigations, a parcel occupied by the Kendall County Farm Bureau, located between the southern portion of the City Parking Lot and the former Grainco FS property, was also included as part of the site under the SRP. The IEPA approved the CSIR in a letter dated February 27, 2008. No additional activities or reporting occurred until October 2012, when Terracon reached out to IEPA to re -open the project and submitted a Site Investigation Update Work Plan, which was approved by IEPA in a letter dated December 19, 2012. In April 2013, Terracon completed the scope proposed in the Site Investigation Update Work Plan, including a test pit excavation to investigate a suspect fill pipe for the potential presence of a UST, advancing five soil borings to update site soil conditions, and sampling of groundwater from the existing monitoring wells. Based on a review of the IEPA's Document Explorer, the results from the 2013 site investigation activities were never submitted to the IEPA, and no further correspondence occurred besides notices to terminate SRP and intent to remain in the SRP letters. In 2025, the City retained Terracon to move the site forward towards the goal of achieving a Comprehensive NFR letter through the SRP. The City intends to re -develop the site as a mixed -use recreational/commercial area with a bandshell, plaza space, event lawn, seating area, and associated parking lots. Terracon prepared and submitted to IEPA a Comprehensive Site Investigation Work Plan (CSIWP), which was conditionally approved by the IEPA on April 22, 2025, IEPA's approval letter stated that data generated for the site in prior years could be used as a guide for the investigation but could not be used as complementary to the current investigation. Terracon subsequently provided a proposal to the City to conduct investigation activities at the site and prepare a combined Comprehensive Site Investigation Report (CSIR), Remediation Objectives Report (ROR), and Remedial Action Plan (RAP), which was authorized by the City on August 19, 2025 (Terracon's SRP proposal). Terracon began investigation activities in September 2025. By that time, the owners of the Kendall County Farm Bureau parcel had withdrawn the parcel from being included as part of the SRP site; therefore, sampling was not conducted on that parcel. The investigation identified impacts to soil, groundwater, and soil gas. Based on the identified impacts relative to the proposed site redevelopment plan and IEPA's expected remediation requirements, Terracon proposes supplementary sampling and modeling activities to further evaluate the exceedances discussed below. A full delineation of impacts is necessary prior to developing the remediation objectives (ROs) for the ROR and to evaluate the most efficient/effective remediation strategies for the RAP. Arsenic, lead, and/or manganese were identified in soil samples at various locations across the site, at concentrations exceeding their respective Tier 1 ROs for the residential soil ingestion exposure route. Engineered barriers are typically used to mitigate this exposure route over a large area. Engineered barriers can include asphalt- or concrete -paved surfaces. For future landscaped areas, the landscape barriers for the soil ingestion exposure route typically include the removal and proper disposal of the upper 3-foot thick layer of soil from greenspace areas and replacement with a 3-foot thick layer of certified clean soil. The 3-foot deep clean soil Explore with us 2 Proposal for Environmental services Former Grainco FS and City Parking Lot w Yorkville, Illinois June 16, 2026 w Terracon Proposal 1000008694 w ierracon engineered barriers will be approximately 5 feet in diameter around trees and 3 in diameter around bushes and shrubs. As an alternative for lawn areas, and with additional IEPA approval, the upper 18 inches of soil from these areas could be removed and properly disposed, and replaced with a 60-mil geotechnical membrane and 18 inches of clean soil. 2. Soil samples from boring B-103, located in the vicinity of the former USTslfilling station at the site (and approximately 20 feet east of boring B-108), contained benzene and chloroform concentrations exceeding their respective Tier 1 ROs for the residential outdoor inhalation exposure route. Remediation options for this exposure route generally include excavation and removal of the soils or the construction of an engineered barrier. In greenspaces, IEPA requires the engineered barrier for this exposure route to consist of a 10-foot-thick layer of clean soil overlying the contaminated soils. Based on the presence of bedrock at depths within 10 feet of surface at the site, soils in the future greenspaces in this area will generally need to be removed to bedrock. With the current data, it is unclear whether/how far soils with these exceedances extend into the proposed greenspaces to the north and east. Additional sampling is proposed to evaluate the extent of soil in these areas in an attempt to limit the volume of soil that will need to be removed/la ndfilied and replaced with certified clean soil in these areas. 3. Soil samples from boring B-108, located in the vicinity of the former underground storage tanks (USTs)Ifilling station at the site, contained total petroleum hydrocarbon (TPH) impacts exceeding the site -specific soil attenuation capacity. The IEPA generally requires excavation/removal of soils exceeding the site -specific soil attenuation capacity. Supplementary sampling is proposed to assist with delineating the area of soil that must be removed from the site and landfilled, as well as characterizing the soil for disposal acceptance purposes. Boring B-108 is located approximately 18 feet to the west of B-103, so that the sampling around borings B-108 and B-103 can be combined to some extent. 4. The concentrations of volatile organic compounds (i.e., benzene, ethylbenzene, chloroform, and/or naphthalene) and lead in soil samples across areas of the site exceeded the Tier 1, Class I ROs for the soil component of the groundwater ingestion exposure route. Preliminary Tier 2 modeling indicates that the impacts may be expected to migrate off site to the north, reaching the Fox River. We anticipate that IEPA will require additional modeling of the potential impacts to the Fox River to verify if impacts discharge into the surface water body above the surface water quality criteria. 5. The analytical results identified various metals in groundwater samples from MW-1 (lead, aluminum, iron, and manganese), MW-9 (aluminum), MW-10 (iron and manganese), and MW-11 (lead, iron, manganese, and several other metals including arsenic) at concentrations exceeding the Tier 1, Class I groundwater ROs. Because MW-11 was a temporary monitoring well that has been abandoned, a new, permanent 2-inch diameter monitoring well, MW-12, is proposed for the area of the prior temporary monitoring well MW-11; groundwater from MW-12 will be sampled to evaluate metals to be addressed as contaminants of concern for the site. Explore with us 3 Proposal for Environmental Services Former Grainco FS and City Parking Lot w Yorkville, Illinois June 16, 2026 Lo Terracon Proposal 1000008694 Terracon Groundwater from MW-1 and MW-10 will also be sampled to further evaluate the concentrations of contaminants previously identified in groundwater samples from these wells. 6. A new permanent monitoring well, MW-13, is proposed along the northwest boundary of the site, approximately midway between existing monitoring wells MW-8 and MW-9. A groundwater sample from this well will provide additional data on the downgradient site boundary. 7. Tier 1 soil gas ROs were exceeded in two of the three soil gas samples collected at the site. The exceedances were in soil gas samples collected from two soil gas points located near the boundary between the former fueling area on the Grainco FS parcel and the west adjacent Kendall County Farm Bureau parcel. When Tier 1 soil gas exceedances are present along a property boundary, IEPA typically requires soil gas impacts to off -site properties to be evaluated. As a result, two soil gas sampling points are proposed on the Kendall County Farm Bureau parcel; it will be necessary to obtain an access agreement from the owners of the Kendall County Farm Bureau parcel to allow soil gas sampling on that property. An outline of the proposed scope of services, budget, and schedule are provided below. 2.0 SCOPE OF SERVICES Utility Clearance No later than 48 hours prior to intrusive activities, Terracon's drilling subcontractor will contact the local one -call public utility locating service (i.e., JULIE) to arrange for public underground utility locates at the site. Please note that the public utility locator only locates public utilities. Terracon is not responsible for damages related to improperly marked utilities or to private utilities for which information is not provided. Client is responsible for providing location information on any known private utilities on site. Terracon will mark the proposed boring locations at the site and conduct a private utility locate to clear the proposed locations. Health & Safety Plan Terracon is committed to the safety of all its employees. As such, and in accordance with our Incident and Injury Free` safety goals, Terracon will utilize/update the existing site safety plan for our personnel during field services. Prior to commencement of on -site activities, Terracon will hold a brief health and safety meeting to review health and safety needs for this specific project. At this time, we anticipate performing fieldwork in a United States Environmental Protection Agency (USEPA) Level D work uniform consisting of hard hats, safety glasses, protective gloves, and steel -toed boots. It may become necessary to upgrade this level of protection, at additional cost, during sampling activities in the event that we encounter petroleum or chemical constituents in soils or groundwater that present an increased risk for personal exposure. Site Access and Special Safety Considerations Client shall secure all necessary site related approvals, permits, licenses, and consents necessary to commence and complete the Services and will execute any necessary site access Explore with us 4 Proposal for Environmental Services Former Grainco FS and City Parking Lotj Yorkville, Illinois erracon June 16, 2026 v Terracon Proposal 1000008694 agreement. Consultant will be responsible for supervision and site safety measures for its own employees but shall not be responsible for the supervision or health and safety precautions for any third parties, including Client's contractors, subcontractors, or other parties present at the site. In addition, Consultant retains the right to stop work without penalty at any time Consultant believes it is in the best interests of Consultant's employees or subcontractors to do so. Client agrees it will respond quickly to all requests for information made by Consultant related to Consultant's pre -task planning and risk assessment processes. Supplemental Sampling and Site Evaluation Following conversations with the Client, two scope of work options were developed in an effort to advance the goal of obtaining a NFR considering the proposed site redevelopment. • Option 1 — Address the areas of concern with fewer, focused samples in the future greenspace areas. In general, with this option, the assumption would need to be made in the Remedial Action Plan that the future greenspace areas would either need to be excavated down to 3 feet below ground surface and replaced with certified clean fill, or an alternative barrier, such as the removal and proper disposal of the upper 18 inches of soil from all greenspace areas and replacement with a 60-mil geotechnical membrane and 18 inches of clean soil would be used, if proposed to and approved by the IEPA. Please note that some limited sampling in future greenspace areas is included in this option and could provide an indication as to whether further sampling in these areas may be beneficial in determining whether some areas meet the residential ingestion remediation objectives and therefore would not require landscaped engineered barriers. • Option 2 - Provides for an additional 12 borings to provide a more thorough evaluation of the future greenspace areas in an effort to potentially reduce the need for landscaped engineered barriers. In addition, this option includes sampling farther out from the B-103 and B-108 areas in the event samples from the borings in close proximity to these areas are found to exceed the ROslcriteria and require excavation down to bedrock. This scope includes advancing 12 more borings than Option 1. Soil Sampling Option 1 includes advancing seventeen (17) borings at the site in the approximate locations shown on the attached Figures 1A and 1 B. Option 2 includes advancing twenty-nine (29) borings at the approximate locations shown on the attached Figures 2A and 2B. In general, the borings will be advanced to approximately 10 feet below ground surface or boring refusal, whichever is encountered first, utilizing a direct -push Geoprobe® rig. The boring depths may vary based on obstructions and field - interpreted depth of groundwater. Two of the borings will be extended to greater depth and into the underlying bedrock using a drill rig with a hollow stem auger, in order to allow groundwater monitoring wells to be installed, as discussed further below. Soil samples will be collected continuously from all borings and will be field -screened with a PID. Soil vapors in each soil boring will be measured using a lower explosive limit (LEL) meter upon drilling. Explore with us 5 Proposal for Environmental Services erraeon Former Grainco F5 and City Parking Lot -a Yorkville, Illinois June 16, 2026 u Terracon Proposal 1000008694 Two discrete soil samples will be collected from each boring and preserved in the field for laboratory analysis. In addition, one composite sample will be collected for waste characterization to support a waste disposal profile and to provide additional parameters required by the investigation. The soil samples collected for laboratory analysis will be placed into laboratory -supplied glassware on ice in a cooler for analysis. The samples will be transferred to Terracon's subcontract laboratory under chain - of -custody procedures. Analytical laboratory procedures will be performed by a National Environmental Laboratory Accreditation Program (NELAP)-accredited laboratory. The attached Table 1 (for Option 1) and Table 2 (for Option 2) summarize the sample depths and analytical parameters for the soil samples from each boring. In addition, if total metals concentrations are significantly elevated, the proposal fees include up to 12 samples analyzed for Toxicity Characteristic Leaching Procedure (TCLP) or Synthetic Characteristic Leaching Procedure (SPLP) on standard analytical turnaround are included. Sampling equipment will be cleaned before beginning the investigation and between each sampling point using a non -phosphate soap wash followed by a potable water rinse. Following completion of the sampling, the soil borings will be backfilled with cuttings (reverse order of the collection) and bentonite (as needed). The ground surface at each boring location will be finished with similar materials (i.e. soil, concrete, asphalt) to match the surrounding ground surface. Groundwater Investigation Two borings will be completed as permanent, 2-inch diameter groundwater monitoring wells, designated MW-12 and MW-13, respectively, in the approximate locations depicted on the attached Figures 1A, 113, 2A, and 2B. The wells are anticipated to be up to 20 feet deep, drilled into bedrock, with 15-foot screens. After installation of monitoring wells MW-12 and MW-13, Terracon will develop the wells by purging a minimum of up to ten well volumes from MW-12 and MW-13 (or purging until dry). Terracon will collect groundwater samples from monitoring wells MW-1, MW-9, MW-10, MW-12, and MW-13 using low -flow groundwater sampling techniques. Samples will be placed into laboratory - supplied glassware, placed on ice in a cooler, and submitted for analysis by USEPA methods. The proposed analytical parameters are indicated on Tables 1 and 2 (for Options 1 and 2, respectively). An unfiltered groundwater sample will be collected for analysis of metals from each of the monitoring wells. The soil cuttings from the installation of the 2-inch diameter monitoring wells and purge water from the monitoring wells will be containerized in 55-gallon drums. The disposal cost for a total of six 55-gallon drums of soil and/or groundwater, assuming non -hazardous waste characterization, are included in this proposal. The relative elevation of the new monitoring wells will be measured in the field, using standard surveying equipment to the nearest 11100th of a foot and depths to groundwater will be measured in each well in order to evaluate the groundwater flow direction. Slow groundwater recovery may necessitate more than one mobilization to the site to collect groundwater samples; an additional return trip to the site has been budgeted for groundwater purging, sampling, and surveying. In the event that groundwater recovery is not possible from a practical standpoint, options will be discussed with the Client. As shown on the attached Figures 1A, 1 B, 2A, and 213, the locations of SG-4 and SG-5 are on the Kendall County Farm Bureau property that is not within the remediation site boundary and is not owned by the Client. Terracon will prepare and execute an access agreement with the Kendall County Farm Bureau, with assistance from the City where applicable, to obtain access from the Farm Bureau property owner to allow the installation of the two soil gas points. The soil gas point construction and sampling methodology described in Terracon's SRP Activities proposal, authorized by the City on August 19, 2025, will be followed. The soil gas samples will be analyzed for VOCs using USEPA Method TO-15 at a NELAP-certified laboratory. Laboratory Analytical Program The samples collected during the comprehensive site investigation will be submitted to the analytical laboratory under standard chain -of -custody procedures for standard turnaround time (TAT) of approximately 5 to 7 business days. The analytical parameters and methods are listed in the attached tables: Table 1 for Option 1 and Table 2 for Option 2. Site -Specific Evaluation Upon receipt of the analytical data, Terracon will compare the overall analytical data for the site to the applicable Tier 1 ROs, further develop Tier 2 site -specific ROs for the site, conduct further modeling of potential migration of contaminants in groundwater (and potentially into surface water if warranted), and develop/refine proposed remediation strategies. Terracon may reach out to IEPA to discuss aspects of the site, such as the need for surface water modeling. Terracon will discuss the proposed remedial actions with the City. If certain parameters continue to exceed site -specific ROs, Terracon may discuss whether it will be more practical to request a Focused NFR letter instead of a Comprehensive NFR letter from the IEPA. In the event that further limited site characterization is requested by the City to assist with remediation planning, Terracon will submit a supplemental proposal to complete the needed work. The findings and the agreed -upon remedial action plan will be documented/updated in the draft combined CSIR, Remediation Objectives Report (ROR), and Remedial Action Plan (RAP) for the site, currently in preparation based on the earlier findings. Subsequent to the City's review and concurrence of the draft report, the combined report will be submitted to the IEPA along with a DRM-2 form (Request to Review Technical Reports Form), as outlined in Terracon's SRP proposal. Based on the results from the CSIRIRORIRAP and future site development plan, potential site cleanup activities and the Remedial Action Completion Report (RACR) effort will be established and included in a future proposal. Please note that a RACR must be completed and submitted to the IEPA demonstrating completion of the RAP before the NFR letter will be issued. Completion of the RACR is not included in this proposal. 3.0 COMPENSATION Terracon proposes to complete the required scope of work as described herein on a lump sum basis and includes Terracon professional labor costs, travel and direct client expenses required to complete Explore with us 7 Proposal for Environmental Services ierracon Former Grainco FS and City Parking Lot iFi Yorkville, Illinois June 16, 2026 ra Terracon Proposal 1000008694 this scope of work using the project assumptions described herein.
