Ed Joanis - Fields of Farm Colony Ben Stammis - Fields of Farm Colony Chuck Hanlon - Fields of Farm Colony The minutes of May 1, 2001 meeting were accepted as presented. PC 2001-10 - Plat Revisions - Woodworth Estates Dale would like to see this approved by City Council prior to Jim Nanninga and J.T. Johnson retiring. Wywrot's comments were reviewed. Dale reviewed a chronological order of events leading up to this point. The plat was laid out and reviewed. Jim Olson said most of the changes have already been made relating to Wywrot's comments. There were only a few issues remaining. Storm drainage on Gawne Lane and directing route to keep it from any residence. Gawne Lane is private and the residents want it to stay private and unincorporated. The road is made up of 15' of land from each resident. JT stated it is actually a dedicated alley. Discussion was held. The alignment of the roads, proposed and existing, need to be shown on the plat. Based on that alignment more discussion may be needed. The road is not a thru road. It ends at a house. Dale wants the flood plain to be decided. There was discussion whether the 20' offset line is from the 100 yr. flood plain line or if it is just a safety zone. City has two Ordinances in place, it would follow whichever is more strict. FEMA gives the City jurisdiction with an Ordinance to enforce. JT stated that FEMA may rule. 1 of 3 There wasn't any water here during the flood of 1996. Metes and bounds were discussed. Letter of Credit was explained and discussed, on anything that isn't completed by time of recording. There must be money waiting to finish for anything on the punch list. These items must be completed then the City Council will decide to accept this, then there is a one year warranty on all of it. Letter of Credit is for a certain amount by record drawings, preferred, or set of plans. Dale stated that ComEd won't put in the boxes for the street lights until the plat is recorded. Wywrot stated then that would be a punch item. Johnson stated that Wood Dale should be named Gawne Lane. Gawne Lane is not a dedicated roadway, it's a gravel road that Mr. Gawne named. It ties to McHugh Road. Fairfield stated that the Fire Department would not want it to be named Gawne Lane. Wood Dale would be better. Wywrot stated that the Ordinance states two roads that align are to be the same name. The Fire Department does not agree with that rule in this case. Johnson stated that when Dale Woodworth started this development years ago, he came in and asked what do you want. Fran Klaas was the City Engineer and he encouraged forcemains in White Oak. Then Don Peck came in and said okay to do the same in Woodworth. Wywrot stated that the Council needs to be aware that the existing pavement does not extend as far as proposed. Ordinance states roads are to be fully improved across the entire frontage of all lots. Johnson stated that it is going to have to go the full length of the lot at least. Dale is concerned going the other way due to dumping into a house. A turnaround is also necessary. This road acts as a turn around as well being a 30' roadway. This will go to Plan Commission on June 13. Revisions reflecting Wywrot's comments would be a good idea. Also show the road alignments both (new and existing). 40 copies of the plat first am Friday for packets. 2 of 3 PC2001-11 - Fields of Farm Colony Unit 3 Final Plat and Plan 1 '/z mile review Ed and Ben and Chuck are presenting this project. Wywrot went over the review comments. They have already made some of the corrections. The overall roads have been established in this subdivision due to the previous units, but do not meet our standards as outlined in our Subdivision Ordinance. Comments will still be sent to Kendall County and the errors should be cleaned up on the plat. Outlot D should be changed to a lot number. Schoppe did not received any plan or landscape plan for this development. Wywrot continued to review comments. Wywrot asked about the street names. Chief Graff is requesting some changes. Patricia Street will need to be changed. They asked about Cole advised to check with the dispatch center at Kencom and speak with Teri. The stormsewer parallel to the right-of-ways should be reinforced concrete. The groundwater drain around the septic was discussed. The water table needs to be drawn down and put an underdrain around the septic field. This keeps the groundwater down so the septic field operates properly. Wywrot is okay with the diameter of the pipe as long as it's function is not to collect roadside drainage. The sump lines are perforated. Fairfield asked about the long range plans for a second thru road connection. One unit away from making a connection with Minkler and Reservation, which will also have berming. Graff was also concerned with the long range plan and configuration. The County's plan, time line, and alignment for connecting Reservation to Route 71 was discussed. Schoppe asked if the City would like a review on Woodworth or Farm Colony. Wywrot would like it on Woodworth but not Farm Colony but will check with Mayor Prochaska.
