The meeting was convened by Tony Graff at 9:43 AM.
1) Minutes
The February 27, 2003 minutes were approved.
2) PC 2003-05 Heartland Circle - Final Plat & Engineering- Units 1,2, & 3
* Petitioners are requesting a final plat to be submitted to the Planning Commission on May 14
* Regarding engineering issues: 1) Wording of"dedication to city" of Parcel 18 and objective is
clarifying the final wording of ownership of this property, "to be conveyed to the city of Yorkville".
Petitioners wish to retain ownership of property until all improvements are complete.
* Petitioners are concerned about obtaining EPA permits in a timely fashion, anticipating a usage of
sewage by end year or early 2004. City is not prepared to give petitioner a firm back up plan date for
regional lift station. Financial dollars are being budgeted by the city for the regional lift station, approx. 2.5
million. YBSD is in discussion with city regarding the local, versus regional, lift station language.
Administrator Graff is confident the city will be solidifying an agreement with the YBSD,pending the
annexation agreement and fee schedules for these units. Mr. Graff said city costs did not include any
monies coming in from the district. Joe Wywrot suggests that he and Deuchler will look at EPA permit
application, in hopes that they would sign off. In addition, the city will get direction from YBSD, in hopes
that the city council could approve an agreement to construct the lift station for this area. Mr. Graff
suggested that that the petitioner bring issues to the May 12'h meeting, in hopes that the council would
address the annexation in early June.
* Regarding Parcel 4 platting issue, the development language will state that it will be added to the
HOA if it is not needed for the city's lift station.
* Regarding sheet 4, pg. 1, Yd item: Richard Marker said Mr. Griesman has verbally agreed to do
this,but final written has not been given by Griesman.
* Regarding the parcel 2 easements on Parcel 2, Engineer Roake is not in favor of a blanket
agreement, giving the utilities run of the properties, so Mr. Wywot suggested more precise easement
measurements when the plan is complete.
* Mr. Wywrot suggested that the radius be rounded to 25' at the NE corner of Lot 212 (Unit 3 Plat,
Sheet 2). Mr. Roake suggested this would not be an issue for the petitioner.

* Richard Marker suggested that the petitioner's intention is to transfer ownership of the 33 ft.
easement on which Quinsey Lane is located to an "entity", which has not been determined at this point. the
petitioner may pursue an agreement with Mr. Griesman, contingent on the petitioner assuming
responsibility for paving of Quinsey to the Griesman property.
* The petitioner needs a construction traffic management plan, as stated in the annexation
agreement (page 14). City needs communication with developer before addition traffic lanes are
completed for traffic safety. Mr. Graff says a local ordinance is being discussed for a $250 fine for the first
violation, and a $500 fine for the second violation, if construction traffic illegally disobeys a "no
construction" traffic sign on Spring Street. Chief Martin suggests that the maximum weight limit on Spring
Street would be in excess of 16,000 4's. Chief Martin is suggesting the sign be posted at Spring & Route
47. A memo will be sent to Tom Lindbloom of the planning commission regarding the traffic issue and
suggested solutions.
* Regarding the water mains on Spring, Joe Wywrot said the city needs the adequate fire flows to
the subdivision (15 00 GPM) and will run a model at this site.
* Mr. Roake and Mr. Philipchuck questioned the timing and responsibility of the abandonment of
the lift station, in who gets the salvage and when ownership is assumed. Mr. Graff suggested that if the
city does the work, they would receive the equipment. This will be reviewed by engineering and the city,
but will need a determination from Heartland as to their intentions. In question will be the switches and
controller which could be reusable, not the pumps which are usually not reusable. Petitioner questions the
cost extension lines from Heartland to new regional pump station. This issue is shelved pending further
engineering review.
* The width of park trails is a park department concern, and discussion ensued as to which are 8'
and which are 10'. Petitioner states that the preliminary plat gave all widths;and these widths will be
carried over onto final plat. From north to south, all are 10' and all others will be 8'. Recommendation
will be a 10` asphalt trail alongside the outside perimeter of the city park, okayed by Richard Marker,
pending the okay from Laura Brown at Park& Recreation.
* Mr. Wywrot stated that 12" storm sewers and 5' manholes are minimum. Petitioner suggests
that these are indicated on the current report. The city may allow 4' manholes in some locations.
* Regarding the Sheet 3 thermoplastic paving marking, Mr. Roake suggests this material is
slippery. Mr. Wywrot suggested diagonal stripping and design may effect the final product, and will
further investigate.
* Driveways will serve as sidewalks where walk and driveway intersect per Joe Wywrot.
* Engineer Wywrot suggests there has been a problem with topsoil stockpile (sheets 6-7) in other
developments. Petitioner suggests these stockpiles will be moved and suggests city will not take
ownership of the property until topsoil issue is resolved. Mr. Wywrot's concern is minimizing residents
complaints and suggested by Mr. Schoppe was a time frame allowing the developer to have the park
grading and topsoil issues completed, and in addition, to modify the park site with a uniform pitch of 2%,
from NW to SE.
* Mr. Schoppe suggests the tree line be identified on the engineering plans alongside Quinsey. Mr.
Wywrot suggests a separate plan sheet showing water mains, storm sewers, which trees are remaining and
which are gone. Petitioner states all trees that were on preliminary plan will remain.
* Petitioner suggests at this time provision is not made for water service to be provided to the park.
Mr. Schoppe suggests the developer picks up the cost of water development to the park (sheet 29).
* City is requesting that petitioner not auger the Johnson Street watermain. Petitioner suggests they
do not open cut resident's yards, which would open themselves to public scrutiny. City is requiring this of
petitioner, and understands that small easements are an issue. Mr. Wywrot will talk to the homeowners
involved.
* Storm sewer may need to be realigned in some areas. Petitioner's engineer will look at this issue.
* City engineering needs clarity on drainage in Tuma area (sheet 28). Proposed is shortening the
curbs before the driveway.
* Regarding Sheet 28, item 1, the proposed gate will be further discussed/investigated with public
works, the Yorkville Bristol Fire Department and the police department.
* Mike Schoppe stated petitioner should change all parcel numbers to lots. All open space parcels
will be owned by HOA with the exception of the park. Petitioner states yes, with the exception of Parcel
2,which has not been determined yet.
* Determination of plat issues should be brought to commission by May 2.
3) PC 2003-04 - Caledonia -Preliminary Plan
* Mr. Graff states the annexation was approved in 1995. Land use clarification issue is an R-2
residential PUD, with a density of 4 units per acre. Dan Kramer, city attorney, states lot size is secondary
to density, and referring to annexation agreement, states the plan has met annexation agreement in regards
to density issue, with minimum lots of 9,000 and average of 11,400. Land use and berming language is as
clear as can be determined for this subdivision. The planning commission and the developers need design
standards for: 1)typical roads, 2) street scapes, and 3) recommendation for a list of variances. These will
be on the agenda May 8 for the planning council,with a possible recommendation to the planning
commission on May 14. At the earliest, a formal vote may be okayed by the planning council in June.
* At issue is preparation for the next planning commission meeting, knowing these issues are
being discussed with Caledonia, and expecting diligence from the city in preparation of comments to the
commission. In particular is the park, architectural designs, lot sizes and land use vegetation/wetlands
issues.
* The subdivision lot sizes are not addressed in the PUD. The city would be obligated to approve
lot sizes as long as there is no conflict in size with the subdivision control ordinance. The planning council
will receive clarification from city attorney regarding the setback limits in the subdivision.0.nd. (of SiZcS
* Petitioner will submit a new Preliminary PUD plan. Mike Schoppe requests supporting
architectural documents, explaining the plans on the lot sizes, showing lot widths, building separations and
architectural components proposed. Anna Kurtzman suggests the square footage of ranches and elevations
be noted.
* Mike Schoppe recommends the storm water accommodation be noted on the plan, also
indicating the owner on the south operated by Yorkville Business Center. EEI will need asbuilts showing
the volume going into the basin.
* The Park Board will address the placement of the 5-7 acre park site/s. Discussed were the current
Caledonia park assignment on the east side, or possible west side (near Rob Roy Creek) or east side park to
connect with larger land development.
* Tony Graff suggested the road stub as 66 foot right of way (lot 61), with paving costs to be
negotiated, and determining that the city wants an indirect traffic connection to the subdivision, concerned
with potential connections to additional developments from this "stub".
* Clarification is needed for outlots C, E and F, and if they are a part of the PUD should be
identified as lots. "C"was originally discussed as a road to business access. Mr. Wywrot stated that
YBSD would want exclusive easement agreements along the rear of Lots 142-46, and might affect how
buildable these lots would be.

* Mr. Schoppe is requesting vegetation identification on lots 99-100. Wetlands on the SW corner
should be delineated, and Mr. Wywrot said a plan had been previously approved to put a pond on the
wetland.
* Mr. Graff is suggesting Caledonia submit a streetscape plan to the planning council, for
determination for a positive vote by the council. Landscape plan should be submitted by May 8`h, with the
Caledonia plan in compliance with our city's landscape ordinance.
4) PC 2001-16 - Fox Hill,Unit 7 POD 10
* This will move to the May 81h Plan Council meeting.
5) PC 2002-27 - Fisher Property - Rezone, PUD & Preliminary Plan
* Fisher is seeking committee comments on this third concept plan . Petitioner states that all lots
are 12,000 sq. ft. plans, meeting all R-2 zoning requirements. For approval by the plan council, a
preliminary plat should be presented in May. Petitioner is seeking committee comments on this current
concept plan.
* City comments: 1) some of the roads are longer than city standard (for block lengths);
2) Rob Roy Creek bike trail now crosses the track; 3)park department is okayed by petitioner to access
easement without accessing school property; 4) petitioner okayed shared parking with school for park;
5) the Park Board (on April 28`}' meeting) will address the oversized park being submitted on this concept
plan and give recommendations to petitioner; 6) will lineal footage for disability be adequate on bike trail.
7) petitioner needs to ascertain that paving does not narrow on Cannonball to less than 80 feet: 8) most
right of ways should be 66 feet: 9) discussion on eliminating Cannonball entrance, but due to main
marketing entrance designation by petitioner, will extend street through the neighborhood 1.
* Plan commission is recommending this concept plan, annexation and zoning of R-2, going to the
planning council on May 14. Pending that recommendation, the preliminary plat will come before the
planning commission at the first June meeting. Tentative city council annexation hearing would be the
second meeting in June.
* Jeff Freeman of EEI requested the flood way needs to be defined by the applicant, in accordance
with the flood plain ordinance, which the city submits to IDNR for concurrence. Definition of floodplains
have been begun in process with Rob Roy study. Petitioner suggested that three final plats will be
submitted and that petitioner believes flood plain effects are conservative.
* Petitioner is asked to complete the mailing for the public hearing.
