PC 2002-29 BOWMAN PROPERTY—1 1/2 MILE REVIEW—INLAND Overview This is a 1 1/2 mile review. This property is located northeast of Hilltop Road and Farm Colony Subdivision. It is approximately 33 acres and is the east half of the property divided by the creek. It is being proposed as County RPD3 zoning, 18 lots with the minimum lot size being 20,000 sq. ft and the maximum being just over 45,000 sq. ft. The topographical highpoints are located at the southeast corner and by the stubbed road to the east. There are a couple of swales through the property. There is greater than a 25% slope in the conservation area. Two detention areas are proposed. One at the south end which will be dry and one in the north which will be primarily wet. There will be an access point onto Route 71. ROWs proposed are 70'. CITY PLANNER'S COMMENTS Mr. Schoppe reviewed his comments. Items discussed were: • It was stated that the City will be reviewing its Estate zoning at the Economic Development Committee meeting in January, 2003. This is the zoning classification used to review most County 1 %2 mile reviews. One of the issues being reviewed is the lot width, due to a conflict between the two zoning ordinances. The city currently requires 200', looking at changing it to 145'. • The front yard setback was recommended to be consistent with the development adjacent at 50' not 30'. • The fire department was okay with the cul-de-sac length. 1 t ENGINEERING ISSUES • IDOT has reviewed these plans and approved the location of the access road to Route 71 as shown. • The existing driveway alignment was discussed. IDOT requested it to be moved as shown. Wywrot concurred with IDOT's decision. • Storm water management was discussed. This development will utilize the County's new environmentally friendly techniques. It will be naturalized. In the north area to preserve the slope and trees and include some type of wetland plantings. • Their engineer is Spaceco, Michael Mondus. Internal curb and gutter roads are proposed, not parkway swales. Stormwater quality was discussed. Swales filter the stormwater prior to it flowing into the river, improving the quality. Our ordinance calls for sidewalks on both sides of the streets unless a trail system is provided. The developer indicated that they will be discussing this issue with the County. Perhaps connecting to a regional trail system. Placement is the question with regard to slope and access issues. The developer also indicated they are currently discussing development with the property owner, Don Hamman, to the west. The next step is Plan Commission on 1/15/03 with recommendations. PC 2002-30—RONALD TUCEK— 1 1/Z MILE REVIEW Overview Randy Metz, Land Planner gave an overview of this proposed 51 acre subdivision located '/z mile south of Legion Road on Hilltop Road requesting County RPD2 zoning. There are existing subdivision to the south,west and north. Vacant land abuts to the east. The base density is .45 per acre. The topographical highpoint is located in the middle of the subdivision. The low point is in the northwest corner where the detention is proposed. There is an existing farmstead on the property that the developer would like to preserve as lot 1. The developer will attempt to tie into the road going into Maple Grove subdivision. 43%of open space is proposed. One half of the site has dense trees which will be preserved. They are doing a tree survey. The roads are proposed at 28' with rolled curb and gutter with a 66' ROW. There is a park site proposed at the south end intended to be public,but this will need to be discussed with the County. If not public, a homeowner's association will oversee. Native grasses and plants are planned for the open spaces. 2 CITY PLANNER'S COMMENTS Mr. Schoppe reviewed his comments. These items included: • A 50' setback was recommended. • The trail system was discussed. The developer has received quite a few objections from adjacent home/property owners requesting no trail behind their homes. A sidewalk on one side is being reviewed with a trail around the detention area and access to the Park site. There aren't any trails in Maple Grove or Timber Creek subdivisions. CITY ENGINEER'S COMMENTS Mr. Wywrot reviewed his comments. These included: • Discussion was held regarding access to Highpoint Road through the north. It will be reviewed further with the County. Mr. Graff asked about the swale. It will be mostly dry, but intermittently wet. It will be sodded. The site topography is not done yet; this is based on USGS information. A field tile study is going to be done as well but the gathering points are from the southwest. The bounce and draw downs were also discussed. No wetlands are intended,just an open body of water with wetland plantings. Watersheds were also discussed. Mr. Graff also prepared the developer regarding a question that is usually asked at the Plan Commission regarding our school transition fee and how this development will compare at bringing dollars into the school district thru value, assessment or paying the transition fee. This will go on to Plan Commission on January 15th, 2003 with the Plan Council recommendations. ADDITIONAL BUSINESS Mr. Graff referred to a document received from Kelly Kramer on the Estate Zoning County Comparison review. Mr. Graff and Schoppe will review it on Monday.
