Chris Lindley, Christopher Burke Assoc. Dave Waden, Land Vision, Inc. Don McCarthey The meeting was called to order at 9:00 am by Joe Wywrot. The July 23, 2007 minutes were approved with corrections. PC 2007-29 Autumn Creek, Unit 2 Final Plat Anna Kurtzman reviewed her comments from her August memo. The petitioner had no questions and stated they could address all comments. Bill Dunn summarized his comments, and the applicant said he would have no problems making the desired changes. Joe Wywrot asked if the grading plan would need to be modified to address the storm water management concerns. The applicant stated no. The applicant said the school had approved the grading plan. This will go to the plan commission on September 12. PC 2007-28 Septran Annexation and Zoning Anna Kurtzman stated no changes to the plat of survey were needed. She did have a number of questions about the plat of annexation, regarding Lot 6 and the building on it. Mr. O'Brien said the building encroached on the property when the property was purchased. It was suggested that a legal description excluding the building and the surrounding five feet be used to annex the portion of the property without the building. It was determined that the applicant would need to do more research on it if the alley by Parcel 6 had been vacated and assigned PIN numbers. Parcel 6 acts as the entrance/egress to the bus parking area. There was some discussion on how the property would be divided and conveyed if the alley had to be vacated. The staff requested that the applicant do additional research to determine the ownership status before proceeding. They were informed that the city would need to have this matter resolved by September 14 in order for it to go forward to the September plan commission meeting. PC 2007-25 Fields of Westhaven Preliminary PUD Plan The petitioner, after discussing landscaping with Travis Miller and zoning comments with Anna Kurtzman stated he would be able to make requested changes. 1 Bill Dunn brought up a concern regarding the boundary between the park and school site. He said the utilities should be brought to the east, and wants a street extended to the eastern property line. Dave Mogle would like street frontage for the proposed park property. The applicant stated that the school system needs a minimum of 15 acres and determined the boundary between the school and park properties. It was determined that that the applicant will go to the school district and see if the boundary between the park and school could be moved to the north. Joe Wywrot then suggested that relocating the school sites access points should be discussed. He suggested that the second point of access to the subdivision be moved to the east to provide better access to the school site. Joe also said that they should have engineering plans completed to Baseline Road to the entrance of the subdivision. The applicant was informed that revised plans should be received by August 31 in order for staff to review them for the September plan commission meeting. Minutes submitted by Charles Wunder. 2
