Inland -Yorkville Business Center , Unit 2 - Final Plat
Inland brought in Unit 2 of the Yorkville Business Center. Inland has a contract to
sell four acres located immediately west of the wooded park area on the north side
of Wheaton Drive to CJ Insulation, owned by Masco. They want to build here and
would like to close and put in the road extension before the end of the year.
Inland would also like to plat the park and dedicate it to the City, and the 1.5 acre
lot to the east, north of Wheaton Drive. This will be a 3 lot subdivision. Very
little engineering done so far. The priority is to get services to the CJ Insulation
lot. There are two engineering issues, one being stormwater. Inland has always
proposed that it would be in the southwest corner. A wetlands study has been
done and Inland is working with the Army Corp. of Engineers to make them aware
of their intentions and to determine what part of the wetlands can be used for the
stormwater issue. This will not holdup the CJ Insulation project. There is enough
other area to utilize for stormwater or a separate pond will be built just for them.
Inland will be talking to Joe Wywrot on this issue. The second engineering issue
is the lift station. This was previously going to be a major lift station. Now the
Y.B.S.D. is saying that they are going to put in a major interceptor that will be
gravity without an ejector pump. So now the design is a very small lift station that
can be expanded to serve whatever build out there is here until the large
interceptor is brought in. The lift station would be a throw away and served by
gravity. This is the biggest engineering question because Inland doesn't want to
spend a lot of money on something that they have to toss out. Nanninga agreed
and explained our ultimate water system plan which was just presented by E.E.I.,

showed putting treatment up by the planned water tower and are we are trying to
get them to look at (with a low interest loan through a grant process) bringing a
sewer down Rt. 47 and over to utilize a lift station(either build one or expand an
existing one) to serve about 500' either side of Rt. 47 up to Route 30 in the next
5-7 years. Inland stated they can put a pump right into the gravity fed system.
The City and the Y.B.S.D. would like, ultimately, to use gravity, but that will cost
millions and millions of dollars and has no source established at this point. The
Rob Roy interceptor and its serving capability was discussed too. This issue is
urgent because this can hold up CJ if they can't get sewer. The Y.B.S.D. wouldn't
sign on Unit 1 and don't want this to happen here. Nanninga asked Fiascone if
they could they go 2' deeper to make it work and be expandable. All agreed that
the word temporary must stay in the language. Fiascone asked how many times
would this need to be changed out. Inland is sizing it for their whole
development. It would need to be upped if someone from the north wanted to tie
in and Inland's development was built out. J.T. stated that they need to talk to
Metropolitan about that. A commitment would be needed from that user at that
time on paying recapture. Fiascone just wants the City to understand that this
issue needs to be worked on quickly by Joe W. and the Y.B.S.D.
The road design will follow the same design as for F.E. Wheaton and follows the
Comprehensive Plan Inland showed originally, but is a few feet narrower. There
will be two roads dead ending into the residential with signs posted `No truck
traffic'. Dan Nagel has someone interested in building and Inland has a contract
on two more lots out there. CJ will just help things move along faster in this
industrial park. Watermain will be extended to Route 47 as part of the road
improvements, and on up to CJ.
Dettmer stated that someone from the British Connection was talking about
putting in a car dealership but Fiascone has not heard anything in addition to that.
The frontage is zoned B3 so that would be an appropriate use. Dettmer will touch
base with the contact after this meeting. Copies due for Plan Commission before
the 4th of July Holiday weekend.
This will go to the July Plan Commission 7/12.

Annexation and ZoninjZ of 88 acres on NE Route 47 & Galena Rd.
The issue is annexation, zoning and Concept of 88 acres located on the NE corner
of Route 47 and Galena Road. This is not in the FPA boundary of the Y.B.S.D., it
is not in any FPA. Ralph Pfister and Nanninga need to discuss the adjustment of
the boundary. The forty seven feet located on the west side of Route 47 makes this
property contiguous to the City of Yorkville. Contiguity is an important issue and
Inland would like to get it in writing from Dan Kramer that the forest preserve
makes it contiguous. Utilities; sewer would be serviced be the Rob Roy
interceptor, when developed. An interim solution will need to be determined. The
proposed water tower will be place on this property and include a well. Inland is
not building the tower just donating the land and utilizing it. Gabel doesn't want
it to be at the entrance of the parcel. Nanninga stated there would also be a
treatment house, thinking about 500' from Route 47. It will probably be located
directly east of the commercial area. The City would like the corner of this parcel
to be commercial with good access off of Route 47. Will talk to I.D.O.T. soon.
The changes that have been discussed with Ruettiger, Tonelli & Assoc. regarding
the City's Comprehensive Plan were discussed. One of the changes being
discussed is to make Route 47 a commercial corridor with a strip type frontage.
Road access, utility service, and commercial vs. residential were a few issues
discussed. Gabel stated that he wants to get at least 3-4 units/acre. using the green
space idea, but with far less than 12,000 sq. ft. lots for the residential. Nanninga
stated that he felt that the City would be willing to discuss a higher density at the
east of the property in exchange for a larger area of commercial at the Route 47
frontage area. Nanninga and Gabel talked about specific density. Gabel agreed to
no more than 5 units net including the open space and residential not commercial.
A detached multi family townhome would be a good transition, lays out about 5
units/acre. Nanninga doesn't want any tighter density than five. Sixty acres
residential 28 acres commercial. 1000' setback, one full access to Rt. 47 and one
right-in, right-out. Gabel stated that this corner needs to be developed as a full
piece to determine that accesses are placed properly. Nanninga will bring up to
Mayor Art Prochaska. This will probably be about 350' deep but longer. The
corridor appearance was discussed for the entry to Yorkville up to Route 30. The
bike trail along Rob Roy Creek was also discussed. Gabel will draw up a new
double plan that shows residential and commercial and a water tower site of
approx. an acre (Nanninga will check and get back to Gabel). The treatment type
and amount of mess was discussed. It would just be salt. This would be better

placed in a commercial area not a residential site. A stand pipe with a house was
discussed. Zoning request would be B3 at front and R3 P.U.D. 5 unit/acre to the
east. Park Board probable desire was discussed for trail at Rob Roy and cash. The
formula was discussed. 10 copies of the annexation plat were submitted. Forty
copies are needed two weeks prior to Plan Commission.
After Plan Commission will return to Plan Council on July 20th with an update of
the plan. Annexation, zoning and Concept will go to July 12th Plan Commission.
Additional Business
Discussion was held regarding annexation efforts with other properties on the
Route 47 corridor, Bobbi Erdmann will check on status of the property to the
south for contiguity purposes.
