Minutes
The April 27, 2003 minutes were approved with corrections. The date should be April 24, 2003 not March
24, 2003 and on page three, PC 2003-04—Caledonia, bullet three, the last sentence the words and lot sizes
were added.
PC 2003-04 Caledonia—Preliminary Plan
Administrator Graff gave an update on this plan. He noted that the maximum allowable density for this
project is 4 units/acre. The plan has been before the Park Board where a park on the western corridor was
suggested. A trade for this could be more lots less than 10,000 square feet or duplexes or townhomes. The
Plan Commission was not happy with this option.
Matt Fiascone with Inland stated that the Park Board has requested a five acre park on the northwest side of
the development with a future adjacent park in mind. He explained that Inland incorporated the park on the
south side as a buffer between homes and adjoining industrial area and because of soil conditions and
drainage concerns in the area. He suggested three proposals; dedicating land on the north portion of the
development which could be added to another park in the future, remove lots at the west end of the
business park to create a more centrally located park or create a small area of open space in a central area
of the development. Mr. Fiascone noted that the area the Park Board is requesting on the northwest side
contains many established trees and he did not see how this would be beneficial for an active park site.
Park&Recreation Director Laura Brown asked if the 4 acre park parcel on the south southwest end of the
development could be adjoined to the parcel on the southeast in order to create a larger park(now divided
by Wheaton Drive). City Engineer Joe Wywrot suggested that lots 54-56 be removed to increase the size
of outlot F. Ms. Brown agreed that the increase of the southwest parcel to 5 acres would be more appealing
to the Park Board. Drainage issues for the park parcel were discussed; a drainage pipe would run under it.
Mr. Fiascone also asked that the remainder of the park/cash contribution be used on this park. Ms. Brown
agreed.
Other park items discussed were bike trails and the use of double wide sidewalks in lieu of trails.
Administrator Graff suggested that issues of wider sidewalks be further discussed with the Public Works
and Public Safety Committees. He suggested that the developer explore access to the neighborhood park
and present a solution to the Plan Commission. Mr. Fiascone stated that they were not opposed to

relocating lots 54-56 and reconfiguring Wheaton Drive to create a 5-acre park.
Also discussed was the sewer easement for the Rob Roy Creek Interceptor on the east side of the
development which will impact several lots. 100 feet of easement is needed temporarily with a permanent
30 foot easement. The developer is proposing that the permanent easement be centered on the property
line, 15 feet on each side.
The May 1, 2003 memo from John Whitehouse with Engineering Enterprises, Inc. (EEI)was discussed.
Mr. Wywrot questioned the watermain stub route to a neighboring property. He noted that is was not
addressed in the memo. He suggested that this be treated similarly to the `t" intersection at lots 28 and 29.
He also suggested that outlot C be extended to the east-west right-of-way so that the interceptor and
watermain could be located in it.
Mr. Whitehouse recapped the memo which recommended:
• A 40' right-of-way instead of 33' on Corneils Road
• A traffic study be performed
• Business traffic being prohibitive through the residential area
• The length of Edgewood Drive(exceeds maximum of 1,320') be addressed
• The Typical Road Cross Section for Local Streets should be added to the plans—the old
Subdivision Ordinance applies to this plan
• Clean up the location of the street light on the plan—they appear behind the sidewalk
• The drain the investigation was not provided with the packet—he believed there was a major
tile in the area. It was discussed that the tile was relocated and Mr. Whitehouse recommended
that the tile's location be showed on the engineering plan and easement shown on the plat.
• The Construction Record Drawing for the Yorkville Business Center should be provided if
available—especially topography for the detention basin
• Proper setbacks for the retention/detention basin be observed and an analysis be provided
• Road grade preliminary profiles be provided (Mr. Whitehouse did not receive a copy of the
engineering plan in his packet)
Further discussion concerned traffic studies, repair of Corneils road and traffic signals.
Administrator Graff asked City Land Planner Mike Schoppe if it could be recommended to Plan
Commission to look at the plan. Due to the controversy of the lot sizes, Mr. Schoppe recommended that
the developer clean up the plan before it is presented to the Plan Commission. He suggested the developer
submit one document titled"Preliminary PUD Plan" which includes the plat, engineering, landscaping
plan, wetland areas and vegetation. Another suggestion made to the developer was to provide examples of
the architecture of the homes being planned. Administrator Graff asked the developer to advise the City
which Subdivision Control Ordinance they would like to apply and Mr. Schoppe suggested noting this on
the PUD plan. Administrator Graff directed the developer to have revised plans to the City by May 16,
2003 so they could be reviewed by the Plan Council on May 29, 2003 and then sent to the June 11, 2003
Plan Commission meeting. As this item is on the May 14, 2003 Plan Commission agenda, Mr. Schoppe
stated that he would advise them that this needs to be continued to the June meeting.
PC 2003-06 Senior Apartment Housing
Administrator Graff reported that there has been a request for a special use of B-3 zoning for three acres

located on Greenbriar Road west of Ground Effects on Route 47. The question regarding this was if the
property should be permitted a special use or rezoned.
Roger Brown from New Dimensions Housing presented the plan for an affordable senior housing on 3.5
acres on Greenbriar Road. The building will consist of approximately 15 units with 100 outdoor parking
spaces(2:1 Ratio). Rents for the one or two bedroom units will range from $500.00 to $800.00/month.
The building will also have common room, a management office and patio facilities. Housing would be for
those either 55 or 62-years-old (age limit not determined yet) and would be an independent living building.
The grounds surrounding the building will have open space and a detention pond. He displayed drawings
showing the elevation and plan of the grounds. He explained the proposed financing of the project.
The zoning of the property was discussed and it was determined that the only type of apartments allowable
under B-3 zoning are those located above a business. The group felt R-4 zoning or a PUD would be more
appropriate. The allowable height of the building under R-4 zoning was also discussed
Other concerns discussed were covered versus open parking, a covered entrance with valet parking, traffic
signals, street lights and sidewalks.
Administrator Graff suggested that Mr. Brown attend the May 15, 2003 Economic Development
Committee(EDC)meeting and present the plan to City Council members for their input.
The Plan Council did not have a problem with the building having outside parking.
The item was sent to the EDC meeting on May 15, 2003.
