YORKVILLE BUSINESS CENTER- FINAL PLAN & LANDSCAPE
Schoppe has not seen the revised site plan, only the landscape plan. The Plan
Commission gave a positive recommendation to the final plat last night. Add the
landscape plan to the site plan. Schoppe reviewed his comments on the landscape
plan. Some landscape was shown placed on lot 2 the requirements apply only to
lot I placement. It is deficient by 5 trees on the whole lot. Schoppe suggested
placement around the retention pond on lot 1. The pond landscape meets its
requirements, the additional trees are only a suggestion. These need to be at least
3" in diameter (approx. 12' tall), spacing is not dictated. Graff is concerned with
the line of sight (shadowing) to see from the drive. Be cautious not to seclude.
All agreed to place them to please all.
Wywrot suggested that recapture be discussed and a decision made on this issue
since there has not been an Ordinance passed for F.E. Wheaton's recapture.
Nanninga will gather opinions on this and inform Inland. I.D.O.T. needs to see
the revised copy. Inland has already sent it and included a copy of Joe's
comments. There was extensive discussion regarding the location and direction
for the watermain extension stub for further development. Seibert stated that a
12" will be stubbed to a hydrant on the north side of Wheaton Avenue not to
Route 47. Wywrot did point out that our Ordinance states that utilities must be
extended on the frontage of the lot. That is what the City is requesting.

Pfister asked if the City was sure on the location of the water tower. Wywrot
responded it was not definitely determined but it is thought to be going on the
west end. The supply is enough for the east. The pressure is more of an issue than
the supply. The water line will be 10" with an 8" loop thru the rear parking lot
and eventually will connect in a total loop. This issue was not resolved at this
meeting. The number of tenants the water will service is unknown. The intent is
to install a central meter closet with access to only the owner and the City. No
tenant access. This will be added when there is a better indication of how many
tenants there will be. The sanitary service to the building was discussed. Wywrot
stated there is only a single service in place now. Dettmer commented that there
needs to be a separate fire protection supply and separate domestic system.
Siebert agreed. Pfister confirmed that they will be doing a sample manhole.
Siebert stated yes. The number of sanitary service lines to the building will be
determined then. Wywrot explained that because of the low cover over the
sanitary sewer they are proposing having a private lift station to service that
building discharge to a separate covered manhole over by building 2. He asked
that they check their storm sewer there seems to be some trouble with elevations
and/or sloping.
Truck docks - A triple basin needs to be built and then it can drain into the
detention basin from there. The Illinois State Plumbing Code states that it must be
separated and then discharged.
The drive width was discussed. It is 32' back to back. The radius at the entrance
was increased up to the 90's in total width on the curb cut for the trucks so the
tires don't jump the curb.
Wywrot stated there are some missing details that must be taken care of. The
triple basin detail doesn't need to be shown. Allow the downspouts to go all the
way down to the ground. Dettmer will review it to determine that this is the best
way to go.
The sewer upstream from the manhole will be private, downstream will be public.
Adequate easement is shown.
Schoppe stated the shift of the building needs to be shown on the site plan. Show
the lot area, intentional use of the building, and height of building. On the grading
plan, show the shift of the building and the dumpster pad. Make sure the

resubmitted plans are revised. Dettmer would like a copy, also. All can be shown
on grading plan.
Traffic - Graff was concerned with the need for an additional traffic study. IDOT
will review these plans. Concern was also voiced regarding establishing a trigger
for a second entrance for emergency evacuation. At what point do we need to
have a second entrance. Most likely this second entrance would be off of Corneils
Rd., rather than Route 47 and a certain point of occupancy would act as the
trigger. Graff explained to Humm, Inland, that the police will be monitoring this
issue. Corneils Road will need improvements and possibly a stop light. Illinois
First may be an option for financial assistance. Inland was asked to inform the
City if a big user comes in. The next increase in this development would be to the
north. The utilities are moving from the south to the north. This is the direction
of the natural flow. Humm agreed the residential would be separated from the
industrial
Schoppe sheet 6-10 would be a good place to put the additional information
discussed earlier.
Next step is Economic Development Committee then to Committee of the Whole
then City Council. Plat and Plan are revised. The engineering plan including the
landscape and site plan are being reviewed. Monday by noon. Three sets needed;
two for engineering and one for Dettmer. One mailed directly to Schoppe.
Building sets to Dettmer and Pfister when ready.
FoxField Subdivision - Barry Niles - Preliminary Plat
Wywrot and Schoppe's comments passed out to everyone.
Niles reviewed comments. Rich Scheffrahn is the engineer for this. Agreed with
most comments. Detention had been agreed to back in 1987. Niles would not
have to put in detention when developing this parcel due to extension of sewer
main back in 1987. Niles presented agreement regarding this issue that was never
legally executed. Nanninga will check with Kramer on that issue.
All comments were reviewed and are attached. Niles stated that his basement is
17' deep and has never had water in his basement and the sump pump has never
turned on. Williams confirmed. General drainage directions will be shown with
large arrows.

Landscape requirements were reviewed. One tree per lot. Niles commented that
he was going to spade move some larger trees in. Approved species list was
discussed.
Line up of lots with Heartland doesn't work out. City only suggested it. Niles
would prefer not to do this.
Recreation Department had suggested a walking trail from Heartland to Terry
Lane. Niles feels it is a privacy issue and the lot widths do not allow for this. If it
had been planned for, it might've worked.
Lot widths were reviewed and okayed. Plan Commission had mixed opinions
regarding a 1200' cul de sac. They determined it was ok without an extension of
roadway providing an exit. At least it is an improvement with a turn around.
Wywrot explained that the watermain is looped in Heartland and thru Foxfield II.
Each is the others second supply.
Next step is to Park Board Planning on 2/28/00. Plan Commission on March 8th.
Preliminary plan and engineering in the same document. Final will done at the
same time since it is a small subdivision. Forty copies by the 1 st of March and
four before the first for Dettmer, Wywrot and Schoppe.

Agreement Between
Barry J. Niles of Foxfield Subdivision, Victor Taus,
Kenneth Griesmann, Dale Woodworth
and
The United City of Yorkville
On or about March 10, 1987, the then current i:iayor Robert Davidson; the City attorney
Daniel J. Kramer; Barry J. Niles, of Foxfield Subdivision; Kenneth Griesmann a land owner
on Quincy Lane; Dale Woodworth of Woodworth Subdivision, and Victor Taus a land
owner to the East of Foxfield Subdivision and represented by Dallas Ingemunson; met and
agreed upon the following terms:
Barry J. Niles of Foxfield Subdivision would at his expense install from the South East
corner of the Wacherlin Subdivision to Teri Lane, 260' of 27" storm sewer and bee hive
inlet to connect to the Foxfield storm wager system and to oversize 275' of a 15" storm
water discharge line to 30". To further install four fifteen inch culverts at the point where
the storm water flow would cross over Quincy Lane to prevent erosion at that point.
Previous to the construction of Foxfield Subdivision, Spring Street from McHue to Quincy
Lane was called Quincy Road and had a gravel surface from Bruell Street to Quincy Lane.
Each significant rain would wash out the roadway from the South East corner of Wacherlin
Subdivision down Quincy Road and Quincy Lane. It was agreed upon that in return for
solving this erosion problem and paving a portion of Quincy Road that was not in front of
the Foxfield Subdivision, that the Foxfield Subdivision and all of the property owned by
Barry J. Niles in that location (approx. 17 acres) would use the storm sewer system built
and installed for storm water removal and that detention would not be required. It was
further determined that Victor Taus would be allowed to connect to the Fo ield
Subdivision storm water system for the approximate 20 acres that he annexed into the
United City of Yorkville at that same time without building a storm sewer system that
would carry the water all the way to the Fox River.
The agreement further stipulated that for eliminating the erosion problem on Quincy Lane
the land owner Kenneth Griesmann would give to the United City of Yorkville a 15' utility
easement along his Westerly border and Dale Woodworth would likewise give a 15' utility
easement along his Easterly border.
This agreement, however, was never put in writing due to the fact that the City attorney
Daniel J. Kramer assumed that Dallas Ingemunson would draft the document and Dallas
Ingemunson assumed that Daniel J. Kramer was to draft the agreement.

I have reviewed the revised landscape plan for Lot 1 and have the following comments.
1. Plants on Lot 2 cannot be credited against the Lot 1 requirements.
2. The landscape plan is short 5 trees or tree equivalents. 5 additional trees should be planted in the
area around the retention pond.

Re: Yorkville Business Center—Lot 1
Dear Pat:
I have reviewed the proposed final plan for the referenced project, received on 1/26/00, and have
the comments listed below. Some of these items will be done by others or at a later date, but I am
still listing them so they aren't forgotten.
General Comments
• We will need an engineer's estimate of cost for improvements once the plans are revised.
• There are plan review fees and legal and planning deposits that are required. Lots 1 &2 total
about 7.18 acres. The plan review fee is $2109, and the legal and planning deposits should be
$1000 each.
• Recapture fees must be paid for the W/S extension along Cannonball Trail. We should also
complete the recapture agreement and collect fees for the W/S extension that F.E.Wheaton
constructed.
• The plat needs to be submitted for review. Please refer to my memo dated 1/11/00 for review
comments.
• The landscape plan should be made part of the improvement plan. Mike Schoppe should
review the landscape plan.
• This subdivision has frontage along a state highway. IDOT should also review the plans.
Plan
• Sheet 2:
b) Add riprap at all new outfalls to pond.
c) Fill in the blank regarding pavement area.
• Sheet 3:
c) Extend 12" watermain along south side of Wheaton Ave. to Route 47.
g) Add water valve along main entrance drive at Sta. 0+60.
J)Need a meter closet or individual water services to each unit within the building.
m) Need to maintain at least 3' of cover over the top of the sanitary sewer.
o) Add a note to the plans stating all watermains and sanitary sewers 8" or larger shall be
public. Also state that sanitary ejector pump and forcemain will be privately maintained.
p) Double-check storm sewer slopes and elevations. Some numbers don't agree. Information
on some sewer sections are missing.
q) The truck dock drains will need to go through a triple basin before being discharged to the
storm sewer. Show this line and gutter downspout lines on the plans.
r) Revise storm sewer section L1-L2 from 30" to 12".
• Sheet 4:
g) The Entrance Detail drive width doesn't agree with the typical section on Sheet 6.
• Sheet 5:
a) Need details for hydrant, water service, and sanitary frames & lids. Revise the valve box
detail to call for a resilient wedge gate valve instead of a butterfly valve.
b) Revise Manhole Type A detail to call for plastic-coated rebar steps. Also, show rubber
boots for sanitary sewer connections to manhole.
c) Either delete or revise the Service Tap detail.
d) Delete"City of Yorkville" from the storm sewer lid detail.
• Sheet 6:
b) The plan calls for 32' B-B pavement widths at various locations, but the typical section
shows 33.25' B-B. Which is correct?
e) Move the street light at the driveway entrance onto Wheaton Ave. to the west side of the
driveway as we had discussed previously.
f)Lighten up the cross-hatching in the Light Car pavement area to make the plan legible.
• Sheet 8:
a) Revise sanitary sewer in profile upstream of SAN-1 to be a 2" forcemain as indicated on
Sheet 3.
b) There still isn't enough cover over the sanitary sewer at MH SAN-1. Need at least 3 feet.
What cover will we have over the san. service to the west building where it crosses the
road?
c) Consider deepening the private lift station at Sta.3+83 so the 6" san. service to the east
building can have at least 3' of cover.
• Sheet 9—Revise surface profile identification to be profile over watermain.

Subject: FoxField Second Addition—Preliminary Plan Review
Date: February 8, 2000
I have reviewed the preliminary plan for FoxField Second Addition, received on 2/7/00, and have
the following comments:
• The name and address of the engineer and surveyor must be listed on the plan sheet.
• The sheet should be labeled as a plan, not a plat.
• Typical easements should be 5' wide along the sides and 10' along the front and rear lot lines
of each lot. Additional easement width may be required at specific locations.
• The development is over 2.5 acres, therefore stormwater detention is required. It may be
possible to drain this development to the Heartland detention basin.
• The plan should show general drainage patterns.
• Add a note stating that the need for rear yard storm sewers and/or sump pump lines will be
determined during final design.
• A streetlight should be shown somewhere along the north edge of the cul-de-sac.
• Proposed landscaping along the ROW should be shown.
• If possible, I suggest that the rear corners of Lots 28-30 in FoxField meet the rear corners of
Lots 16-17 in Heartland.
This plan is scheduled for review at the February 10, 2000 Plan Council meeting.
