The meeting was called to order at 9:30 am by Joe Wywrot. Minutes corrections to the
Sept. 13 minutes were made and approved.
Caledonia Phase II—Final Plat
Rich Guerard will comply with all engineering comments.
The original total final plat of all Caledonia properties was approved at City
Council and never recorded as Inland as property owner. Wyndam Deerpoint bought
Unit 1, and administrative approval and letter of credit was okayed for Unit 1. This is a
Unit 2 approval, for concurrence with the original approved final plat.
Easements for Unit 1 have been recorded per Rich Guerard. The Caledonia drive
easements were granted as part of Unit 1 per John Whitehouse.
This will be at the Plan Commission for November 8t'.
Menards—Preliminaa and Final Plat
The petitioner is changing the entrance to the rear storage yard, moving it to the
north side and enlarging it on both sides. The water main should be extended out.
John Whitehouse stated that Smith Engineering should change the certificate and
easement language that is needed on the plat. The legal description, containing the
"exceptions"will be addressed by EEI to Smith in a letter.
The petitioner and YBSD will meet regarding the movement of the hydrant(now
near the wall) so traffic would not be driving near it.
This will be at Plan Commission on November 8th.
Grande Reserve Unit 22—Final Plat
Bill Dunn's stated this Unit 22 was in neighborhood 5 j-hook piece with the 100'
radius. It has been revised to 150 feet to comply with the subdivision control ordinance.
There is a bike path through Park B. Joe Wywrot stated the park is in Unit 15,
and runs south of this unit. There were no zoning issues reported by Rebecca Houseman.

The annexation agreement states that City should adopt an ordinance, per Joe
Wywrot, establishing the dormant SSA's prior to recording the final plat. John
Philipchuck is concerned with Units 19, 20, 22 and 23 that have not been recorded,
awaiting the establishment of the dormant SSA's. Travis Miller stated the City was
discussing this at the EDC meeting and the City Council will be making a policy on this.
The annexation agreement states that the developer agrees not to object to the
establishment of a dormant SSA. The question is: Does this obligation continue on to
the individual property owners? And does the City have a right to tax property owner's
and would they be obligated to sign off on the establishment of the dormant SSA.
John Philipchuck is working on a document that may be signed at closing that
offer no objection to establishment of dormant SSA's and he will speak with John Wyeth
regarding the language.

X-PAC Easement Vacation—Preliminaa and Final Plat
John Curtis's company bought two lots in this subdivision, and want to put a
single building on the property. To accomplish this a vacation of the easement and lot
line was necessary to accomplish this. The utility companies have been contacted, and
Nicor documents have been signed off on. Joe Wywrot okayed a public utility of 10 feet
on the west side. Standard easement language should be used.
On page two of the certificate page, there is a county engineer's certificate which
is not necessary per John Whitehouse.
This will be at the October 11 Plan Commission.
Milazzo—Annexation and Zoning
Anna Kurtzman stated that the plat of annexation shows the City is not contiguous
to this property on the north side. There is an annexation to the east and to the Forest
Preserve to the south. There are incorrect PINS on the plat. The concept plat shows an
outdoor eating area, but the actual dimensions are needed so parking calculations can be
determined. The drive aisle should be expanded to 24' if it is two-way. The building
setback line of 50 feet should be shown across the front. The parking lot is adjacent to
residential property and a buffer needs to be provided.
Travis Miller stated this property's annexation agreement approval may be subject
to contiguity. What is shown on the plat is "future annexation of Harris Woods" ,
currently not being petitioned, which should be removed.
The City will need a draft of the annexation agreement prior to the Plan
Commission. Travis Miller will prepare a memo in regards to use and the comprehensive
plan for the Nov. 8th meeting.
