Terry Klingel, Yorkville Police Guests: Matt Cudney, Pulte Homes Ken Huhn, Smith Engineering The meeting was called to order at 9:35 by Joe Wywrot. The May 26th meetings were approved as written. The June 23 minutes should indicate that Westbury open spaces would be plotted as part of the individual units. Autumn Creek Unit 1 —Final Plat Anna Kurtzman's comments 1) Lot size should be indicated on plats for the lots. 2) The 10 foot setback on the preliminary plat is okay as written in the annexation agreement. Setbacks should be shown for all multi-familys on the plat. 3) Building envelope should be reflected on each individual lot. Mike Schoppe comments 1) There is an additional lot on the final,which was not shown on the preliminary. He recommends a chart on the final to include the number of units on each individual lot. The unit sum should not exceed the total number of town home unites approved in the annexation agreement. 2) CDF will be commenting on the open space, natural, storm water basin treatment options and maintenance plans are due to Mike by July 15. 3) Landscape plan comments will be forwarded to the developer by July 15. 4) The storm sewer outlet stops short of Blackberry Creek. From an engineering prospective, this is a Phase I temporary outlet, with a minimal restricted flow. As other units are developed there will be additional work done. Mr. Huhn will report on the revising the pipe fitting, so it will not need to be as subsequent phases are completed. John Whitehouse comments 1) Street name need to be added to sheet one. 2) Easement provisions have been added for the bike/pedestrian trails, allowing all storm water management facilities and public utility and drainage easement to be used for bike paths. (#9) There needs to be 15 foot level area immediately north of Rt. 34 ROW for the construction of a bike trail. 1 3) Comments 13-22 deal with additional easements for side yard utilities,totally 20 feet. 4) The developer has no issues with comments 27-29 regarding vehicular access. The annexation agreement allows the commercial owner to request access to Rt. 34,but this would be at the discretion of IDOT. There is a 25 foot commercial radius in the commercial area that needs to be on the legal and front sheet. 5) Will need easement grants beyond this unit for the 16 inch water main provided on the west line, between 44 and 45, in Grande Reserve to Prairie Meadows. (#45) 6) Easements should be granted on off site storm sewer and water mains for this unit. (#36) 7) It is suggested the light pole be in the island, with a double street light standard. The island proposed will need to be shortened so access is not prohibitive for turning to Lots 2 and 131. Lot 2 should be garage right and lot 131 garage left, so island would not have to be shortened the maximum amount. Restriction for these two lots should be put on the plat, with a note or triangle. (#42) 8) Lot 131poses a problem, with frontage a wide road or minor collector, provide a hammer head or three point turnaround. If the turn around will be used as the second parking space, (two spaces are allowed by code and normally are in the garage) exceptions may need to be looked at in future PUD agreements. 9) Regarding the 50 foot permanent easement for IDOT ROW. Initially was to be IDOT owned. Now water main is not taking this route, it goes between lots 44- 45, following streets to Hamann property and then to Rt. 34. 10) The requests a 15 foot level area north of Rt. 34 ROW for construction of a future bike trail,which goes across the commercial property. It will put the trail 30 feet off the pavement. This will be part of the engineering review, so grading facilitates it. 11) Pulte is building the HOA and regional trails,which be noted both storm water and pedestrian trail areas. 12) Kennedy Rd. sidewalk is on both sides. 13) Joe stated that agreements for improvements along state highways are handled by 1) credit by developer, 2) allow the sidewalk to be delayed, or that it 3)must by done. Rt. 34 will have a trail along side it. Pulte will put in the trail in lieu of a public sidewalk. The trail should be shown on the engineering plans. Additional comments 1) Tim Fairfield stated lots 228 and 332 have no access to Kennedy Rd. If maintenance equipment can be accessed,then restrictions will be placed on traffic to this area.
