Plan Council Minutes 2000 08-10-00 UNITED CITY OF YORKVILLE Committee Minutes - Plan Council August 10, 2000 Meeting Location: 800 Game Farm Rd. Mike Schoppe - Schoppe Design Matt Fiascone - Inland Michael Sheppard - Ruettiger, Tonelli Pat Stanley - Siebert Engineering Doug Overstreet - Overstreet Builders Overstreet Acres Subdivision - Kendall County within % miles Nanninga explained the fees and charges that may be associated with the city review of this project. Michael Sheppard gave an overview of the project. It consists of 24 acres located southwest of Minkler Road on Route 71 with five lots; four 1 '/a acre and one 8 acres with an 10 acre outlot at the rear. Asking for rezoning from Kendall Co. A-1 to Kendall Co. R-3. Two small revisions were requested by Kendall Co. and the township. Two common lot lines were moved to create a larger setback from Route 71 and 40% of land from the largest lot was dedicated as open space and conservation. They agreed with Wywrot's comments. Discussion was held regarding our standard for sidewalk or natural/pedestrian trail abutting each lot, perhaps not on Route 71. This would be comparable to our estate zoning which allows for the option of sidewalk or trail. Aggregate shoulder is also requested, but the purpose is to get people off of the street. Johnson stated that there is a County trail system and these trails should conform to it. Road width shown is 24', we require 25'. The staff is not recommending Pre-annexation, located too far out of town. Our requirements for a trail were outlined. Stormwater detention was also discussed due to the fact that this subdivision totals over 24 acres. They are applying to the County for a variance because there is minimum run off, the design has a swail in the front area and the back drains to 1 the back pond. Overstreet is trying to keep the natural setting for this area with trees and aesthetics. Overstreet feels additional detention added at the rear of the lots would spoil that. Schoppe reviewed this against our estate zoning, too. Code requires a 200' min lot width at the setback line, lot 2 is short. The setbacks were reviewed. The requirements for a 30' landscape easement along Route 71 were outlined. Put proposed zoning on the plat in the left corner. The procedure for our recommendation was discussed. Graff requested a copy of the variance from the County and explained that we give our recommendation to the County and then they vote. Next step would be Plan Commission in September. Revisions should be here 2 weeks prior. Overstreet requested a copy of our recommendation letter. Schedule was reviewed. Recommendation given after City Council which is scheduled for 9/28/00. Robert & Gail Fisher - Kendall County Rezoning within V2 miles This is only 1 lot on the north side of Conover Lane. Schoppe stated that we should review a copy of the plat to check setbacks. As county R2, it can only be one lot not two. Schoppe had no issues. Johnson stated that this be looked at as a whole picture with the additional homes on the lane for fire access. Fairfield had no concerns. Annexation was discussed. The high school is in progress for annexation with Kramer and we should see something on that in September, Graff thought. All agreed to request a preannexation agreement for this. Wywrot brought up public vs. private lane for Conover Lane. General consensus was to keep the lane private due to full improvements not being made and the fact that the lane goes all the way back to Blackberry Creels. Any additional houses, than ask for all public improvements to be made and look at making it public. Graff will check George Stewarts' annexation agreement and follow that. Next step for this is to September Plan Commission. 2 Additional Business Inland's Yorkville Business Center Unit #2 Wywrot reviewed these plans after they came in late on Monday, August 7th so this could be discussed today. Nanninga stated that the amount of the letter of credit has been established. Wywrot stated that he still needs to see the engineers estimate. Wywrot's comments were reviewed. Unless other wise stated, they were agreed to. Fiascone doesn't feel that the deposit and fees should be charged for the 7 acre lot given to the City. Wywrot stated that a subdivision still pays for a park site. Johnson said this was different because there wasn't a park required, instead of losing the forest, Inland gave it to us. Plan Council will recommend to the City Council to reduce the legal/planner deposit to $2500.00. Fiascone stated the field tile survey is done. They will get a copy to Wywrot. Lot 10 needs to show sewer and water added to the infrastructure. Regarding stormwater detention in the wetland at the sw corner, conceptual plan is done. Will get a copy of the letter from Army COE to us. Regarding the comment on cover sheet about the pavement cross-section; Fiascone stated what was previously done on Wheaton Ave., will be carried through. Sheet 4, original concept plan showed a road buffer between residential and industrial. The final concept replaced it with a landscape buffer and no trucks will be allowed beyond industrial. Comment eliminated. Stormwater drainage for lot 4 and 5 was discussed. The detention basin will cover most of this. Inlets are at the end of the road and a sanitary sewer stub will be put in at the end of lot 5 to the pond. Watermain. What is currently there needs to be extended west, possibly as a 16" main. 3 The lift station is to be temporary, so it will not be brick. A meeting is scheduled at Deuchler with the city and Y.B.S.D. for Tuesday 8/15/00 to review this, the possibility of moving it and to finalize sanitary service for CJ Insulation and the rest of the business park. The entire Inland site can be served with gravity. Inland does have sidwell topography to show it. The depths of the sewers will be given to Wywrot. The capacity analysis should use 10' P.E. Layout was clarified as to which lots are located in which unit. The latest plan submitted shows the layout and uses. The sewer running north from the lift station would be extended with future development, not now. The road(Commercial Drive) is approximately 1300' long now, the potential is there for it to extend north to Comeils so block lengths on Commercial don't exceed the ordinance maximum. The two commercial properties north of Outlot "A" will be served with gravity sanitary sewer. A concern and urgency to get CJ Insulation to the point of being able to get a building permit was expressed by Inland. Stanley stated that they are out of room to run the sanitary from where it is stubbed now, across the street and they're out of depth to run it anywhere else. This will be discussed at the meeting on Tuesday. Additional Business - Comprehensive Plan Graff asked if there had been a date set yet for reviewing and getting the staff's comments regarding the Comprehensive Plan.
