PC 2003-04 Caledonia—Preliminary Plan
No one representing the developer was present. An update was given.
A. Flood Plain—John Whitehouse from EEI explained that the floodplain benchmarks they used
were the same used by Spaceco for the development. EEI sent the developer information
regarding the preliminary steps they are at in the Floodplain Study. He explained at the Plan
Commission meeting that the flows have been certified and the flood elevation is preliminary
until they receive the final mapping. The developer is proposing to elevate most of the site so
this could turn into a comp storage issue or may come into play in the park site. There was
some discussion regarding the written report versus the computer model.
B. Side Yard Design Standards - Mr. Whitehouse stated that the proposed 6 .5' side yard setbacks
were a big issue at the Plan Commission meeting. The setback is 10% of the lot and their
minimum lot size is 65'. This setback resulted in a unanimous negative vote for a
recommendation to the City Council. Mr. Wywrot stated that even though it received a
negative vote, it will move on the City Council. Mr. Whitehouse noted that EEI has indicated to
the developers that any side yards with City utilities would require 10' easements on both lots.
This will limit some of their side yards.
Mr. Whitehouse also commented that the Plan Commission asked about the traffic study for Comeils Road
and Route 47 and Wheaton Drive and Route 47. The study is being completed and will be submitted when
finished.
Executive Director of Parks & Recreation Laura Brown stated that the developer was at the June 23, 2003
Park Board meeting where the Park Board recommended a combined park site of five acres at the
southwest corner of the development and a 40' buffer along the Rob Roy Creek for a trail with a trailhead
at the full access point on Route 47. The developer did not seem to have a problem with this. She
indicated that the parks as shown on the current plan are not as the Park Board recommends.

Mr. Graff noted that the side yard issue is being researched by Building Inspector Bill Dettmer and there
will be a meeting to determine what would be a minimum width that could be used for a variance. The
recommendation will be taken to the City Council for approval.
Mr. Wywrot noted that the Rob Roy Creek Interceptor is suppose to go up the east property line however
Inland is not approaching their neighbor regarding this. He asked if the City should get involved. Mr.
Graff stated that he would look into it. Mr. Whitehouse stated that there was a discussion about the
easements at the landowner meeting and Deuchler and YBSD are looking at alternative routes along the
creek.
PC 2003-08 Heartland Center Unit 1 —Final Plat
The developer's attorney John Phillipchuck reported that the biggest problem the developer has had is with
IDOT and the access to the property. The location that IDOT gave them for access in early discussions is
not where IDOT wants them now. The full access point will shift to the east. They are very close to
finalizing the size of the parcel that a bank will have. The lot line could be changed slightly a few feet one
way or another so there may be a modification to the final plat. The group discussed the changes proposed
by IDOT and the affect on the lot lines.
There was also discussion regarding public utilities crossing the property and the need to delay the Letter
of Credit until this is worked out. Also,the NICOR line will be moved as were the ComEd lines.
This item was sent to the Plan Commission for approval.
PC 2003-09 Windett Ridge—Final Plat
Mike Schoppe's comments dated June 25, 2003 were reviewed (see attached). Items discussed were:
• Final Plat #2—Mr. Schoppe noted that there needed to be a note clarifying that the side yard
setback is 10' for all lots greater than 80' wide. Larry Vaupel stated that the PUD agreement
allowed a side yard setback variance on a certain percentage of lots with three car garages. Mr.
Whitehouse commented that the final plat will have to refer in a note to the PUD agreement
including the document number and date. It should also state that a certain percentage of lots are
allowed the 10' side yard.
• Final Engineering Plans#2 —Mr. Schoppe recommended that the width of the inbound lane at the
intersection of Fairfax Way and Windett Ridge Road be increased from 20' back-to-back(BB) to
24" BB. Mr. Whitehouse stated that EEI does not have a problem with the 20' and this is the same
standard that has been applied to The Highlands/Raintree Village. The width was discussed and it
was decided that the 20' was allowable.
• Landscape Plan#1 —the wetland plantings around the basin in lot G should be included and
submitted for review. Pat Stanley with Siebert Engineering noted that they have finally come to an
agreement with Conservation Design Forum(CDF) on the design of the basin. Mr. Wywrot asked
for something in writing from CDF indicating this.
• Final Engineering Plans#4—the swale going through the park site needs to be eliminated. Mr.
Whitehouse noted that the swale through the middle of the park limits the use of the park. Laura
Brown indicated that if the piping was placed under the park this would be acceptable.
Mr. Graff discussed the Mary Block request regarding the detention area on the southeast corner of the
development. He asked if the developer agreed to fence the detention area and they stated that this is

shown on the landscape plans. Mr. Graff asked if Mrs. Block's attorney was made aware of this and
suggested that they give the attorney the new plans. He also stated that the developer should get a letter
from the attorney regarding this for the City Council to review.
Tim Fairfield commented that the street Meadowview needs to be changed. Mr. Wywrot indicated that
he would have his assistant review the street names with Kencom and the post office. Mr. Whitehouse
noted that there needs to be coordination between Windett Ridge and Raintree Village in regards to
street names for the extension.
Mr. Whitehouse's comments included in his June 20, 2003 letter to Mr. Wywrot were discussed:
• Stormwater Management comments were already submitted in regards to the site development
permit. The only addition to this was#8 regarding the eastern sixteen acres that are discharging
to the south property without detention. This is an issue because the release rate from the south
basin is based on this land area included in the release rate calculations. The discharging of
stormwater without detention creates a problem downstream and the release rate of the south
basin needs to be modified because this area is not tributary to the basin. Also discussed was
#17 regarding the stormwater flowing to manhole N is connected directly to The
Highlands/Raintree Villages storm sewer. This storm sewer was not planned to accept a 24"
storm sewer pipe from Windett Ridge. He suggested that the stormwater be routed to the
stormwater management area in Windett Ridge.
• Soil Erosion and Sediment Control comments are also the same as those submitted for the site
development permit.
• Cover Sheet comments are for the cleanup of some text.
• Sheet 2 comments are standard notes that need to include the United City of Yorkville standard
specification for improvement as well as other references.
• Sheets 3-5 comments are cleanup items.
• Grading Plan comments indicate that there needs to be re-work along the common boundary
with The Highlands/Raintree Village. Most of the comments have to do with phasing between
the two developments.
• Utility Plan and Plan& Profile Sheets comments concern sidewalks being shown on the plan
and the profile for Meadowview Lane not being on the plan.
• Sanitary Sewer comments concern the preference of the Public Works Department that no
sanitary sewer services discharge directly into manholes; labeling and misnumbering;
modification of sanitary sewer lengths and the lift station. There was discussion concerning the
lift station. Mr. Vaupel stated that the station is shown on the final plat in order to get approval
however the plan was that the lift station would never be built because there would be a future
gravity line to the Dhuse property. Mr. Whitehouse commented that the subdivision has to
stand on its own merit so the sixteen lots affected by the lift station should be removed from the
plat or the gravity line should be provided for them. After much discussion it was suggested to
get an easement from the Dhuse's for assurance that the sewer will be able to be constructed
even if the property is not developed. Mr. Graff advised the developer that this issue has to be
resolved before the final plat comes before the City Council.
• Watermain comments concerned the switching between 16" and 12" mains due to the routing;
watermain looping in cul-de-sacs; coordinating sewers with The Highlands/Raintree Village
development and the spacing of hydrants. Mr. Graff asked if all the easements going through
the ComEd right-of-way were approved. Mr. Wywrot stated that ComEd has agreed to allow a

certain number of easements but he was not sure how. Mr. Vaupel stated that the developer is
currently working with ComEd regarding this. He stated that there has been some discussion by
ComEd regarding the relocation of the power lines from the right-a-way to along Route 47.
They would vacate their right-of-way and the developer could purchase it. Mr. Graff suggested
that there be a meeting scheduled with ComEd,the City, Wiseman-Hughes, Wyndham
Deerpoint, EEI, Deuchler and all the parties attorneys to discuss the right-of—way and
watermain. He suggested scheduling the meeting in place of the July 10, 2003 Plan Council
meeting.
• Storm Sewer comments concerned sump pump connections
• Street Lighting comments concerned the location and placement of the lights.
• Final Plat comments provided the easement text and concerned easement width, routing, etc.
The new watermain, bids, and financing of the main was further discussed.
Mr. Whitehouse stated that the final plat was ready to take to the Plan Commission on July 10, 2003
subject to engineering comments. He also suggested the developer provide any correspondence from
IDOT for the file.
Mr. Stanley noted that instead of having two separate storm sewers along the common rear yard of the two
developments they would calculate the run-off and detention for the whole site and construct only one
storm sewers. This will eliminate double utilities in the rear yards. Both Mr. Wywrot and Mr. Whitehouse
thought this was a good idea but Mr. Whitehouse felt that Windett Ridge's tributary area was not included
in The Highlands/Raintree Village storm water detention calculations. He stated that this needed to be
verified. Mr. Wywrot also noted that if Windett Ridge was ready to build in this area and The
Highlands/Raintree Village wasn't, Windett Ridge would have to build The Highlands/Raintree Village
storm sewer and off site storm sewer. Mr. Whitehouse suggested that they work this out and include the
runoff in the design calculations.
This was sent to the July 10, 2003 Plan Commission meeting.
PC 2003-10 Raintree Village(The Highlands) —Final Plat
Rich Guerard from Raintree Village stated that he reviewed Mr. Whitehouse's June 20, 2003 comments
and did not have any problems with them. Mr. Whitehouse noted that his comments were technical in
nature as far as details on the plans. He recommended that Mr. Guerard get a final update from IDOT
regarding access to Route 71 for the file.
Mr. Graff asked if Mr. Schoppe received the landscape plan and Mr. Guerard stated that is was sent to him
however a separate plan was done for Phase 1. Mr. Graff recommended sending this to Mr. Schoppe before
the Plan Commission meeting for his review.
Mr. Wywrot noted that Fox Highlands is changing the road profile for Kingsmill Street. They have spoken
with Bill Zalewski with Jacob& Hefner and he approved it. He wanted Mr. Guerard to be aware of the
changes.

Additional Business
Mr. Graff noted that the July 24, 2003 Plan Council was being moved to July 31, 2003 to allow more time
to review Kimball Home's preliminary plan and Ocean Atlantic's plans.

Re:Windett Ridge
We have reviewed the Final Plat dated 5/30/03,and Final Engineering Plans dated 2/14/03,both prepared by Siebert Engineers,Inc.and
the Landscape Plans dated 3/10/03 prepared by Mai-tin Design Partnership,and provide the following comments:
Final Plat
1. The final plat is consistent with the approved Concept Plan dated 10-28-2002 relative to density, lot size, setbacks and
open space.
2. The lot details shown on sheet I of 4 needs an additional note to clarify that the side yard setback is 10'for all lots greater than
80'in width,per the conditions of the approved concept plan.
3. The lots to be conveyed to the City for parks should be identified.
4. The two entry medians at Route 47 should be within lots to be owned by the H.O.A.
Final Engineering Plans
I. Show location of public sidewalks on all plan sheets.
2. We recommend increasing die width of the inbound lane at the intersection of Fairfax Way and Windett Ridge Road with
Route 47 from 20'B/B to 24'B/B.
3. The vial around lot G needs to be shown on the grading plan sheet 15 of 50. The trail is to be located above the 100 year
elevation.
4. The swate,shown on sheet 13 of 50,going through the park site(lot H)needs to be eliminated by piping the low flows coming
from lot G. Using the park site for an overland route for flows in excess of the 100 year storm is acceptable. The slopes within
the park site should be between 2%and 4%.
Landscape Plan
L The wetland plantings around the basin in lot G should be included and submitted to our office for review.
2. Additional landscaping is required behind lots 35 and 36 because these are double fronted lots.
3. Due to the proposed slopes at Windett Ridge Road and Route 47,the proposed contouring and R.O.W. lines should be shown
on-the entry monument plans.
4. Provide a materials list to identify street trees and plantings adjacent to the east property line.
