The meeting was called to order at 9:30 am by Joe Wywrot. Minutes from April 27 were
approved as corrected.
Matlock Subdivision— 1 % Mile Review
Anna Kurtzman needs to have building rear and side setbacks shown on the plats,
on lots eight and ten.
Dan Kramer said Pavillion Rd., as mapped in the comp plan,would cross the
highest point in the county and would go through an Army Corp jurisdiction wetland on
the Matlock property. IDOT would like to see Pavillion re-routed to the east, behind the
farm buildings. Another consideration would be the impact on commercial area on the
NW area of Chally piece, and whether or not a left turn from Pavillion Rd. could be lit for
greater safety. Travis Miller suggested a re-evaluation of the comp plan to show
realignment of Pavillion Rd. He is now not recommending a right of way on the western
edge of the property, as stated in his comments.
Fran Klaas is exploring the option of having a collector road to High Point Road.
The city recommended to Mr. Kramer he put together for the county a concept showing
the connection from Matlock Lane and High Point or Legion Road. (the Vernol
property). Dave Matlock is not expressing any interest in developing his property, and
conceivably,may make a dedication of his property for conservation.
The school district has not made a formal issue to Ms. Matlock on her flat land
There should be a sidewalk along Rt. 71, consistent with city future plans.
Joe Wywrot suggested moving the cul-de-sac to the south, ending the pavement at
the end of the radius return. The eyebrow would be the turn around. The county asks for
a 5 foot wide perimeter public utility and drainage easement along each side on all lots.
Dan Kramer would like to keep the county setbacks of 30-35 feet. The
developers make an overlay for county subdivisions that is recorded with the plats,
mapping out the first and secondary septic fields, keeping these toward the fronts. The
pads are dedicated and kept open. If water comes to this area,the developer would be
interested in annexation.
The streets will be 28 foot wide and curbed. For the plat IDOT certifications are
needed by EEI. IDOT has not asked for any additional dedication per Mr. Kramer.
This will be at the June 14 Plan Commission.

Grande Reserve— Unit 21 Preliminary/Final Plat
Joe Wywrot stated rear yard storm sewers (lot 50-58) should be eliminated, and
drain directly into the detention basins (Schoppe comment sheet).
Anna Kurtzman needs documentation that 80 feet width at building setback
should be on the plat. Mr. Murphy said the lot widths had been adjusted to 84 feet.
John Philipchuck stated a concern that if typical lot detail and side yard setbacks
are shown on the final plat,that other setbacks line can potentially become an issue with
the covenant of the subdivision. A variance could be granted by the municipality;
however, all owners and their lenders would have to sign off on the petition. The
subdivision control ordinance states that the building setbacks lines are shown on the plat.
Staff has typically asked that all lines be shown. The petitioner would have to seek city
council approval amending PUD agreement that this language not be on the final plat, or
seek a waiver on front setback lines not being on the plat.
The developer has met with Bill Dettmer for architectural standards for
neighborhoods 2, 3 and 5.
Bill Dunn and Joe Wywrot will evaluate documentation provide by Dwight
Trostle showing a proposed methodology on the plans between units.Needed is better
delineation for items being constructed and the opinion of probable costs. Clearer
documents would assist contractors, and Joe Wywrot in the letter of credit reductions.
Engineering will evaluate the documentation . EEI forwarded phase II storm water
reports to the city and the developer.
The developer and Eric Dhuse will check with Jennifer Fischer in engineering for
consistent naming of the streets. Crooker and Shoeger Drives as shown, change names
without an intersection.
This will be at the June 14 Plan Commission.
Grande Reserve— Unit 23 Preliminary/Final Plat
Anna Kurtzman said the annexation agreement states there is no minimum lot
width required. Setbacks should be provided on the plat.
Tuscany Trail will be a public street. All others will be private per John
Philipchuck. The HOA will own all and maintain all cul-de-sacs. These will be shown
as separate lots. Ownership of the eyebrows will be checked by John Philipchuck.
The community center, shown on the landscape plan, will be constructed. A
separate parcel does not have to be created because this will be owned by the home
owners association. The 25 foot radius is needed when public streets intersect public
streets.
Engineering issues will be discussed at a meeting with the developer and EEI.
Bike trail easements in lieu of sidewalks, on the east side of Tuscany will be in the right
of way. One document titled"Preliminary/final "plats will be presented to plan
commission, but filings will be done as "final"(only)plat.
This will be at Plan Commission June 14.
