Roll call was taken and a quorum was established. Previous Meeting Minutes February 10, 2010 The February minutes were approved on a motion by Crouch and second by Schillinger. Motion carried on a voice vote. Public Hearing 1. PC 2010-02 Standard Redevelopment, Inc. petitioner filed an application requesting rezoning from R-3 General Residence to B-3 Service Business District and requesting an amendment to the annexation agreement to provide for the rezoning of the property from R-3 General Residence to B-3 Service Business District to the Bristol Bay PUD agreement, dated April 26, 2005. The property consists of approximately 21.76 acres located south of Galena Road and east of Cannonball Trail, Yorkville. Chairman Lucietto swore in those who would speak at the Hearing. Page 2 of 2 A motion was made by Crouch and seconded by Jones to open the Hearing. (Opened 7:05pm) (See Court Reporter's transcript) Tom Fullerton of Standard Redevelopment Inc. gave testimony during the Hearing. The Hearing was closed at 7:08pm on a motion by Crouch and second by Adams. Crouch and Jones questioned what type of business might be slated for this property. Fullerton replied that his client came into ownership of this property due to a failed venture and now wishes to make this property marketable for future development. City Administrator Olson listed the types of possible developments. Schillinger commented that the City has been heavy on residential and more business is needed. Jones said he wants to make sure the City includes left turn lanes in any future project. Laura Schraw said she had reviewed the Comprehensive Plan as it relates to the project. Action Items i. Amendment to Annexation Agreement Lindblom moved and Baker seconded a motion to approve the amendment to the Annexation Agreement. Roll call: Schillinger-yes, Jones-yes, Baker-yes, Lindblom-yes, Crouch-yes, Adams-yes, Lucietto-yes. Motion carried unanimously 7-0. ii. Rezoning (R-3 to B-3) Motion was made by Crouch and seconded by Jones to approve the requested rezoning. Roll call: Jones-yes, Baker-yes, Lindblom-yes, Crouch-yes, Adams-yes, Schillinger-yes, Lucietto-yes. Carried unanimously 7-0. Additional Business Michael Crouch noted the Zoning Commission had met in late February and will meet again in May. He said the group hopes to finish the project by the end of the year. Chairman Lucietto said the Kendall County Planning Consortium will meet on March 29th in the Yorkville Council Chambers to discuss foreclosures. Various speakers will be present and City officials will also be invited. The next meeting will be in May in Platteville and the topic of discussion will be water supplies. There was no further business and the meeting was adjourned at 7:23pm on a motion by Crouch and Schillinger. Voice vote approval. I am 23 here on behalf of Standard Redevelopment , Inc . 24 As it ' s gorgeous outside and I ' m Depo•Court Reporting Service (630) 983-0030 4 ' 1 sure you ' ve read through the application, I ' m ' 2 going to try and keep this short . 3 The reason I am here is we ' re 4 attempting to -- our petition is to rezone a 07:02PM 5 certain piece of property, 22 acres , just south of 6 Galena Road, just east of Cannonball Trail , from ' 7 an R-3 General Residence District to a B-3 Service 8 Business District . 9 Essentially I ' m here tonight to 07:03PM 10 answer any questions that you may have , but just ' 11 to give you a little background on the piece of 12 property itself, the piece of property is one 13 parcel removed from Galena Road to the south . 14 The property to the north is zoned 07:03PM 15 B-3 , Service Business District . The property ' 16 immediately to the south is zoned R-3 , General ' 17 Residence District , and the property to the west 18 is zoned R-2 , One-Family Residence District . The ' 19 property to the east is not annexed to the City of 07:04PM 20 Yorkville . 21 I think the best way to look at our ' 22 petition is to see this as an opportunity to 1 23 increase revenue through taxes in the form of 24 hopefully getting commercial owners and tenants Depo•Court Reporting Service ( 630) 983-0030 5 1 onto the property and producing retail sales tax ' 2 and commercial property taxes , which are typically 3 higher than residential taxes in the first place . ' 4 We think that the property would ' 07:04PM 5 bode well for this B-3 Service Business District 6 classification because our client is currently in 7 ongoing discussions and we actually have a 8 contingent contract on a piece that it also owns 9 to the west of the particular parcel that ' s the ' 07:05PM 10 subject of this hearing . 11 The potential buyer -- actually the 12 buyer under contract going through due diligence 13 right now, as you may have heard, is this Ochoa 14 Group, and they are planning on putting together 07:05PM 15 some commercial activities on that piece of ' 16 property . So our petition is to try to expedite 17 that process , show them that we ' re on board and to 18 try to move this along . 19 As you know, this property has been ' 07:05PM 20 vacant for quite some time .
