Foxfield II - Final Plan
Wywrot spoke with Richard Scheffrahn from Leonard Dreas & Assoc, the
Engineer, and perhaps the set of plans were different. Agreement was made
regarding the engineering. Niles agreed to correct all items comments were made
regarding. There were two benchmarks taken, but neither close enough for
builders' usage. One in Heartland Subdivision and one should be at the hydrant
on Terry. Niles will relay this to Scheffrahn. The existing sidewalk on Terry
Lane is 4' but the new sidewalk is required to be 5'. It will be tapered up to 5' in
the first two squares. Schoppe asked Niles to identify the trees and place them in
the parkway. Niles confirmed that the City will own them since in the parkway.
Foxfield final will go to the Plan Commission next. Check with Sandy for a time.
Menards - Annexation and ROW Dedication
Burch of Smith Engineering showed a plat of dedication of roadways and ROW
dedication. Their requesting B3 zoning on the Holdiman and Conover piece and
the Ag 1 for the Earl Kirk piece east of the others. No platting is required for
Dedication of ROW, it can go straight to City Council. No Plan Commission
required, either. The Plan Council members requested that Smith Engineering
show the existing lot lines as they exist on the north side of Kennedy Road and on
the west side of Route 47 so they can see how things will line up. Also, show

alignment on the south end and the entrance off of Countryside Pkwy to Club 47.
The type of road should probably be a three lane road, so an 80' ROW would be
correct.
Menards wants a public street (frontage type road) from Countryside Parkway E.
north to Kennedy Road. There is one right in-right out and one full access shown
to Route 47. This is tentative and needs I.D.O.T. approval. A 25' radius is
required on the ROW at all corners. Kennedy Road ROW is 40' to the centerline.
Width will need to be added for turn bays. They will check with LD.O.T. on the
intersection at Route 47. Menards is planning to maintain ownership and will
show a plat of subdivision on the future intention of the outlots.
Since the dedication of ROW is a recorded document, streets must show names.
The footage and type of roads as defined in our Ordinance were reviewed.
Menards is requesting that the cost of all streets, except the residential roads, be
rebated. Making the north-south frontage type road public could present a
problem with setbacks and parking. Smith will discuss this with Menards.
A plat of annexation and zoning (Ag) should be submitted for Plan Commission,
along with a plat of the Kirk parcel. The extension of McHugh Rd. north to
Kennedy Rd should be omitted at this time.
The ROW for Countryside Pkwy. should be 110' to allow enough room for the
road, parkways, the median and possible turn bays.
The full access to Route 47 must be named with an east/west distinction for the
purpose of future extension west for development.
Martin indicated that Chief Graff had commented that they would like to see a
similar set up here as the one done on Randall Road shopping areas. An
agreement needs to be drawn up with the property owner, i.e. stop signs.
Information to Kramer for agreement.
Go to Plan Commission in May.

HAMMAN PARCEL
Smith hasn't received anything from them yet. The legal description appears to be
off by 50' where the ROW ties in on Route 34. Burch stated they need to make
the geometry work to tie into the ROW properly.
Need a plat of annexation.
The line between the separate requested zonings needs to be established. This is a
mixed use zoning, B3 along 34 and Countryside Pkwy and residential at the north
end. Schoppe felt 700-800' depth should be left for B3 zoning along the
roadways.
Wywrot will get the engineering information to Smith. Smith will put together a
suggestion.
Countryside Pkwy. would be a boulevard-type collector road, the north/south road
would be a regular collector road, and Route 34 an arterial road.
The setbacks for the parking lot could be put in the Annexation or Development
Agreement.
To Plan Commission in May.
