The meeting was called to order at 9 am by Joe Wywrot. The April 26`h corrections for
the meeting were noted.
Wal-Mart Final Plat
Anna Kurtzman will consult with the developer, checking on variances for
placement for monument signs—one on Rt. 34 and one on Rt. 47,that have been applied
for. The Tire Lube Xpress sign will not be at the site.
Joe Wywrot has determined that at the time of annexation,the city's photometric
ordinance was not in effect. He is asking for a 4.0—4.5 foot-candle range, as he is
concerned with intensities. Mr. Bertie will consider this, keeping in mind Wal-Mart's
concern for customers' safety in the parking areas. Mr. Bertie will submit Wal-Mart's
engineering standards, and justification for the lighting intensities.
The March 29 plat and April 26 landscape plan and preliminary plans will be
submitted at the plan commission, with staff comments. Joe Wywrot said Lot 7 should be
created and conveyed to IDOT. Corner cuts should go back to the end of the radius. Lot
6 will be labeled on the May 4th submittal.
A storm water best management proposal has been submitted. Staff discussed
how the city could legally write and enforce ongoing management practices and where
this would documented.
Crimson Lane easements asked for by Joe Wywrot. A separate plat of easement,
including descriptions and locations was suggested by Joe Wywrot, for those areas
adjacent to the petitioner's property. The bike trail easement along Rt. 34 can overlap the
PUD. The 12' easement on either side of the trail was okayed by Dave Mogle.
Storm sewer easements will be controlled by Wal-Mart, to control the run-off
from their property.
The best management plan staff comments will be presented at the EDC meeting
on June 19. Bioswales, noted in Laura Haake's comment#4, will be included in
management practices.
The architect will put together a list of green practices and LEED standards for
Travis Miller, to be presented to City Council.
This is scheduled for the June 13 plan commission.

Bri uglio Annexation
The petitioner was unable to attend the plan council meeting. A pre-application
meeting will be scheduled with the petitioner.
This will be on the June 28 plan council agenda.
