Plan Council Minutes 2000 12-05-00 f UNITED CITY OF YORKVILLE Committee Minutes - Plan Council December 5, 2000 Meeting Location: 800 Game Farm Rd Time Convened: 9:33 a.m. Time Adjourned: 10:03 a.m. Attendees: Jim Nanninga - City Administrator Tim Fairfield - B.K.F.P.D. Johnson - Dir. of Public Works Ken Fixler - Tucker Development Tracy Richard - Manhard Consulting PC 2000-30 Tucker Development - Preliminary Plan for Yorkville Market Place Ken Fixler gave an overview of this project. This plan covers only 3-4 acres not the entire site. Nineteen acres is planned as retail for the initial phase, including the detention. Planning to start when the weather breaks, probably March 2001. The second phase is planned for within the next year. The first phase anchor is almost secured. Announcement to be made next week on the user. The initial phase will also include 15,000 sq. ft. of adjacent retail with a restaurant, a service business on Route 34 and a restaurant and hotel on Landmark and Route 47. Joe's comments were reviewed. Most were not discussed just noted and some only ask questions for clarification. Storm water detention was reviewed. Ken Fixler explained that it will be located south of Landmark and Tucker will provide 4 acres, Inland will provide the remainder. They are working this out with Inland. Lighting is required for public streets every 300' and at each intersection. The type of fixture and pole is in our Standard Specifications/Subdivision Ordinance. Dettmer will have a written zoning analysis document prepared including setbacks and parking requirements by tomorrow. The plan shows the parking space dimensions as 9x18, our standard is 8 1/2x20. No previously known variation request has been made in regard to the dimensions of the parking spaces. The isle width looks okay. 1 The code will be quoted in the analysis. The calculation of parking in relation to the square footage of each store and lot lighting will be included as well. The anchor's specs will be incorporated into these plans. Dettmer is familiar with this anchor and has worked with previously on several other projects. Dettmer also commented that Ace is not in city limits and requested that no cross easements be created. Agreed. The setback at the reconfigured curve on Landmark at McHugh is requested as a variation. Sgt. Diederich requested that the name of McHugh Road, as shown on this plan, be changed. It will. Also that it `T' into, or be a 90 degree angle, instead of a curve. Tracy didn't see a problem with that. Sgt. stated that his expertise lies in crime though environmental design and he would like to see the landscape plan when it is ready. Ken will get a copy to him, Bill, Jim, Joe and Mike Schoppe. He asked that they follow the 3'-6' rule. No bushes over 3' tall and any trees trimmed to 6' off the ground to allow for surveillance. He also asked if there will be a left turn lane from Landmark onto Route 47. A traffic study is being done now. They will get the results to us when completed. Tracy said he thought there would be some utility changes and he didn't see any problems with that. The water main along Landmark was discussed. There are two shown because otherwise the one on the north side would go under the detention and they didn't think we would like that. J.T. confirmed that. The north side will be 8" or 10". A smaller one will go in the front of the buildings. Dettmer stated that they need to loop or the hydrants will have a dead end. The sizing of the water main was discussed for fire flow. Nanninga said that the water main will need a second feed over to Heartland. Tracy wants to show Heartland and combine it with our plans. This will all be determined with the next plan submittal and worked out between the Engineers. Communication will kept open to expedite this project. Ken would like final engineering by the end of December. Ken mentioned the legal description. Eric said that it is okay. Wywrot called him over the weekend. The second legal is for the rezoning. The anchor is a tenant of Tucker but does build their own building. 2 Ken will meet with Sandy next to set up a schedule and flow chart for the remaining meetings. Next step is for this to go to December Plan Commission with 25 copies to Sandy of this plan on Friday morning with the signed application. Additional Business None.
