The meeting was called to order at 9:05 am by Joe Wywrot.

Our City Clerk, Jackie Milschewski, received a letter dated August 21, 2008 and
staff is meeting to make comments and/or recommendations regarding the possibility of
expanding equipment on the current cell tower site, located 300 feet west of Rt. 47,just
north of the Steinwart Audiology Business at 1411 S. Bridge Street.
The following is a list of questions/concerns that staff discussed.
• Anna Kurtzman stated that the project summary form had incorrect data. The
property consists of 1300 sq. ft., which is approximately 0.25 acre lot. The tower
sits approximately 300 feet southwest of the Garden Street and I1. Route 47
intersection.
• Jackie Dearborn checked Section 106, regarding any historical properties the site
might have had. There are no such findings. Staff suggests that the petitioner
contact the Illinois Historical Preservation Association with these findings. The
association may want to give clearance to EBI.
• If an additional antennae is added, it should have its own box, which will be
outside of the current area. The"box"is 12'x20', and called a shelter building. It
should be 5 feet from the accessory line.
• The current parcel is a section leased from Mr. Loftus and the zoning lot is 40 x
40. There is a proposed addition to the northeast side of the metal building
(currently on the site) that would be used for service/sales.
• The current tower was constructed in 2000, in Kendall County. Staff was unable
to find any building information from the county. Apparently this site had a
county address at one time. The setbacks are grandfathered in. There are no
utility line issues.
• The revised site plan should be prepared by a licensed professional, including
landscaping, property lines and setbacks all dimensioned.
• Antennae must meet Zoning Code for tower and antennae regulations.
Engineering must have certification so the structure is sound.
• Per the code, fencing around the pre-existing tower should include an opaque
screen, no less than 6' in height, equipped with an anti-climbing devise. Wooden
or chain link fencing is acceptable, shrubbery and bushes are required unless
waved.
• The shelter or box should have a minimum 6' height on the fence, up to 8'. A
variance may be sought for an 8' fence.

• There is a cross access easement showing on the plat, from east to west on the
site. It appears that 12' may be unrecorded. This should be formalized in the
agreement with EBI.
• City staff is recommending a dust-prohibitive driveway, with paving.
• It is staff s recommendation that EBI will require a permit.
Staff recommends some clarification on the language in an agreement with EBI:
1) regarding the final plat; 2) grandfathered setbacks; 3) fence and scrub heights; 4)
landscape requirements; 5)paving; 6) and justification on the additional structure on
the site. The language would be amended and included in the Tower and Antennae
Code.
Travis Miller will address a letter from the City Clerk to Envirobusiness, Inc. and
send out the city's response.
The August 28, 2008 minutes were approved with corrections.
