Minutes for Correction/Approval July 6, 2010 These minutes were not included in the packet. Items Recommended by Plan Commission for Approval: None New Business 1. EDC 2010-34 Building Permit Report for June – August 2010 No discussion. 2. EDC 2010-35 Building Inspection Report Summary for June – August 2010 It was noted that City employee Dee does spot survey reviews and checks setbacks and elevations. There were several re-inspections and Mr. Zabel said his department does charge for these. 3. EDC 2010-36 Foreclosure Update for July – September 2010 Ms. Barksdale-Noble reviewed this report for the committee and said September had the highest bank-owned properties so far this year. She said auctions and pre-foreclosures remained steady. Some banks were processing so many foreclosures that some details were being overlooked. As a result, many discrepancies were found and some states were asked to stop the process. 1 4. EDC 2010-37 Ordinance Amending the Code of Ordinances Adding a Prohibition of Service to Debtors of the City Bart Olson explained this ordinance and said that there are similar prohibitions in the subdivision control ordinance. The ordinance states that if deposits are not paid or debt is owed to the City, annexation agreements would not be considered from that developer. It would apply to debt on existing developments or foreclosure properties. However, it does not apply to police or fire, water, sewer or garbage service This item will move forward to Council on the consent agenda. Old Business 1. EDC 2010-23 Telecommunications Tower Fees Krysti did research on what other communities are charging for cell towers. She researched 20 towers in the area and found there are no set standards. The City currently charges a flat rate of $750, a $650 fee for the shelter, plus 20 cents per square foot of a building. A typical 200-foot tower would cost $1450. She said Yorkville is currently below the average of most communities and the average cost in her survey was $3,000 for a permit. A plan review is done for existing towers only, since new towers have their own engineering. She said there were many ways of charging the various fees and asked the committee for their input. She said there could be an increase and it could be charged as a flat rate, review fees could be included and the structure could be charged by type of tower. Ms. Sutcliff favored a rate of about $5,000 per tower. Chairman Golinski recommended a flat fee on the square footage and also a plan review fee. He suggested the City fees should be comparable to Kendall County. Krysti recommended a flat fee of $500 for the review fee, but she will research what Kendall County charges and bring back a range to be considered.
