Plan Council Minutes 2006 11-20-06 APPONED Plan Council November 20,2006 Attendees: John Crois, Interim City Administrator Joe Wywrot, City Engineer Travis Miller, Community Dev. Bright Vince Rosanora, DBC &W Eric Granrud, Smith Engineering The meeting was called to order at 9:40 am by Joe Wywrot. The October 26 minutes were approved with corrections. Grande Reserve Unit 26 Preliminary Plat Rick Murphy stated there were no issues with comments from Bill Dunn. Mr. Murphy stated this is being presented as a preliminary plat, not final plat. Bill Dunn will put a recommendation letter together for the Plan Commission on Dec. 13th. Corrections will be completed on the final plat. Grande Reserve Unit 27 Preliminary Plat In reference to EEI's comment# 11, Rick Murphy stated the engineering plans were correct and the plat will be adjusted. Bill Dunn will put a preliminary plat recommendation letter together for the December 13 Plan Commission, with corrections to be made on the final plat. Brighton Oaks Phase H Annexation, Zoning and Preliminary Plan This is contiguous by way of Yorkwood Estates and will be R-2 zoning. Bill Dunn asked about the two short cul-de-sacs designs. Mr. Granrud is not opposed to changing these to conventional designs, which would increase lot areas. Tim Fairfield, BKFD, will need to check on the vehicular turn around dimensions. The landscape islands will be maintained by the HOA. An appropriate location for the booster PRV station,per Bill Dunn, would be in the southwest corner adjacent from the open space. The dual zones present additional looping concerns. Eric Dhuse is concerned with water main looping between houses (lots 30—39) and Bill Dunn suggests the mains be moved behind the lots (to the east). If only two lots are located in the upper zone, the City is ok with separate PRV's for these homes. The outfall is piped. The water main should be no closer than 50 feet from the drain field pipe system. City staff is suggesting the sanitary design for Unit I be proposed with the annexation of that property. The developer has conducted no traffic studies for the collector road through the development. Joe Wywrot suggested that the street would carry significant traffic, and 1 1 suggested the pavement structure be stronger than the norm. City staff is ok with concrete, with a submitted cross section for analysis. Eric Dhuse asked the developer to consider 6 foot mast arms for the street lights. Dave Mogle stated the developer does not need to return for another Park Board meeting. There is no park in the development. There is a trail along the detention area and a trail, in lieu of sidewalk, along the inside of Highpoint Rd. John Philipchuck and engineering staff will look at making the right of way along Highpoint Road sixty foot wide, and possibly moving the trail into the right of way. The comprehensive plan recommends 100 foot from the edge of right of way to the back of the building line, and Travis Miller will consider this right of way modification. Dave Mogle asked for an easement to connect this property to Yorkwood Estates. Joe Wywrot is suggesting a 10 ft. area from the edge of the detention area to the right of way line and before sloping starts. The tree survey is underway for this development. Travis Miller stated a connection for this development to the pedestrian link to Brighton Oaks I should be submitted,potentially ingress/egress easements from the center two cul-de-sacs. John Philipchuck will have the easements available—his concern is crossing into public properties and maintenance issues. Travis Miller will check on comment#3 on the Haake memo. There will be an attachment to the annexation agreement showing the side and rear setback lines for lots noted in comment 94 on Rebecca Houseman's memo. John Wyeth will be consulted to determine if the developer has to include these measurements on the recorded document. Lots 55 and 56 are to be maintained by the home owner's association.
