Schwartzkoph, Yorkville police Brendan McLaughlin, City Adminstrator (9:35-10:00 am) Guests: David Hene, Mid-America Craig Knoche, Knoche Engineering The meeting was called to order at 9:00 am by Joe Wywrot. The June 11, 2009 minutes were approved after corrections. PC 2009-11-Mideo Northgate LLC Preliminary plan, anal plat The property is 24+ acres, and previously reviewed by the city. The plan deviates considerably from the plan initially approved by the city. Mr. Hene is preparing to market the southwest corner, Lot 1, to CVS Pharmacy. The developer would put the infrastructure in Lot#1 and two adjoining lots. Mr. Hene has no other users in mind, other than CVS,but his company would like to build incrementally, and begin additional marketing. The legal description that was submitted with the application does not match the plat. The adjoining Bristol Bay PUD legal description is correct if one looks at the"jagged line" drawing, depicted with Ms. Dearborn's review. If this legal is correct, there would not be any overlap in small section depicted in her drawing. Mr. Knoche will check and correct the legal description. At the end of the legal description are two PIN numbers. PIN numbers should be checked to match. Bill Dunn said access points and corridor plan designed by EEI have been okayed by IDOT for Route 47. The curvature on the petitioner's property should conform to that of IDOT's . Craig Knoche stated IDOT would approve the temporary"right in, right out" on Galena Road if Northgate agreed to construct a right and left turn lane. The right of ways proposed by the county are 20' less than those proposed by Northgate on Galena Road. Mr. Dunn stated that Bertram Drive will be designed as a full access intersection. Trails will be on both Galena Rd. and along Rt. 47. In addition there will be a trail along the west side of Rob Roy creek. The trail will be 10' wide. The trails are put in as each individual (lot) site is constructed. Joe Wywrot suggested a preliminary site plan for the entire development be engineered for best management plans for water main, sewer interceptors, and trail plans for all/each site/s. He suggested a preliminary plan to include property all the way to Rosenwinkels. There should be a dedicated easement on the water tower site, 60-80 feet for the right of way. Corn Ed will need an easement to relocate poles and will not relocate to a non- easement location when work on Route 47 begins. 1 Rather than tearing up the temporary access road, curb and gutters, and to eliminate future costs, Mr. Wywrot approved the road without the gutters. City ordinance requires water mains be extended to the farthest reaches of the parcels and there should be two sources of water. Mr. Knoche stated he may have easements on the north and east property line of lot 1, to ensure CVS that the business would not be disturbed (and dug up) once building was completed. He discussed the possibility of allowing easements along the north and east property lines of lot 1. IDNR accepted data on H& H study . Flood plain elevations increase and decrease drastically along the far west property line. Excavating the pond will provide detention for what is being developed on lots 1,2 and 3. Craig Knoche will recalculate the compensatory storage. The developer will do a separate plat,just to show all easements. YBSD will own the sanitary interceptor. Northgate is bringing an 8" sanitary section across the property to serve it. Mid-America will build the interceptor along Galena, and Deuchler will approve it for the sanitary district. Travis Miller will check with Kathy Orr, our attorney, on Marquette recapture fees that may be credited to Northgate. Northgate will be expected to assist with funding for future improvements to Galena Road. and Route 47. Some form of payment will be determined and agreed upon, which may be engineering, monetary, or right of way compensation. This will return to plan council on August 20, EDC on September 1, plan commission on September 9, and City Council on September 22.
