PC 2002-12 KYLYN'S RIDGE—FINAL PLAT & PLAN—AMG
Overview
Preliminary plan approved by City Council a couple of months ago.
Plat Issues—Engineering
There are a lot of comments but most are just housekeeping issues. A few warrant
further discussion.
➢ Mr. Wywrot recommended that the right-of-way width be 70' on High Ridge
Lane. The city standard is 66',but 70' would create a uniform parking width
throughout the development. Mr. Gunderson will confer with his engineer, Jorge
Boada, and make a determination. He stated that he would like to conform to the
city's request if he can. He will talk further with Mr. Wywrot on this and give a
final determination.
➢ The alignment and time line of Faxon Road at Yabsley's property still needs
worked out. Kimball Homes engineering firm is V3 Engineers. They met and
seem to think the curve shown in the comprehensive plan can work. AMG has
spoken with Kimball Homes. The road works with the current configuration.
Sewer will be moved onto the north side to incorporate the curve shown on the
comprehensive plan map. This actually works well for all parties. A meeting is
to be scheduled by the developer in January with Kimball Hill, the City, AMG &
Gail Fisher. They would like the city to be involved. Mr. Graff will be involved.
➢ The name of Canyon Court (in unit 2) will be changed to Canyon Trail Court.
All agreed.

➢ Inland will provide a separate document for the offsite easements needed to run
the storm sewer to Rob Roy Creek across Unit 2 and Inland's remaining property.
➢ The detention basins, private tot-lot,public park,public linear parks and private
open spaces need to have their own lot numbers. Discussion was held whether
they should be lots or parcels. Mr. Schoppe recommended lots. Mr. Wywrot will
confirm with Dan Kramer.
Plat Issues—City Planner
➢ Mr. Schoppe requested a copy of the engineering plans. He would like to check
the grading on the park, along Faxon Road &the detention area.
➢ The responsible party for the landscape easement needs to be noted on the plat.
➢ On sheet 2, there is a landscape easement indicated. Mr. Schoppe doesn't think it
will be needed in unit 1 only in unit 2. AMG stated there has been no final
determination made at this time. Mr. Schoppe asked that if it is included to show
it on the plat.
Plat Issues—Planning Coordinator
➢ In the Agreement for Kylyn's Ridge it refers to a left turn lane on High Ridge
Lane onto Faxon Road. Is there enough room? Mr. Wywrot stated the road is 33'
back to back. This allows for three narrow (10') lanes, it will be handled with
striping. As long as there's no parking allowed, striping should be sufficient. A
striping plan is needed.
Plan Issues—City Engineer
➢ The volume in basin 2 is more than indicated. The Developer's engineer will
check this.
➢ Basin 1's bounce is 5.2" it needs to be lowered to no more than 4 feet.
➢ This plat and plan is okay to move forward to Plan Commission for January 15`h
but a revised plat and plan should be submitted for City Council.
➢ The detention basins need to comply with the state statute regarding setbacks.
➢ Mr. Wywrot and Mr. Schoppe both recommended that water service, sanitary
service and a transformer be close to the park location. Dirk Gunderson will meet
with ComEd and recommend a location for the transformer by the south property
line and lot 187, so as not to be in the middle of the park.
Plan Issues—City Planner
➢ The park contouring needs to be reworked for pitch. It should be a 2%pitch. The
grading needs to be coordinated with Cannonball Estates' park to eliminate

creation of a swale through the middle of the park. AMG agreed. Revise the
grading plan in the park area.
➢ A Tree Planting Plan identifying the types and sizes of the trees on the property
needs to be submitted.
➢ Eight more trees are needed in the parkways along Faxon Road.
➢ No landscaping should be done along Faxon Road until the realignment is
completed. The city staff and private parties have not reached a determination
regarding the realignment. The road can function as is for unit 1. For this plan, it
is assumed that the alignment will be as presented in the City's Comprehensive
Plan. Several different"What if's..."were discussed. Easements will be needed
from the Yabsleys. Mr. Graff stated since this is addressed in the PUD the City
does the realignment,not the developer. It will need to be determined prior to
approving unit 2.
➢ Future issue, Faxon Road improvement from Cannonball Estates to High Ridge
Road will need a side agreement drawn up between the city and the developer
regarding sharing of funds for the project. If it is not in the agreement then it will
be determined by Engineer's estimate or agreed upon not to request the funds
until final plat approval of phase 2. This can't be done until the realignment is
worked out. The city will allow occupancy at the current condition of road.
Final PUD Review—Planning Coordinator
➢ In section 1,paragraph 5a, it states that a homeowner's association will be
established. Ms. Kurtzman needs to see the language for this.
➢ Regarding the park contribution, Ms. Kurtzman verified with Laura Brown that it
is still the same as during preliminary approval. It is.
The next step is Plan Commission on 1/15/03 with recommendation contingent upon
submittal and approval of revised engineering plans.
ADDITIONAL BUSINESS
Mr. Graff stated that Kelly Kramer is redoing our 1 '/2 mile planning area
review/comparison with Kendall County. This will be discussed at the January 23ra
meeting. Kelly Kramer will be invited to attend. She is also revising the Estate Zoning
to mesh better with the County's Zoning. A recommendation will be made to the City
Council.
The Master Park Plan was discussed as to any components which the Plan Council needs
to review. Mr. Schoppe stated not components,but the plan draft will be reviewed by to
ensure that issues like rescue, lighting and security are addressed. Ms. Brown stated that
the design work will be brought to Plan Council as well. Neighborhood Parks were used

as an example. Some of the feedback they will be looking for is amount of street
frontage, off-street parking design,buffer, visibility and the degree (angle) of parking.
Sgt. Diederich stated that too many evergreens are being used hampering visibility.
Discussion was held regarding a rescue shelter/station with a phone being located by
lakes in community.
Mr. Graff stated that the park plan should be reviewed by individuals not as much with
the group. Drafts will be distributed to the group.
The fire department is also working on a master plan for future locations of stations.
When the locations are identified, then the city will know what land to request from the
developers. The city could amend the Comprehensive Plan to show future locations.
