Preliminary Plan
A copy of the plan was laid out on the table.
Wywrot and Dhuse have prepared some comments. Schoppe will start with his.
Schoppe reviewed the application, which was brought in several months ago
requesting annexation and zoning. This was originally brought in as a R4 and B3
PUD. It has been amended to a R3 PUD and straight B3. Plan Commission
recommended annexing as proposed. They liked the residential and the
commercial. There was discussion about the amount of commercial. It has
increased. A motion was made to bring the northern commercial line straight
south, which did pass unanimously.
Need some additional information submitted for the R3 PUD consisting of;
building elevations for the residential, show the sidewalks, a typical building
cluster with driveways as an attachment or detailed drawing of the plan, show the
path that goes down the easement (even though it's not being built by this
developer).
Wywrot recommends that the a significant part of the trail be built by this
developer. This can be negotiated with the developer. The developer stated that
they are not interested in building the trail. They feel the Park Board should build
it with the money given to them from the land cash contribution. This will be

brought up for discussion with the Park Board, maybe this could be a credit
against the land cash portion. Wywrot feels it is a good time to build it, especially
while all the other activity is going on around this area. There was a consensus
by the Park Board to bring the path straight back (15' easement provided) with
minimum trees taken out and the path to be built later. The 15' easement location
needs to be modified. It needs to be placed along the west edge at the property
line, not meander. The trail could meander slightly within the easement. There is
a conservation easement along the east side of Greenbriar but it doesn't state any
restrictions.
Schoppe recommends that the easement layout be modified to meet up with
Prairie Garden for the purpose of saving as many trees as possible (Cherry, Osage
Orange, Hackberry, etc.) and meeting the objectives established. A copy of the
trail layout will be sent to Richard Scheffrahn so he can layout the easement over
this. This will also allow us to verify the grading. The Park Board previously
decided to give half credit for the trail, and the rest to be paid in cash. Schoppe
will make this alignment recommendation to the Park Board.
The Police Department would rather see an 8' trail, than a 10'. Scheffrahn stated
they would suggest a limestone trail with landscape borders. This would help
discourage vehicle use. The Park Board, at this time, has only approved an asphalt
surface. But they are looking at choosing an alternate surface. Scheffrahn will
prepare a request to the Park Board.
This is a two sheet preliminary plan. Discussion was held regarding the difference
between a plan and a plat. The application calls for a preliminary plat approval
but this is a preliminary plan.
Schoppe reviewed the landscape buffer. It is in the right spot and at the right
width. He is concerned with grading and the logistics of this buffer. He
recommends that the lot line of the commercial be extended to the west line of the
easement that the total buffer be built when the commercial is, as opposed to
building 10' when the residential is developed and the rest with the commercial
development. Allow this to become part of the development of only the
commercial. Scheffrahn did not agree. It was determined that the recommendation
would be to grant the 20' setback from the west lot line, worded into the PUD, and
modify the landscape plan to show, as an exhibit, the 10' landscape buffer built
separately from the 20' additional commercial buffer.

Discussion was held regarding drainage along the back of the yards. A drainage
swail will be provided. Concerns were raised about the amount of space for it and
exactly where to locate it in relation to the landscape berm. Schoppe
recommended that a cross section of the landscape berm be provided for his
review. Agreed. Schoppe will also review the setbacks to confirm that everything
will fit. This drainage is only for localized drainage.
The same situation is also located along the Greenbriar side. Extensive discussion
was held regarding berm/swail placement and setback of rear yards. Two typical
details will be provided for the cross sections of the berms; the first one at lot 1
from Greenbriar Rd to the building and the second at lot 6.
The sanitary manhole located in the landscape berm needs to be moved to the
eastern edge for locating ease.
The landscape plan needs additional plantings along the 30' buffer, between the
residential and commercial and the buffer along Greenbriar Road. To meet the
ordinance along Greenbriar the total should be 32 shade trees, 42 evergreens and
210 shrubs; the buffer between residential and commercial needs to have 17 shade
trees, 42 evergreens and 25 ornamental trees. These can be spread out. The city
would like the developer to put in 1 parkway tree per every 40 or 50' (depending
on the use) along existing roads.
Show internal streets and the trees along them as well.
Schoppe also stated that we should get a typical landscape plan on the buildings
and a basic architectural elevation/plan. This is required as part of the application
for PUD Ordinance. The developer and attorney were very concerned that they
could be held to this architectural elevation and not be able to vary from it. Tom
Grant stated that some flexibility needs to allowed here instead of micro-managing
the project. Scheffrahn stated that there may be three or four different styles.
Schoppe recommends that this be done as an exhibit to the PUD. This is a
different kind of product than Yorkville has seen before, detached multi-family.
The purpose of this is to look at the architectural being proposed, not landscape.
The ordinance states each building should be shown. Schoppe does feel this is a
reasonable request. Developer's representatives do not. No determination was
made, issue is still open.
Tom Grant feels this is a small issue overall. A bigger concern is that there isn't
any sanitary sewer capacity at this time.

Eric Muse's comments were reviewed next. He'd like the eyebrow to line up
with the center of the `T' intersection at Woodsage & Aster Streets. Scheffrahn
stated that Aster Street could be moved easier than the eyebrow. The traffic along
this area will be very small. Police and Schoppe were ok with this. Dhuse asked
that he be given a sketch of the driveways on the cul-de-sacs. Not as part of the
preliminary plan because Scheffrahn doesn't want to nail it down without the
exact product being determined. There has been no discussion of anything other
than a two car garage. The cul-de-sac islands will be part of the homeowner's
association. Grant stated that if the association won't maintain them then the
island's will be taken out. Regarding the trees on the left side of the print, Dhuse
would like to walk thru with the developer to clear it of any undesirable trees, such
as Elm Trees.
Grant left the meeting at 10:30 a.m.
Muse made mention that the B-boxes not be located in the driveways. Scheffrahn
feels that these items are things on a final plan not a preliminary plan. This was
mentioned as a precaution and will be addressed on the final plan.
Barrier curb is required. Street lights need to be shown on the plan. Bookkeeping
items were reviewed and additional submittals to other agencies were discussed.
A field tile study still needs to be completed for this property. Wywrot is
concerned about allowing this to be omitted. There is one tile that goes through to
Sunflower.
Discussion regarding the building envelopes and the relationship to the location of
buildings to each other, due to no lot lines available for reference. Schoppe
recommends that a line be put in that minimum separation between buildings be
10'. Agreed.
Remainder of Wywrot's comments were reviewed. All agreed to except as noted.
Grading needed to calculate the detention. Discussion was held regarding the
depth and the exceptions that have been made. Wywrot stated he has not
recommended exceptions. The high water line was discussed. The grading
should be such that it is 10-15' away from the tree trunks. Wywrot needs grading
and volume calculations on both detention areas. Individual storm service

connections don't need to be shown until final plan review. Just that it is
understood that this needs to be done at final.
The rear lot storm drains along Greenbriar Road were discussed. Technically it
should go to a detention basin. Wywrot just wants to bring to the attention that
this will need to be worked out on Final Plan.
Options for getting water to the last two units on Indigo was discussed. This issue
was left open and will be reviewed further with Eric Dhuse.
Fees and recaptures were reviewed.
The time table for the new siphon under the river was discussed. Sanitary District
will be building. Wiseman-Hughes and Wyndham Deerpoint are funding an
engineering study along Hydraulic. YBSD has approved the go ahead to do
preliminary engineering, but it needs to be funded. City not funding. Developer
will need to fund somehow.
This goes to Park Board on 6/24 then to Plan Commission on 7/10. Scheffrahn
would rather not submit revised plans. The largest issue is the easement for the
pedestrian path. Schoppe mentioned that the only issue would be that the Plan
Commission members prefer to see a shorter list of comments. Submittal as is.
The decision on grading of the basin reverts to the path decision. Scheffrahn will
not be at Park Board, out of town. He would like clear direction on the location of
the easement and the alignment. The northerly part swings into the detention area.
Scheffrahn would like to see it stay under the trees. By experience, it is much
more pleasant to run it between the trees as opposed to under the dripline. That's
one of the reasons to use the limestone. Schoppe explained the parameters as set
by the Park Board on pedestrian paths. Scheffrahn would like some written
comments for the landscape architects. Schoppe will provide. Developer needs to
provide name and address of landscape architect on plan.
Commercial area will be developed in the future, and will only go through staff
review as a site plan.
