Plan Council Minutes 2002 05-23-02 UNITED CITY OF YORKVILLE Committee Minutes - Plan Council May 23, 2002 Meeting Location: 800 Game Farm Time Convened: 9:51 a.m. Time Adjourned: 10:30 a.m. Attendees: Joe Wywrot - City Engineer Tony Graff- City Administrator Eric Dhuse - Public Works Director Mike Schoppe - Schoppe Design Tim Fairfield - BKFPD EMS Bill Dettmer - Building Official Richard Scheffrahn - Fox Highlands Dean Edmeier - Edmeier Alex Jansen - Windsor Minutes were accepted as presented from March 21, 2002. PC 2002-13 - Fox Highlands Amendment to PUD & Final Plat The change being requested is simple and to the city's advantage. The developer, Dean Edmeier, is requesting an amendment to the PUD and final plat which consists of eliminating the three unit buildings and reducing the number of two units and changing them to four unit buildings. This change is being requested due to a more marketable product for the builder, Windsor (which was introduced). Edmeier stated that the number of units and zoning won't change,just the building envelopes. A back up SSA has already been recorded for this development. Wywrot's comments were reviewed. Some hydrants need to be moved. Water and sanitary service was discussed extensively. The developer is requesting one service for each building, then being split off to each unit. The city's policy is that each individual owner needs their own service. Dettmer is concerned with whether one service into each building would provide the adequate pressure to maintain a fire suppression system. Dettmer stated that he would recommend they investigate it further and that he would help in any way he could. It may end up not being to their advantage. Windsor would like to see one sanitary service and will go ahead with 4 individual water services. Page 1 of 4 Edmeier stated that the application is only regarding the change in the buildings. The water/sewer option just needs to be reviewed for a decision. Scheffrahn stated that the specific request regarding the water/sewer issue is for a 2" water line into the building, which he stated has 4 times the capacity of a 1" line and can serve four units the same as four 1" lines can. Dettmer stated that the concern is not with the domestic water system it is the ability to maintain waterflow also for the fire protection system, because of the combination. Pumps would not be required individually, only when the pressure lowers and demands them. Muse stated that he is not comfortable with splitters for the water, sanitary or storm sewer. Determination as to responsibility for maintenance would be hard with four users split off the main feed. Graff verified that the previously built units had individual services for water, sanitary and storm. Dettmer stated that this is not what is being requested in the PUD amendment. Graff agreed and stated that we should stay focused on the request. He asked that the developer respond to this memo from Joe Wywrot for the Public Hearing at City Council and for the plat review at Plan Commission. Edmeier reviewed the schedule he was given. The plat goes to Plan Commission on 6/12. Then the plat and PUD amendment go together to EDC on 6/20, then to COW on 7/2 and to City Council with a Public Hearing on the PUD Amendment 7/9. Schoppe asked for clarification on the requested change causing an amendment to the PUD. The change proposed is to the plat and the PUD language. Edmeier stated the change proposed is to the final plat and due it being an exhibit to the PUD both need to be amended. Graff stated that this particular PUD Agreement had such specific language incorporated into it, that this change requires an amendment. Plat approval will be contingent upon PUD amendment approval by City Council. Page 2 of 4 Edmeier agreed to get a response to the engineering memo and grading plan to us by 6/5 for the Plan Commission packets. Schoppe recommended that the meeting scheduled for the Park Board be cancelled. There is no reason for the Park Board to review this. The street previously named Sconset Way should be changed to St. Joseph's Way. Hazeltine and Kingsmill both dead end at an abandoned railway. The developer of the balance of the Doetschman Farm is responsible for building the section of road on the east side and across the railway ROW. Guerard from Wyndham - Deerpoint has agreed to do this. Plan Council recommends this move forward to Plan Commission and the Public Hearing at City Council. Fees for filing have all been paid. Windsor is aware of the change to the building code. Dettmer explained some. City council is adopting the 2000 Electrical Code and the International Building Code probably in June 2002 for a July 2002 enforcement. PC 2002-07 Greenbriar Final Plat Graff presented an overview. The change proposed changes some duplex lots to single family. The PUD must be amended and the Final Plat changed. Some grammatical changes were needed to the PUD amendment. Some engineering issues still need to be resolved. There was one sheet of engineering issues sent to the developer. The developer was also called and invited to this meeting. No one showed. Wywrot recommends that existing services be used to the greatest extent possible for sanitary services. Walsh will need to be augured, not cut, for water services. The sidewalk that would connect Greenbriar to Prairie Gardens runs through a wide drainage easement in Greenbriar. The slopes should meet ADA (American Disabilities Act) requirements. There is open space provided behind the lots that have the sidewalk behind them. Page 3 of 4 Graff clarified that we are looking for an easement, not for the developer to put in the sidewalk. This sidewalk will be used throughout the year but not plowed during the winter. Werhrli has not responded as of yet. Plan Council recommends to move forward with the replat and PUD amendment of Unit 4. Preliminary and final at the same time. Schoppe has not done a review yet. Graff stated that one should be completed. Schoppe requested original documents in order to compare for changes. Wywrot will supply. A change needs to be made on the PUD amendment on page 2 at the top, Richard Marker & Associates need to be removed. Development Flow Chart is not ready for final draft. Only at a concept.
