Fire and Police Commission Minutes 2011 08-03-11 APPROVED Board of Fire and Police Commission Minutes August 3, 2011 Meeting called to order at 6:32 p.m. Roll Call: Mike Anderson Bob Johnson Margie Putzler Also Present: Chief Hart Deputy Chief Hilt Katie Robbins (arrived late as arranged) No citizens’ comments. Previous Meeting Minutes: Commissioner Anderson moved to approve the minutes from June 8, 2011 as corrected (Chief Hart was not present). Commissioner Putzler seconded. Minutes approved. Bills: Attorney Broihier was paid, Commissioner Johnson wants the date of payment so he can confirm with Mr. Broihier. Correspondence: None New Business: Deputy Chief Schwartzkopf will be getting quotes from testing centers. This information is not complete as of today. YPD will have something by the next BFPC meeting. Old Business: 1-Ordinance 2011.28 passed to charge a $25 fee for new YPD applicants. It was requested that these fees come back to YPD to cover the testing costs. YPD was told it would by the Chairman of Public Safety. 2-Budget: Nothing has changed. No authorization for hiring. Hoping that authorization to hire one officer will occur in the next 30 days. 3-Waivers for Power Test: There was a discussion about waivers and options. A-Draft one similar to the Law Enforcement Training and Standards Board – with some changes as attached. B-Need liability waiver signed by candidate prior to testing. C-NIPSTA is a company that charges candidates to take the Power Test (on their own) and then issues a card of completion to the candidate, which they would bring to the orientation or submit with their application. (www.nipsta.org) Chief is going to have someone look into it and Margie will e-mail Broihier as to his thoughts on NIPSTA. Margie will also check with him on the waivers and physician’s authorization. Executive Session: Commissioner Anderson moved to go into executive session for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Commissioner Putzler seconded. Roll call: Chairman Johnson yes Commissioner Putzler yes Commissioner Anderson yes Motion carried. Entered Executive Session at 7:05 p.m. Exited Executive Session at 7:28 p.m. with no formal action taken. Commissioner Putzler moved to strike Daniel Doody from the Eligibility Register. Commissioner Anderson seconded. Roll call: Chairman Johnson yes Commissioner Putzler yes Commissioner Anderson yes Motion carried. Commissioner Putzler moved to make a Conditional Offer of employment to Zackery Rundlett. Commissioner Anderson seconded. Roll call: Chairman Johnson yes Commissioner Putzler yes Commissioner Anderson yes Motion carried. Commissioner Putzler moved to strike Shane Leadbetter from the Eligibility Register. Commissioner Anderson seconded. Roll call: Chairman Johnson yes Commissioner Putzler yes Commissioner Anderson yes Motion carried. Next Meeting is tentatively set for Wednesday, September 7th at 7:00pm. Commissioner Anderson moved to adjourn. Commissioner Putzler seconded. Motion carried. Meeting adjourned at 7:35 p.m.
