The meeting was called to order at 9:05 am by Joe Wywrot. June 26, 2008 minutes
were approved as written.
Star European Imports—Annexation and PUD
Mr. Oliver stated that Koziol Engineering will now be working on this project.
Jim Koziol distributed to the staff revised preliminary engineering plans.
The following is a list of questions/concerns that staff and the petitioner had for
the revised site plan.
• There is a proposed addition to the northeast side of the metal building(currently
on the site) that would be used for service/sales.
• The vehicles waiting for service or storage will be parked to the south and east of
the building.
• The cars for sale will be parked along the northern property line.
• The cars will be driven into the southeast door of the building into the bay area.
There will be 6-7 bays. There will be no drive through to the southwest of the
building.
• Staff will need a count on the total number of stalls on the property.
• There will be no more than 10 employees at the business.
• Loading and unloading will be via car carriers at the current entrances. IDOT
assured the petitioner there will be two access points, and the design of these will
be moderated.
• There is a concern regarding the property to the west, and the grading easement
that will be needed for sidewalk. Jim Koziol proposes the sidewalk will be in the
easement on the public side.
• Setbacks will be according to code and will need modification especially the side
setbacks and the curve extending onto the property line.
• The buffer yard must be 30 feet.
• Monument signs can be at 8' height. The petitioner should read the new sign
ordinance for options on building signs.
• There should be a cross access to the west, with a designated path for an ingress/
egress. Needed is an easement next to the carpet business to the west.

• The water main across the frontage on the north should be extended.
• Sanitary depths should be checked. Staff suggested the best option for sanitary
may be to extend it to McHugh Street, however easements are need for this to
occur, and the petitioner has not approached land owners regarding this matter.
• The petitioner would have to obtain a variance for septic on the property.
• The fire department will need a hydrant in the retail area, and it will be place
north of the retail store in the southwest quadrant of the plan.
• The legal description on the plat of annexation does not match the description that
is attached to the application.
• The petitioner will be permitting through the county, because they wish to begin
improvements immediately. The City will be advised throughout this process, so
there will be no compliance issues when the property is annexed to Yorkville.
This is scheduled for plan council on August 281h and a Plan Commission Public Hearing
on September 10.
