The minutes of March 22, 2001 meeting were approved.
PC 2001-08 Tucker Development, Price Parcel P.U.D.
Ken Fixler gave an overview of this project. This is a two acre parcel with a 15,000
sq. ft building planned with right in-out access to Route 47 on the same time frame
as Jewel. This will allow for 6-8 tenants with 2000-2500 sq. ft. per tenant.
This will hook into the existing utilities. The detention pond system designed for
the already approved Tucker Development will accommodate this parcel as well, by
subtracting some of the land that was included previously to make up the difference.
Wywrot will review the detention.
The landscape complies with the Ordinance, no variances will be requested. The
only variance requested is on setbacks.
Parking was discussed. IDOT is requesting additional right-of-way along Route 47
due to the widening. Wywrot indicated that it would be voluntary.
There is one pylon sign with a 10' setback. Wywrot suggested keeping the sign
back far enough so as not to be affected by the widening of Route 47. The
easements need to be revised due to moving the sewer.
Plat of Subdivision should be a plat of easement. Different easements were
discussed.

Wywrot's comments were discussed. Stop sign placement was discussed. Moving
utilities and redoing easements were also discussed.
Tucker stated that due to obligations to their tenants, Tucker would like a letter from
IDOT stating commitment that they are building and widening the road and
installing the signals next year. Wywrot stated he has not talked to IDOT regarding
the commitment.
The dumpster enclosure will be onsite. It will be a 2-4 yard roll out located
somewhere with a 24' drive.
The utility plan needs to be enlarged to show better clarification of water main,
sewer, and so on. This will be sent to Ralph Pfister and Joe Wywrot.
Fairfield asked for a timeline on the existing structure on the Price parcel. The Fire
Department would like to practice smoke drills and ventilation exercises. Tucker
will contact.
Dettmer will get his report to Nanninga.
This will go to Plan Commission on May 9 due to detail added to P.U.D.

Re: Price Parcel—Exhibits & Final Plan Review
Dear Tracy:
I have reviewed the exhibits and proposed final plan for the referenced development, received on
April 23`x, and have the comments listed below.
General
• A plat of easement for utilities and detention is needed.
• A plat of dedication will be needed for the additional IDOT right-of-way.
• We need IDOT's comments and approval regarding access to Route 47.
• A landscape plan is needed. Mike Schoppe will perform review and approval of that plan.
• Walter E. Deuchler Associates may review the sanitary plan on behalf of YBSD. Please
submit calculations for water usage by the proposed building.
• I assume that Sheet Nos. 5A-5C will be merged with the Yorkville Marketplace plans, and
that the general notes and special details in those plans will apply to this parcel as well.
• An estimate of cost must be submitted for approval after all plan revisions have been made.
• The engineering review fee must be paid. That fee is $400 for each of the first 5 acres,
resulting in a fee of$800.
• The legal/planner deposit must be made. That deposit is $2500 for parcels of 2 to 10 acres.
Land Title Survey
• No comments.
PUD Plan
• Please label and dimension the proposed IDOT right-of-way line.
PUD Site Plan
Please provide documentation that the existing well and septic field have been properly
abandoned.
• Our Zoning Ordinance requires one parking stall for every 300 square feet of building for
retail uses. Based on 15,000 square feet, 50 stalls are needed (98 stalls are shown).
• The parking lot needs to be set back at least 20 feet from the proposed IDOT right-of-way.
This will eliminate 16 stalls, but you'll still have 82 stalls left.
• The pylon sign must be set back at least 10 feet from the proposed IDOT right-of-way line.
• Where is the dumpster to be located?
Sheet 5A
• The proposed building creates a sight-distance problem. Call for stop signs on both east-west
driveways where they meet the north-south driveway from Landmark Ave.
• Please extend the sidewalk along the north-south driveway to the NE corner of the proposed
building.
Sheet 5B
• Onsite detention is required for this property. Please submit detention and storm sewer
routing calculations for review.
• More detail is needed to show how you intend to revise the water, sanitary, and storm sewer
alignments along the north-south driveway from Landmark Ave. This may require revisions to
the plat of easement for Yorkville Marketplace.
• Will the proposed building have more than one tenant? If so, either separate water services or
a meter closet must be provided.
Sheet 5C
• The grading may need to be changed depending up the stormwater analysis.
