Fire and Police Commission Minutes 2011 01-26-11 Board of Fire and Police Commission APPROVED Minutes January 26, 2011 Meeting called to order at 6:40 p.m. Roll Call: Mike Anderson Bob Johnson Margie Putzler - excused Also Present: Chief Hart Katie Robbins No citizens present, therefore, no comments. Previous Meeting Minutes: Commissioner Anderson moved to approve the minutes from October 4, 2010 as presented. Commissioner Johnson seconded. Minutes approved. Bills: National Vision Consultants bill for $750.00 for the next year. Commissioner Johnson moved to approve the payment. Commissioner Anderson seconded. Roll call: Chairman Johnson yes Commissioner Anderson yes Motion carried. Bills from candidate testing from Dr. Brenert, Dr. Alford, and Al Trotsky all approved for payment by consensus. New Business: *We will have 2 testing levels this year. Promotions are due in October and a new eligibility roster will be needed by February 2012. *Legal Services – Commissioner Johnson wants to begin using John Broihier. Chief Hart says the city has agreed that is okay. * Rules and Regulations need to be reviewed. Commissioner Johnson wants to send the current file to John Broihier for review and recommendations. -Specifically looking at: -list of qualifications -changes needed to reflect the current ranks at YPD -testing process for applicants -entry level of application needs streamlined -interview process needs to be re-evaluated -are there rules if we are ‘Home Rule’ or not -can we make a priority list of applicants (before and after tests) *Commissioners will come to the next meeting with some recommendations for changes and/or questions. *Fiscal Budget: Chief says the budget is not completed. BFPC had $7000 last year, but only spent $5500. He needs guidance form BFPC as to what the needs are. What testing will happen, and what will be needed to cover all of those related expenses. Backgrounds are expensive. Assessment centers are definitely a HIGH cost… more than the entire budget as it stands now. Someone will check with Oswego to ask about a relative cost for YPD to use a testing center. Chief will look into it and check with the city to see if this is a possibility or not. *Hiring Process: Everything is stalled right now. The city wants to hold off on all hiring. We may be able to st promote a replacement for Sergeant Groesch after May 1 and hire a new officer. We might be able to hire two new officers that were taken away with last year’s budget cuts. *Hiring Procedure: No action is being taken on the eligibility list since nothing will happen until after May st 1. Since there is no action needed, no need for an executive session. Correspondence: Sergeant Groesch announced his retirement effective February 2, 2011. Commissioner Johnson recognized his service to the city of Yorkville and wished him well in his future endeavors. th Next scheduled meeting is for April 27 at 6:30pm. We can change that meeting if Chief decides it would be best to wait until after the City Council meeting. Commissioner Anderson moved to adjourn. Commissioner Johnson seconded. Motion carried. Meeting adjourned at 7:18 p.m.
