The meeting was called to order at 9:00 am by Joe Wywrot.
The June 23, 2009 minutes were approved after corrections.
PC 2009-12 Cannonball Trails Preliminary PUD Final Plat
Bill Dunn stated that the petitioner needs to provide a title commitment report, field
tile survey and a storm water report. Preliminary check reports on detention provided
appear to be adequate with the 48" sewers and those shown. The north basin's southern
tip goes across the access easement. BKFD will probably want access to two sides of the
building (not just access to front of automotive building). The fire department should
review the retaining wall area along lot 2, for adequate fire lane access.
Harold Oliver is having a meeting today with the property owner next door. They will
be putting a retaining wall up southeast corner and may combine detention areas. The two
ideas are making the detention pond deeper or the design may call for additional 48"
pipe.
The 5' dedication strip on sheet C-3 cannot be determined. The dumpster enclosures
on the automotive building and the bank lots are not in user-friendly positions. The north
location would be accessed from the west and the grading shows it on the slope of the
detention area. On the bank site, the dumpster encroaches on the storm water site area.
Refuse carriers will find it hard to access the area for dumping.
A 12"pressure connector is highly recommended on sheet C-4. A fire hydrant should
be at the end of the main for flushing. The 12" dead end main model, completed by EEI,
does meet the daily demand needed. The development does not meet the requirement for
two water sources, as required by ordinance.
A tap off should be provided to a single service non-residential building. Hydrants are
not to be shown on the water service, they should branch off the main. In the strip mall
area, east of Horizon, there should be a single water service going into the meter room.
The sanitary sewer should run branch off the back of the building.
Utility easements for all utilities should be shown. Additional information is needed
for the retaining wall. In Lot 3 the developer proposes a geo-grid for the basin overflow.
The current legal description does not close. The petitioner should provide an access
easement for the adjacent properties.
Ms. Boettcher called attention to best management practice language, which is in the

PUD agreement. There are too many shade trees on the parkway on Route 34 and
Cannonball Trail. The petitioner will show the trees in the IDOT plan. The trees should
be 50' apart and they should be staggered. The petitioner may donate any additional trees
to the park district.
The landscape plan should be clearly marked for Lot 1 and show the buffer lot
requirement. The other lots will have their own landscape plans. The plan for Lot 4 will
include the parkway trees,perimeter parking lot requirements. There is a 5' landscaped
perimeter required around the parking area.
Best management practices are noted and suggested by Ms. Haake. Staff suggested a
"green" roof might be considered for the site. Instead of having inlets within the parking
lot, Jim Koziol stated he could depress the green area and let the water flow into the
green area, and move the inlet into the green area.
Parking lot lights should be depicted on the plan. Harold Oliver said he continues to
look for economically priced practices, such as solar power lights.
