Plan Council Minutes 2001 08-23-01 UNITED CITY OF YORKVILLE Committee Minutes - Plan Council August 23, 2001 Meeting Location: 800 Game Farm Time Convened: 9:37 a.m. Time Adjourned: 11:47 a.m. Attendees: Joe Wywrot - City Engineer Tony Graff- City Administrator Harold Martin - Chief of Police Eric Dhuse - Public Works Director Gregg Gabel - Bristol Club Mike Schoppe - Schoppe Design Bill Dettmer - Building Official Lynn Dubajic - EDC Jim Nanninga - Bristol Club PC 2001-03 Bristol Club - Preliminary Plan Located at Galena, Cannonball & Dixon Roads. Gregg Gabel and Joe Popp have had several meeting with Joe Wywrot and Tony Graff. Setbacks are an issue. Annexation agreement will state setbacks; 10' side (15' if possible), 30' front minimums. To equalize the sideyards to center the dwelling, exact wording will be drafted by Kramer. This is to be stated in the preamble of the annexation agreement that this is not a precedent setting situation but unique to this development. City Council asked Gabel to provide a cross-section to the annexation agreement as an exhibit. It was given to Wywrot. New plans were done. Gabel agreed to Wywrot's comments. Fabric was not shown, but was agreed to. Type of curbing and back to back street widths are addressed in the agreement. Existing tree diameters to be shown on the plan were discussed. 12" are shown not 6". A 6" tree is the cut off between saving a tree and one too small. The only trees that need to be located are the ones they want to receive credit for in land cash, otherwise no need to show any. It was previously agreed that the developer does not need to stub utilities or a roadway to the south. Inland has agreed to this. Page 1 of 4 Water service (domestic drinking water) was discussed. Nanninga is checking with K&K for information. Story Brook is being looked at as an example. They have a community well that is a 350' deep and pumps 120 gal/min. It is sufficient to serve 40-50 homes. It is a pressure tank system that would hold 5-6000 gallons. The size of the pump will determine the number of homes to serve. They are hoping that the City will have watermains along Galena Blvd. by the time they are ready for the second phase. Adding some language to the agreement defining the number of homes to be served by the well(s) was discussed. They are pursuing servicing this community with one or two community wells until city water is available. Schoppe clarification, this is a R1 PUD on the west side. Park Land cash is not determined yet. The developer is suggesting all cash. The current plan does not suggest any park land. Last meeting a future road to Route 47 was discussed, no follow up has been done at this point. Schoppe will make note to bring up again. Landscape plan needs to be submitted prior to Plan Commission. Clarification was made as to Plan Commission minutes. The lots are 25,000 sq. ft. minimum, average about 32,000. Schoppe recommended including some additional information. Add setbacks to the cross section, sidewalks, streetlights and parkway trees. Gabel stated going by out ordinance. Clustering the trees is ok at the same number. Graff asked for the exhibit for tonight. Gabel submitted the endangered species and tile study history to Wywrot. Annexation and PUD are going before City Council tonight. Building size was discussed. The Council would like to set the building size to equate in the probability of seeing a $300,000 estate home. Specifics were discussed as to the minimum allowable square footage to achieve this, the price per square foot, covenants from White Oak Estates, Shafer Woods, and Blackberry Page 2 of 4 Oaks, amenities directly related to the EAV, and architectural characteristic restrictions. Graff asked Dettmer to gather information for him. Graff will make a comment to the Mayor and contact Gabel by phone this PM as to minimum square footage recommendation. Cross section needs to be drawn to scale and the purpose was to give a visual display of the setbacks for the building permit process. To City Council on 8/23/01. Minutes were accepted as presented from July 31, 2001. Additional Business Prairie Garden Schoppe asked for a status on Prairie Garden. Easement granted for the west end only to bring to a rough grade only. No current easement in Greenbriar except conservation easement. There is no language defining conservation easement. They are getting approximately a $5500 cash credit, no trail at all. City would have to add the trail if it is determined to put in. The easement is not in a buildable state. The Park Board is receiving approx. $97,000 in cash above the $5500 credit. They don't have a problem with this because they also receive 50% of the trail cost from the state. That portion of the trail is going to be a minimum cost to the Park Board compared to the money received. In the future, the term "Buildable State" will be defined in the agreement or the bond will be held. Inland Office Building on Route 34 Dettmer stated he has been talking to Inland about putting up a temporary trailer in the new location and will use the building parking lot as permanent parking lot. Eldamain Road and Route 34 Eldamain and Route 34, on the northeast corner is a 148' strip of land zoned B3. The owner wants to put self storage units on the entire property. Standards for Page 3 of 4 fences were discussed. Different scenarios were discussed. Landscape screening is important for this piece. Dettmer will review annexation agreement and setbacks prior to issuing permit. Will also give Landscape Ordinance to owner, Sal is owner. No zoning analysis done yet. This is not a desired use for this parcel, but the use is listed as an allowable use under the B3 zoning classification. Comprehensive Plan Update Graff announced the Workshops for the Comprehensive Plan. The first is set for the 4th Wednesday of September and will basically educate on zoning. The second, on the 4th Wednesday of October will be more directed toward the identification of areas for change. Graff encouraged Plan Council members to attend. After November plan council will meet with Rodney Tonnelli to support and discuss information from the workshop, define engineering issues and discuss concepts on new issues. ComEd Annexation of ROW Com Ed finished the paperwork for annexation of ROW all along the railroad to Bristol Club. Trying to annex out to Mill Road (to the east) which will also provide contiguity to Moser/Pasquinelli. Anticipating a 60 day response time. Tucker/Jewel-Osco Wywrot stated that we received offsite roadway improvement plans for Jewel. They basically ignored the BKEMS driveway. He held a meeting with Henne and Hitzemann. They were not comfortable with any suggestions made. Wywrot will make review comments assuming the drives stay as is. Graff will attempt to meet with IDOT, Tucker, Henne and Hitzemann.
