Economic Development Minutes 2010 07-06-10 APPROVED 12/7/10 UNITED CITY OF YORKVILLE ECONOMIC DEVELOPMENT COMMITTEE Tuesday, July 6, 2010, 6:30pm City Conference Room In Attendance: Committee Members Chairman Gary Golinski Alderman Rose Spears Alderman Robyn Sutcliff Alderman Wally Werderich Other City Officials Community Development Director Krysti Noble Building Code Official Paul Zabel City Park Designer Laura Schraw Other Guests Lynn Dubajic, YEDC (arr. 6:47pm) The meeting was called to order at 6:30pm by Chairman Gary Golinski. He welcomed and thanked everyone for their attendance. Minutes for Correction/Approval June 1, 2010 Two corrections were noted: From the last page, Alderman Spears will be the new st liaison for the Cable Consortium. Krysti Noble’s name was misspelled on the 1 page. The minutes were then approved with these corrections. Items Recommended by Plan Commission for Approval: 1. PC 2010-07 Zoning Code Test Amendment Regarding Alcohol Manufacturing and Microbreweries th This was part of Plan Commission Public Hearing from June 9. The Commission recommended approval of the text amendment with changes. They recommended that the text amendment should allow for manufacturing of alcohol in the M1 district and for microbreweries to be special uses within the business district. Other changes included increasing the permitted yearly production from 5,000 to 15,000 barrels and also removing the reference to “bars” in the definition of the microbreweries. Alderman Werderich asked what determined the increase in quantity. Ms. Noble said she suggested the recommended amount after conducting a survey of other towns. This item th will move to the July 13 Council consent agenda. New Business 1. EDC 2010-24 Building Permit Report for May 2010 No comments 1 2. EDC 2010-25 Building Inspections Report Summary for May 2010 Mr. Zabel said there was an average of 6 inspections a day in May and he is spending a half day in the field. Alderman Spears commented that she liked the term “re-inspection” on the report. 3. EDC 2010-26 Foreclosure Update Ms. Noble said that she receives the data on the number of foreclosures from YEDC on a monthly basis. She noted that Yorkville has the highest number in comparison to surrounding communities. Alderman Golinski asked if there was a list of addresses for pre-foreclosures and foreclosures. The City GIS employee is also working on a layered map of these houses. Ms. Noble will send a list of addresses to the committee members. 4. EDC 2010-27 Integrated Transportation Plan Implementation Update Laura Schraw reported that a grant application for ComEd was again open. She said matching funds cannot be used on this trail that is less than a mile from Rt. 47. She suggested looked at the Kennedy Road area, but said that it would require some acquisition. The Kennedy Road trail would extend from Rt. 47 to Mill Street. Alderman Sutcliff noted that she had received emails about safety issues for that stretch of road. st Ms. Schraw said this grant application is due by August 31, but she said that if the City cannot match the funds, there is a 2-year penalty from IDNR before another application can be made. Alderman Werderich said a clearer picture is needed, but the cash outlay of $220,000 of the $800,000 is very large for the City. He added that there are differing opinions on the need for trails. Chairman Golinski asked Laura to obtain more information. It was suggested by Ms. Noble that perhaps a meeting to discuss ITP issues could be held prior to EDC from 6-6:30. Committee members approved of this idea. This matter will be discussed with EEI and then move to Park Board and City Council. Ms. Schraw noted that the grant money was just released in the prior week. 5. EDC 2010-28 Zoning Commission Update Krysti Noble reported that the Commission is looking at adoption of the revised codes in th June of 2011. The next meeting will be held on July 28 and the guest speaker will be the person who writes the Illinois Land Use Law. 6. EDC 2010-29 Building Code Update Committee Paul Zabel and Krysti Noble have been reviewing the Building Code. There will be a series of meetings with a 3-phase approach: assessment, review and adoption. The process is expected to be complete by July 2011. The committee will meet on July 18. 2 Old Business 1. EDC 2010-23 Telecommunications Tower Fees A survey of surrounding towns was conducted by Krysti Noble to obtain feedback on the entitlement process of these towers. She said some towns address this is a special use while others use variance requests. She said the City’s fees are consistent, but low in some areas. Overall, she said the fees vary widely depending on the approach used by the municipality. She said changing the fee structure could be an option. Krysti said there are both application fees and permit fees. Structural and electrical reviews would be done also. Currently in the City ordinance, an inspection and review is required. More research will be conducted and this item will be brought back next month. There was no additional business and the meeting was adjourned at 7:04pm. Minutes respectfully submitted Marlys Young 3
