Plan Council Minutes 2000 07-20-00 4 UNITED CITY OF YORKVILLE Committee Minutes - Plan Council July 20, 2000 Meeting Location: 800 Game Farm Rd. Time Convened: 9:38 a.m. Time Adjourned: 10:42 p.m. Attendees: Jim Nanninga - City Administrator W.A. Dettmer - Building Official J.T. Johnson - Director Public Works Gregg Gabel - Inland Joe Wywrot - City Engineer Tony Graff- Police Chief Jorge Boada - Cannonball Estates Inland - Zoning/Preliminary Galena Rd. and Route 47/Northgate Greg Gabel presented this project. Gabel understood that the Mayor and Alderman don't like five units per acre. They want lower density. The Plan Commission didn't like the water tower placed by Route 47. The tower gives visibility for the City of Yorkville. The northeast corner is higher than the northwest by 5-10'. It's not that significant of a difference. The tower is more of a commercial use than a residential use. The access at the front of the property would be better for public safety. He presented two sketches; one with 206 total lots at 4 units/acre and the second showing 167 total lots at 3 units/acre. Gabel doesn't feel there is a window for single family. The viability of the market is not good. This project is too small to force two products. 2.2-3.3 units/acre are shown on our Comprehensive Plan. Per the Plan Commission's recommendation, should use the first sketch presented to the second density of 3 units/acre with 12,000 s.f. lots. Gabel wants density of 4 units/acre. The park site is further to the east not on this site. Two roads are shown going to Route 47. It was asked if they could combine these to one located in the middle. The south road is approximately 900' north of Galena. Too close. Inland wants full access to the 130,000 s.f. planned commercial big box and some outlets which will mean heavy traffic. I.D.O.T. allows 1000' for access to commercial from the intersection. Plans are not submitted; annexation and zoning being requested. Mike Schoppe will meet with 1 } Gabel separately. Plan Council asked Gabel to show plan and density. This will go to Plan Commission as the next step in August. Inland Rezoning of 1/4 acres at Route 34 and Route 47 adjacent to Landmark The commercial area is under contract to develop. The tenant has requested 1.4 acres taken out of the residential and changed to B3 zoning. The residential, as previously submitted, still works. The road will be smoothed out to eliminate the bump shown in the realignment. The density is less than 8. All members were ok with this. Gabel will meet with Sandy to determine a schedule. The next step is Plan Commission with a public hearing on August 9, 2000. Cannonball Estates - Final Plat & Plan Review Jorge Boada presented this project. Joe Wywrot's comments were reviewed and the highlights discussed. Boada will work out with Wywrot. The street name Prairie Lane will need to be changed due to duplication, but Meadow Lane is okay. Sheet 2 of the plat needs to have the easement width revised to 15' total width along the front yards of all lots along the east side of Alan Dale Lane for sewer and public utilities. Show the trees in the parkways and Schoppe needs to review the Landscape Plan. On sheet 3 of the plan, the temporary tee turn-arounds need to be 3" bit. on 10" stone with a 15' radii. This is stated in our Ordinance and a change would require a variance. It will not be a large dollar difference. No curb needed. Extensive discussion was held regarding a sidewalk along the north side of Faxon Road or adding a paved trail in lieu of sidewalk with perhaps the donation put in a trust until the Park Board is ready to proceed. J.T. Johnson will present to the Park Board for a recommendation. The trail idea was favored by the Plan Council members. Alan Dale is required to improve only one-half of Faxon Road, from Cannonball Trail west to the entrance of the subdivision. Full lane improvements, pavement and street lights. Lights placed at Cannonball Trail, 2 at the entrance to the subdivision and three on Faxon Road. Whoever develops the property to the north will fill in the rest. 2 The pond lining issue was discussed. Boada asked that the note Wywrot asked to have added to the plans requiring the pond to be lined and re-landscaped at the city's request if the NWL is significantly below elevation 631 for much of the first year after construction be changed to read; ...elevation 631 for the full two years after construction of the pond. The watermain will be recapturable. Regarding the easement across the Gilbert property for the storm sewer outfall. Boada asked if the city would include wording `in the best interest of the city' in the request. They are not in the city. Kramer said that we may not need an easement because drainage and roads are connected. Wywrot and Nanninga will check further on this with Kramer. A neighborhood park site is located in the southwest corner. The drainage for this park is to go to the Cannonball Estates Pond and the storm sewer is stubbed to it, but is shallow. Regarding the grading, the slope is more than 1 degree and is okay for a playground. The depth of the storm sewer was discussed. If the storm sewer has to be extended then it needs to be deeper in the ground than 3'-5'. If the storm sewer needs to be set deeper than the watermain has to be deeper too. Wywrot stated that if the storm sewer can be stubbed to the edge of Cannonball Estates and the level stated is adequate for that, than it would be ok. Boada agreed. Wywrot will check the depth of the storm sewer. Boada agreed to make all other changes as presented in Wywrot's comments. They are ready to begin construction. The letter of credit is on it's way. An engineer's estimate is needed prior to beginning. Present final plat and plan at the same time. Next step is to the Plan Commission on August 9, 2000. Check with Sandy for schedule. 3 1 Additional Business Graff asked if there would be a meeting scheduled with the staff to review the Comprehensive Plan update.
