Integrated Transportation Plan Minutes 2010 01-19-10 United City of Yorkville 800 Game Farm Road Yorkville, Illinois 60560 Telephone: 630-553-4350 Fax: 630-553-7575 Meeting Summary INTEGRATED TRANSPORTATION PLAN IMPLEMENTATION TASK FORCE Tuesday, January 19, 2010 5:00 – 6:00 PM City Hall Council Chambers 800 Game Farm Road Attendees: Gary Golinski, Wally Werderich, Bart Olson, Laura Schraw The Task Force reviewed the attached January 19, 2010 memo which reported on updates of task force #11- 21. Fox Road was discussed in length regarding the possible trail location, easements, road width, and current sidewalk locations. It was requested for Staff to further investigate the ROW width of Fox Road near the White Oak development to determine if trail can fit at that location on the North side of the road between the road and the existing treeline. The committee requested additional information on whether S. Main is part of the In-Town Road Improvement Plan with a curb and widening and would allow for an on-road trail. Laura will follow up with Joe Wywrot. The Letter of Understanding regarding future trail construction for US 34 was discussed and the letter and map were provided. Laura will be sending a letter to the Village of Oswego regarding this project. Gary asked for an update of Hoover trail connection to River’s Edge. Laura informed him that she had discussed with Jason Pettit of the Forest Preserve further details on how they were going to bid the trail extension, and if their Landscape Architect had accounted for the inaccessibility of the back part of the parcel in the description of work so that we receive an appropriate bid number, not one that the contractor withdraws. Pettit said he would check with her and get back to the City, and verify that the bid as an add alt to get estimates for the work but not necessarily obligate the City to complete the trail next fiscal year. The City can decide, after bid numbers are returned, on whether or not they will be paving the trail. At this time, the City will complete the excavation and base course (gravel base) in house. As an alternate to the Fox Road trail, the Railroad was discussed as a possible trail connection. Laura discussed the Railroad’s application fee of $2,800 and required plans for requesting an easement. No guarantee is given for the easement, and no guiding documents are provided for Staff to use for a base application. Staff discussed the first application including easements for Riverfront Park, including a road extension for Hydraulic Avenue, a trail request for the south side of the tracks, and possibly a crossing. This could be expanded upon at a future date for the entire length between Silver Springs and HideAway Lakes. The Committee discussed applying for the entire length for our first application, to then reduce if they do not allow us to locate a trail in the entire Railroad distance in Yorkville. It was requested to bring maps that would indicate what side of the tracks the proposed trail located. Staff is going to bring a map indicating the proposed North or South side of the tracks, as well as a map showing the Forest Preserve easement to the back of Saw Wee Kee Park of the Oswegoland Park District. The Downtown was discussed regarding the recommendations in the ITP plan and that the City will be presenting them to IDOT to include in the widening of Route 47.
